山東省數字政府建設一體化綜合改革方案
為加(jia)快推(tui)進數字(zi)政府建(jian)設一體化(hua)綜(zong)合改革,深化(hua)數智賦能(neng),聚(ju)焦(jiao)政府治(zhi)理服務數字(zi)化(hua)、標準化(hua)、平臺化(hua)、精準化(hua),加(jia)強技術融(rong)合、業務融(rong)合、數據融(rong)合,提升(sheng)跨層級、跨地域、跨系(xi)統、跨部門(men)、跨業務的(de)協同管理和(he)服務水平,全領(ling)域構建(jian)政府數字(zi)化(hua)運(yun)行新形態,結合山東實際,制定(ding)本方案。
一、工作目標
以習近平新時代中國(guo)特(te)色社會主(zhu)義思(si)想(xiang)為指導,堅(jian)持統籌為先,突出問題導向、需求引(yin)領(ling),到2027年,全(quan)(quan)省一(yi)體(ti)化(hua)數(shu)智平臺更加集約(yue)、七大領(ling)域效能全(quan)(quan)面(mian)提升、五項統籌機(ji)制高效協同、公共數(shu)據要素價值一(yi)體(ti)釋放,統籌集約(yue)、高效協同、整(zheng)體(ti)智治、數(shu)據賦(fu)能的(de)“1751”數(shu)字政(zheng)府(fu)運行工作(zuo)體(ti)系基本建成,形(xing)成一(yi)系列具有(you)全(quan)(quan)國(guo)影響力(li)(li)的(de)智慧化(hua)應用場景(jing),助推(tui)省域政(zheng)府(fu)治理(li)體(ti)系和(he)治理(li)能力(li)(li)現代化(hua)水平位居(ju)全(quan)(quan)國(guo)前列。
二、夯實一體化數智平臺支撐
(一(yi)(yi)(yi))強化共(gong)性(xing)基礎支(zhi)(zhi)撐(cheng)。堅(jian)持統籌集(ji)約,完善政務“一(yi)(yi)(yi)張網(wang)(wang)”“一(yi)(yi)(yi)朵云”一(yi)(yi)(yi)體化支(zhi)(zhi)撐(cheng)能(neng)力(li)(li),提升云網(wang)(wang)功能(neng)、性(xing)能(neng)和調度管理(li)能(neng)力(li)(li),提高整體服務保障水平,健(jian)全災(zai)備(bei)保障,探索(suo)算力(li)(li)、網(wang)(wang)絡(luo)融合建設。完善一(yi)(yi)(yi)體化大數據(ju)平臺,規范視頻感知等資源(yuan)管理(li),持續加強統一(yi)(yi)(yi)身份認證、電(dian)子簽章、電(dian)子證照等共(gong)性(xing)能(neng)力(li)(li)建設,推動(dong)各(ge)類數字資源(yuan)共(gong)建、共(gong)享、共(gong)用。(牽頭單(dan)位:省大數據(ju)局)
(二(er))強(qiang)化(hua)多(duo)跨(kua)(kua)(kua)業務(wu)支撐(cheng)。建設跨(kua)(kua)(kua)層(ceng)級、跨(kua)(kua)(kua)部(bu)門(men)、跨(kua)(kua)(kua)地域(yu)的“多(duo)跨(kua)(kua)(kua)業務(wu)中臺(tai)”,支撐(cheng)各類事項統一(yi)配置(zhi)、路由智(zhi)能(neng)分發、業務(wu)協同辦理。推動(dong)(dong)各行業各領域(yu)事項上“中臺(tai)”,實(shi)現跨(kua)(kua)(kua)層(ceng)級條(tiao)塊貫通、跨(kua)(kua)(kua)部(bu)門(men)協同聯(lian)動(dong)(dong)、跨(kua)(kua)(kua)地域(yu)整體(ti)智(zhi)治。依托“多(duo)跨(kua)(kua)(kua)業務(wu)中臺(tai)”,推動(dong)(dong)數字(zi)化(hua)應用(yong)場景可復(fu)制(zhi),實(shi)現“一(yi)地創新、全省復(fu)用(yong)”。(牽頭單(dan)位:省大(da)數據局)
(三)強(qiang)化人(ren)工智(zhi)(zhi)能(neng)支撐。統(tong)籌算力資源(yuan)、基(ji)礎大(da)模(mo)型(xing)和高(gao)質(zhi)量數據(ju)集建設(she)(she),利用“開(kai)源(yuan)+閉(bi)源(yuan)”大(da)模(mo)型(xing),集約(yue)建設(she)(she)“人(ren)工智(zhi)(zhi)能(neng)中臺”及(ji)(ji)多(duo)模(mo)態數據(ju)集,構(gou)建一(yi)體化基(ji)礎大(da)模(mo)型(xing)服務體系,加強(qiang)規范(fan)化、便利化人(ren)工智(zhi)(zhi)能(neng)能(neng)力供(gong)給。各級(ji)各部門(men)、單位(wei)按需構(gou)建行(xing)(xing)業及(ji)(ji)場景大(da)模(mo)型(xing),打造一(yi)批具(ju)備行(xing)(xing)業及(ji)(ji)城市特色的智(zhi)(zhi)能(neng)體應用。(牽頭單位(wei):省大(da)數據(ju)局)
三、助力七大領域數智化效能提升
(四)助力黨(dang)建(jian)工(gong)作(zuo)效(xiao)能(neng)提(ti)升(sheng)(sheng)。堅持黨(dang)建(jian)引領(ling),充分(fen)發(fa)(fa)揮各(ge)級(ji)(ji)黨(dang)委(wei)總攬(lan)全(quan)(quan)局、協調各(ge)方(fang)的(de)領(ling)導核心作(zuo)用(yong),運用(yong)系(xi)統(tong)方(fang)法和(he)數(shu)(shu)字化(hua)(hua)手(shou)段,重塑業務(wu)流程(cheng),實(shi)現各(ge)層級(ji)(ji)一(yi)(yi)體(ti)(ti)推(tui)進、步調一(yi)(yi)致、高(gao)效(xiao)協同、整體(ti)(ti)提(ti)升(sheng)(sheng)。建(jian)設全(quan)(quan)省(sheng)(sheng)(sheng)統(tong)一(yi)(yi)的(de)督查信(xin)(xin)息系(xi)統(tong),推(tui)動(dong)督查工(gong)作(zuo)質效(xiao)提(ti)升(sheng)(sheng)。著力構建(jian)數(shu)(shu)字紀檢監(jian)察體(ti)(ti)系(xi),助力紀檢監(jian)察工(gong)作(zuo)規范(fan)化(hua)(hua)、法治(zhi)化(hua)(hua)建(jian)設。打造覆(fu)蓋全(quan)(quan)業務(wu)、貫穿全(quan)(quan)流程(cheng)的(de)干(gan)(gan)部管理一(yi)(yi)體(ti)(ti)化(hua)(hua)平(ping)臺,提(ti)升(sheng)(sheng)干(gan)(gan)部選育(yu)管用(yong)全(quan)(quan)鏈條科學化(hua)(hua)、精(jing)細化(hua)(hua)、智能(neng)化(hua)(hua)水(shui)平(ping)。加快推(tui)進數(shu)(shu)字文化(hua)(hua)建(jian)設,打造宣傳(chuan)思想文化(hua)(hua)智慧(hui)大(da)腦和(he)各(ge)類智能(neng)化(hua)(hua)業務(wu)應用(yong)。建(jian)設全(quan)(quan)省(sheng)(sheng)(sheng)統(tong)戰(zhan)信(xin)(xin)息化(hua)(hua)資源體(ti)(ti)系(xi),提(ti)升(sheng)(sheng)數(shu)(shu)字統(tong)戰(zhan)服務(wu)水(shui)平(ping)。圍繞宣傳(chuan)思想文化(hua)(hua)、黃河流域(yu)生態(tai)保護和(he)高(gao)質量發(fa)(fa)展(zhan)、綠色低碳高(gao)質量發(fa)(fa)展(zhan)先行區建(jian)設、鄉村(cun)振興(xing)等領(ling)域(yu)形成(cheng)一(yi)(yi)批智能(neng)化(hua)(hua)多跨綜合應用(yong)。(牽頭單位:省(sheng)(sheng)(sheng)委(wei)辦公廳、省(sheng)(sheng)(sheng)政府(fu)辦公廳、省(sheng)(sheng)(sheng)大(da)數(shu)(shu)據局,責任單位:省(sheng)(sheng)(sheng)直有關部門)
(五)助力經(jing)(jing)濟調(diao)節效(xiao)能(neng)提(ti)升。健全經(jing)(jing)濟社會數據(ju)指標(biao)體系,完善經(jing)(jing)濟社會數據(ju)庫,強(qiang)化(hua)數據(ju)挖掘分析,為(wei)經(jing)(jing)濟社會發(fa)展趨勢研(yan)判、政策精準(zhun)調(diao)控、民生(sheng)精準(zhun)保障(zhang)等提(ti)供智能(neng)化(hua)支撐。推動經(jing)(jing)濟調(diao)節系統(tong)建設(she),實現重點行業(ye)監測服務全生(sheng)命周期管(guan)理。用(yong)好“選擇山東”云平(ping)臺(tai),通過各類數據(ju)“匯、治、用(yong)”,為(wei)精準(zhun)招商提(ti)供數智支撐。(牽(qian)頭單位:省發(fa)展改革委(wei)、省商務廳(ting)(ting),責任(ren)單位:省工業(ye)和信息化(hua)廳(ting)(ting)、省統(tong)計局、省大數據(ju)局)
(六)助力智(zhi)(zhi)慧監(jian)(jian)(jian)管(guan)(guan)效(xiao)能提(ti)升。建(jian)好用(yong)好金(jin)融風(feng)險防(fang)控(kong)大數(shu)(shu)據平臺(tai),為防(fang)風(feng)險、強監(jian)(jian)(jian)管(guan)(guan)、促發(fa)展提(ti)供有力數(shu)(shu)字化(hua)支(zhi)撐。完(wan)善(shan)自(zi)然資(zi)源(yuan)、工程建(jian)設、衛(wei)生(sheng)健(jian)康、食品藥品、特種設備(bei)、市(shi)場(chang)秩序、交通(tong)運(yun)輸、消防(fang)管(guan)(guan)理等領域數(shu)(shu)字化(hua)、智(zhi)(zhi)能化(hua)應用(yong),實現全流程協(xie)同管(guan)(guan)控(kong)、風(feng)險智(zhi)(zhi)能研判(pan)、及時預警處置(zhi)。加強監(jian)(jian)(jian)管(guan)(guan)數(shu)(shu)據與(yu)公共信用(yong)、企業(ye)信用(yong)信息公示等數(shu)(shu)據協(xie)同共享,探索以企業(ye)碼(ma)(信用(yong)碼(ma))為載體,推動(dong)企業(ye)“精準(zhun)畫像”,支(zhi)持基層便捷(jie)應用(yong),提(ti)高監(jian)(jian)(jian)管(guan)(guan)及時性(xing)(xing)、精準(zhun)性(xing)(xing)、有效(xiao)性(xing)(xing)。依托省(sheng)(sheng)“互聯網+監(jian)(jian)(jian)管(guan)(guan)”系統(tong)、省(sheng)(sheng)行政執法與(yu)監(jian)(jian)(jian)督一(yi)體化(hua)平臺(tai)、省(sheng)(sheng)“雙隨機(ji)、一(yi)公開”平臺(tai),推出全省(sheng)(sheng)“涉(she)企聯合檢(jian)查一(yi)張網”,推動(dong)各(ge)級各(ge)類涉(she)企監(jian)(jian)(jian)管(guan)(guan)事(shi)項高效(xiao)協(xie)同開展。(責任(ren)單位:省(sheng)(sheng)委金(jin)融辦、省(sheng)(sheng)發(fa)展改(gai)革委、省(sheng)(sheng)公安廳(ting)(ting)、省(sheng)(sheng)司(si)法廳(ting)(ting)、省(sheng)(sheng)自(zi)然資(zi)源(yuan)廳(ting)(ting)、省(sheng)(sheng)生(sheng)態環境廳(ting)(ting)、省(sheng)(sheng)住房城(cheng)鄉建(jian)設廳(ting)(ting)、省(sheng)(sheng)交通(tong)運(yun)輸廳(ting)(ting)、省(sheng)(sheng)衛(wei)生(sheng)健(jian)康委、省(sheng)(sheng)應急(ji)廳(ting)(ting)、省(sheng)(sheng)市(shi)場(chang)監(jian)(jian)(jian)管(guan)(guan)局(ju)、省(sheng)(sheng)大數(shu)(shu)據局(ju)、省(sheng)(sheng)消防(fang)救援總隊)
(七)助力(li)(li)社會(hui)管(guan)理(li)效能(neng)(neng)(neng)提(ti)升(sheng)。健全數(shu)字(zi)法治(zhi)(zhi)體系,加強(qiang)數(shu)字(zi)法治(zhi)(zhi)基礎能(neng)(neng)(neng)力(li)(li)建(jian)(jian)設,強(qiang)化跨部門(men)協同、數(shu)據(ju)共享、人(ren)工智(zhi)(zhi)(zhi)能(neng)(neng)(neng)大(da)模型應(ying)用,探(tan)索矛盾糾(jiu)紛(fen)線上化解模式,推(tui)動(dong)實現(xian)政(zheng)(zheng)法工作智(zhi)(zhi)(zhi)能(neng)(neng)(neng)化,提(ti)升(sheng)執(zhi)法司法規范化水平,增(zeng)強(qiang)全省社會(hui)治(zhi)(zhi)安維(wei)穩、政(zheng)(zheng)法輿(yu)情分(fen)析(xi)等(deng)能(neng)(neng)(neng)力(li)(li)。開展數(shu)字(zi)鄉村(cun)發展行(xing)動(dong),推(tui)動(dong)數(shu)字(zi)化賦能(neng)(neng)(neng)鄉村(cun)治(zhi)(zhi)理(li)。推(tui)進新型智(zhi)(zhi)(zhi)慧城市和智(zhi)(zhi)(zhi)慧社區(qu)建(jian)(jian)設,建(jian)(jian)立房屋建(jian)(jian)筑“落圖+賦碼”機制,著力(li)(li)實現(xian)城市全域(yu)數(shu)字(zi)化轉型。加強(qiang)人(ren)工智(zhi)(zhi)(zhi)能(neng)(neng)(neng)技術(shu)在養老、困(kun)難(nan)群眾管(guan)理(li)服務等(deng)領域(yu)的深度應(ying)用,提(ti)高(gao)社會(hui)管(guan)理(li)水平。(牽頭單位:省委政(zheng)(zheng)法委、省委網信辦(ban)、省民政(zheng)(zheng)廳、省大(da)數(shu)據(ju)局,責任單位:省直有關(guan)部門(men))

(九)助力(li)(li)生(sheng)態(tai)環(huan)(huan)(huan)境保護(hu)效能提(ti)升(sheng)。強化(hua)生(sheng)態(tai)環(huan)(huan)(huan)境領(ling)域數(shu)字資(zi)(zi)源(yuan)(yuan)共享應用,推動(dong)省(sheng)(sheng)市(shi)縣(xian)三(san)級生(sheng)態(tai)環(huan)(huan)(huan)境業務綜(zong)合(he)集成(cheng)、閉環(huan)(huan)(huan)管(guan)理、全(quan)面貫通(tong)。推進“雙(shuang)碳(tan)”綜(zong)合(he)數(shu)字化(hua)應用建(jian)(jian)設(she),助力(li)(li)綠色低(di)碳(tan)轉(zhuan)型。實施(shi)自(zi)(zi)然(ran)資(zi)(zi)源(yuan)(yuan)數(shu)字化(hua)治理能力(li)(li)提(ti)升(sheng)工程,建(jian)(jian)設(she)國(guo)土(tu)空間規劃實施(shi)監測網絡(luo),優化(hua)自(zi)(zi)然(ran)資(zi)(zi)源(yuan)(yuan)二三(san)維“一(yi)張圖”,打造國(guo)土(tu)空間基礎信(xin)(xin)息平(ping)(ping)臺(tai)(tai)智慧中樞。分步(bu)實施(shi)全(quan)省(sheng)(sheng)不動(dong)產(chan)登記一(yi)體化(hua)服(fu)務管(guan)理體系建(jian)(jian)設(she),推行統(tong)一(yi)標(biao)準、統(tong)一(yi)服(fu)務。優化(hua)完善新一(yi)代地(di)理信(xin)(xin)息公共服(fu)務平(ping)(ping)臺(tai)(tai),建(jian)(jian)成(cheng)“實景三(san)維山東”,打造一(yi)體化(hua)時空數(shu)字底(di)座(zuo),形成(cheng)“衛星遙(yao)感+無人機”高效協同(tong)的自(zi)(zi)然(ran)資(zi)(zi)源(yuan)(yuan)感知體系,在自(zi)(zi)然(ran)資(zi)(zi)源(yuan)(yuan)、生(sheng)態(tai)環(huan)(huan)(huan)境、水(shui)利、氣象(xiang)等領(ling)域全(quan)面提(ti)升(sheng)智能化(hua)生(sheng)態(tai)風險防范(fan)和治理能力(li)(li)。(牽頭(tou)單(dan)位:省(sheng)(sheng)生(sheng)態(tai)環(huan)(huan)(huan)境廳(ting)、省(sheng)(sheng)自(zi)(zi)然(ran)資(zi)(zi)源(yuan)(yuan)廳(ting),責任單(dan)位:省(sheng)(sheng)水(shui)利廳(ting)、省(sheng)(sheng)海洋局、省(sheng)(sheng)氣象(xiang)局)
(十)助力政(zheng)務運行效(xiao)能(neng)(neng)提升。深入開展數(shu)(shu)(shu)字(zi)機(ji)關(guan)(guan)建(jian)設,做強(qiang)做優“山東通”,持續推動機(ji)關(guan)(guan)內部業(ye)務網上辦(ban)、掌上辦(ban),實現機(ji)關(guan)(guan)內部高頻事項跨部門、跨層級辦(ban)理(li)。推動機(ji)關(guan)(guan)業(ye)務數(shu)(shu)(shu)字(zi)化(hua)流(liu)程再(zai)造,探索推廣智(zhi)(zhi)能(neng)(neng)搜索、公(gong)文(wen)輔助、政(zheng)務數(shu)(shu)(shu)字(zi)人等智(zhi)(zhi)能(neng)(neng)化(hua)應(ying)用場景,進一(yi)步精簡辦(ban)文(wen)、辦(ban)會、辦(ban)事流(liu)程。深化(hua)“齊魯智(zhi)(zhi)腦”建(jian)設應(ying)用,完善監(jian)(jian)測(ce)管理(li)指標體(ti)系(xi)和可視(shi)化(hua)智(zhi)(zhi)能(neng)(neng)調度體(ti)系(xi),提升動態(tai)監(jian)(jian)測(ce)和趨(qu)勢研判能(neng)(neng)力。統建(jian)“齊魯一(yi)表(biao)通”,打(da)造“一(yi)賬一(yi)池(chi)一(yi)平臺”,減(jian)輕基(ji)層工(gong)作負擔。打(da)造“數(shu)(shu)(shu)字(zi)機(ji)關(guan)(guan)”智(zhi)(zhi)能(neng)(neng)助手(shou),提供公(gong)文(wen)智(zhi)(zhi)能(neng)(neng)寫作、政(zheng)策文(wen)件解讀等共性(xing)支撐(cheng)能(neng)(neng)力,提高機(ji)關(guan)(guan)辦(ban)公(gong)工(gong)作效(xiao)率。(牽(qian)頭(tou)單(dan)位:省(sheng)委辦(ban)公(gong)廳(ting)、省(sheng)政(zheng)府辦(ban)公(gong)廳(ting)、省(sheng)委社(she)會工(gong)作部、省(sheng)大數(shu)(shu)(shu)據局)
四、完善五項統籌機制

六、健全工作保障機制
