山東省數字政(zheng)府建設實施方(fang)案(an)
為深入(ru)貫徹落實《國務(wu)院關于加強(qiang)數字(zi)政府建(jian)設的(de)指導意見》(國發〔2022〕14號(hao)),充分發揮數字(zi)政府在數字(zi)強(qiang)省建(jian)設中的(de)引領驅動作用,全(quan)面提(ti)升政府治理體(ti)系和治理能力現代化(hua)水平,制定(ding)本實施(shi)方案。
一、總(zong)體要(yao)求
(一)指(zhi)導(dao)思想(xiang)。以(yi)習近平(ping)新時代中國特色社會主(zhu)義思想(xiang)為(wei)指(zhi)導(dao),全(quan)(quan)面貫徹黨的二十大(da)精神,聚焦數字強(qiang)省建(jian)設,堅持系統(tong)觀念、改革創新、數據(ju)賦能、惠民便(bian)民、整體協同、安全(quan)(quan)可控,運用數字技術對政務(wu)服(fu)務(wu)模式、機關運行(xing)流程、政府治理(li)范式進行(xing)全(quan)(quan)方(fang)位、系統(tong)性(xing)重塑,推動實現政府決策科學精準、公共(gong)服(fu)務(wu)普惠均衡、社會治理(li)精細智慧、政務(wu)運行(xing)協同順暢(chang),全(quan)(quan)面打造整體高效的數字政府,為(wei)建(jian)設新時代現代化強(qiang)省提供(gong)強(qiang)有力(li)支(zhi)撐。
(二(er))總體(ti)目標。到(dao)2025年,全(quan)面(mian)建成(cheng)高效(xiao)協同的施政(zheng)履職數字化工作(zuo)體(ti)系(xi),經(jing)濟(ji)調節、市場監管、社會治(zhi)理(li)、公(gong)共服(fu)務(wu)、生態環保、機關運行、政(zheng)策(ce)服(fu)務(wu)等(deng)領(ling)域數字化建設取得重大突破,數字政(zheng)府(fu)基礎底座更加(jia)堅實,實現機關辦公(gong)“一(yi)網(wang)(wang)協同”、政(zheng)務(wu)服(fu)務(wu)“一(yi)網(wang)(wang)通(tong)辦”、社會治(zhi)理(li)“一(yi)網(wang)(wang)統管”、政(zheng)府(fu)決策(ce)“一(yi)網(wang)(wang)支撐”,數字政(zheng)府(fu)建設成(cheng)效(xiao)更加(jia)明顯(xian),在(zai)服(fu)務(wu)重大戰(zhan)略、促(cu)進經(jing)濟(ji)社會高質量發展、建設人民滿意的服(fu)務(wu)型(xing)政(zheng)府(fu)等(deng)方面(mian)發揮重要作(zuo)用。
到2035年,與國(guo)家(jia)治(zhi)理體系(xi)和治(zhi)理能力現代化(hua)相適(shi)應(ying)的數(shu)(shu)字(zi)(zi)政府(fu)(fu)體系(xi)更(geng)加成熟完(wan)備,數(shu)(shu)字(zi)(zi)政府(fu)(fu)建設(she)水平位(wei)居全(quan)國(guo)前列,全(quan)面引領數(shu)(shu)字(zi)(zi)經(jing)濟、數(shu)(shu)字(zi)(zi)社會、數(shu)(shu)字(zi)(zi)生態發展(zhan),為(wei)基本(ben)建成新時代現代化(hua)強省(sheng)提(ti)供強勁動力和有力支撐。
二、全面建設高效協同的(de)施政履職數字化工作體系
(一)提升經濟(ji)社會(hui)調(diao)節數(shu)字(zi)化水平(ping)(ping)。將數(shu)字(zi)技術廣泛應用于經濟(ji)社會(hui)發展分析(xi)、投資監管、財政(zheng)(zheng)預算管理、數(shu)字(zi)經濟(ji)治理等方(fang)面,全(quan)面提升政(zheng)(zheng)府經濟(ji)調(diao)節數(shu)字(zi)化水平(ping)(ping)。
1.加快(kuai)經(jing)濟(ji)社會運行數(shu)(shu)(shu)據(ju)(ju)整合利用(yong)(yong)。加強對涉及(ji)國計民生關鍵(jian)數(shu)(shu)(shu)據(ju)(ju)的全(quan)鏈條全(quan)流程(cheng)治理(li)和(he)應用(yong)(yong),圍(wei)繞投(tou)資(zi)、消費(fei)、工業(ye)運行、稅收、財政、金融、就業(ye)和(he)社會保障、土(tu)地要素服務(wu)、交(jiao)通運輸、農(nong)業(ye)農(nong)村、水利等經(jing)濟(ji)社會運行重點領域的基礎(chu)數(shu)(shu)(shu)據(ju)(ju)進行分類采(cai)集(ji)、集(ji)成(cheng)共(gong)享,構建經(jing)濟(ji)治理(li)數(shu)(shu)(shu)據(ju)(ju)庫(ku)。建立健全(quan)經(jing)濟(ji)社會治理(li)數(shu)(shu)(shu)據(ju)(ju)指標體(ti)系,推動統(tong)計數(shu)(shu)(shu)據(ju)(ju)、行業(ye)數(shu)(shu)(shu)據(ju)(ju)、政務(wu)數(shu)(shu)(shu)據(ju)(ju)、社會數(shu)(shu)(shu)據(ju)(ju)等數(shu)(shu)(shu)據(ju)(ju)資(zi)源的整合利用(yong)(yong),支撐宏觀決策(ce)。(牽(qian)頭(tou)單(dan)位(wei):省(sheng)發展改革委(wei)、省(sheng)大(da)數(shu)(shu)(shu)據(ju)(ju)局,責任單(dan)位(wei):省(sheng)政府(fu)有關部門)
2.加(jia)強經(jing)濟(ji)社會運(yun)(yun)行(xing)監(jian)測(ce)(ce)(ce)預(yu)警。持續提升財(cai)政(zheng)、稅收、金(jin)融、就業(ye)、工業(ye)運(yun)(yun)行(xing)、統計(ji)、審(shen)計(ji)等領(ling)域數字(zi)化監(jian)測(ce)(ce)(ce)預(yu)警水平,開發(fa)構(gou)建經(jing)濟(ji)監(jian)測(ce)(ce)(ce)預(yu)測(ce)(ce)(ce)預(yu)警、季度年度計(ji)量分析等分析應用(yong)模型,完善(shan)智(zhi)能化監(jian)測(ce)(ce)(ce)分析體系,系統刻(ke)畫分析經(jing)濟(ji)社會運(yun)(yun)行(xing)情況(kuang),實現對經(jing)濟(ji)運(yun)(yun)行(xing)情況(kuang)的動態(tai)監(jian)測(ce)(ce)(ce)和趨勢研(yan)判,助力跨(kua)周期政(zheng)策設計(ji),提升逆周期調節能力。(責任單位:省(sheng)(sheng)發(fa)展改革委、省(sheng)(sheng)工業(ye)和信息化廳(ting)、省(sheng)(sheng)財(cai)政(zheng)廳(ting)、省(sheng)(sheng)審(shen)計(ji)廳(ting)、省(sheng)(sheng)統計(ji)局、省(sheng)(sheng)地方金(jin)融監(jian)管局、省(sheng)(sheng)稅務局)
3.助(zhu)力(li)經濟(ji)(ji)社會(hui)重大(da)政(zheng)(zheng)(zheng)策(ce)精準協(xie)同(tong)(tong)。強(qiang)化(hua)經濟(ji)(ji)社會(hui)政(zheng)(zheng)(zheng)策(ce)統籌(chou)協(xie)調能力(li),提升經濟(ji)(ji)社會(hui)發(fa)展各(ge)領域數字化(hua)水平,深(shen)入開展經濟(ji)(ji)社會(hui)運(yun)行大(da)數據(ju)創新應用,促(cu)進(jin)各(ge)領域經濟(ji)(ji)政(zheng)(zheng)(zheng)策(ce)有效銜(xian)接。充分(fen)運(yun)用大(da)數據(ju)、人工智能等(deng)技(ji)術(shu),加強(qiang)經濟(ji)(ji)社會(hui)運(yun)行研判(pan)分(fen)析,開展政(zheng)(zheng)(zheng)策(ce)出臺效果研判(pan),推(tui)動政(zheng)(zheng)(zheng)策(ce)更加精準協(xie)同(tong)(tong),充分(fen)發(fa)揮政(zheng)(zheng)(zheng)策(ce)的集成效應。(牽頭單位:省(sheng)發(fa)展改革委,責任(ren)單位:省(sheng)政(zheng)(zheng)(zheng)府有關部(bu)門)
(二)提升監(jian)管(guan)執(zhi)法數(shu)字化水平。充分運用數(shu)字技術支撐構建(jian)(jian)新型(xing)監(jian)管(guan)機制,推動(dong)實(shi)現多部門、全領(ling)域聯合監(jian)管(guan)常態化,加快建(jian)(jian)立全方位、多層次、立體(ti)化監(jian)管(guan)體(ti)系。
1.推動監(jian)(jian)管(guan)(guan)(guan)(guan)精準化(hua)。充分運用(yong)現代信(xin)(xin)息(xi)技術提(ti)升監(jian)(jian)管(guan)(guan)(guan)(guan)效(xiao)能,推進全(quan)流(liu)程數(shu)字化(hua)、信(xin)(xin)息(xi)化(hua)監(jian)(jian)管(guan)(guan)(guan)(guan)。結(jie)合企業(ye)信(xin)(xin)用(yong)評價、公共(gong)信(xin)(xin)用(yong)綜合評價、行(xing)業(ye)信(xin)(xin)用(yong)評價結(jie)果(guo)等(deng)(deng),明確(que)企業(ye)信(xin)(xin)用(yong)等(deng)(deng)級,確(que)定差異化(hua)監(jian)(jian)管(guan)(guan)(guan)(guan)措施,提(ti)高監(jian)(jian)管(guan)(guan)(guan)(guan)及時(shi)性(xing)、精準性(xing)、有(you)效(xiao)性(xing)。加強重點(dian)(dian)領域全(quan)覆蓋監(jian)(jian)管(guan)(guan)(guan)(guan),在公共(gong)安全(quan)、危險(xian)化(hua)學品(pin)、生(sheng)態(tai)環(huan)(huan)保(bao)、衛生(sheng)健康、食品(pin)藥品(pin)、特種(zhong)設備、消防(fang)安全(quan)等(deng)(deng)重點(dian)(dian)領域,建立全(quan)省(sheng)(sheng)(sheng)(sheng)統一的重點(dian)(dian)監(jian)(jian)管(guan)(guan)(guan)(guan)清單制度,壓實監(jian)(jian)管(guan)(guan)(guan)(guan)責(ze)任。2023年(nian)(nian)年(nian)(nian)底(di)前(qian),推動涉(she)企信(xin)(xin)息(xi)統一歸集,實現登(deng)記注冊、行(xing)政(zheng)審批、生(sheng)產(chan)許可、行(xing)政(zheng)處罰、投訴(su)舉報等(deng)(deng)信(xin)(xin)息(xi)“應(ying)歸盡(jin)歸”,為市(shi)場(chang)主體精準“畫像”,建立精準靶(ba)向的監(jian)(jian)管(guan)(guan)(guan)(guan)機制,實現風險(xian)動態(tai)評估(gu)和分類監(jian)(jian)管(guan)(guan)(guan)(guan)。(責(ze)任單位:省(sheng)(sheng)(sheng)(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)(sheng)(sheng)(sheng)公安廳(ting)、省(sheng)(sheng)(sheng)(sheng)生(sheng)態(tai)環(huan)(huan)境(jing)廳(ting)、省(sheng)(sheng)(sheng)(sheng)住房城鄉建設廳(ting)、省(sheng)(sheng)(sheng)(sheng)交通運輸廳(ting)、省(sheng)(sheng)(sheng)(sheng)衛生(sheng)健康委(wei)、省(sheng)(sheng)(sheng)(sheng)應(ying)急廳(ting)、省(sheng)(sheng)(sheng)(sheng)市(shi)場(chang)監(jian)(jian)管(guan)(guan)(guan)(guan)局、省(sheng)(sheng)(sheng)(sheng)大(da)數(shu)據局、省(sheng)(sheng)(sheng)(sheng)藥監(jian)(jian)局、省(sheng)(sheng)(sheng)(sheng)消防(fang)救援總隊,各(ge)有(you)關監(jian)(jian)管(guan)(guan)(guan)(guan)部(bu)門(men))
2.推(tui)(tui)動(dong)(dong)監(jian)(jian)(jian)管(guan)協同化(hua)。強(qiang)化(hua)監(jian)(jian)(jian)管(guan)數(shu)據(ju)(ju)(ju)和行政執法信息(xi)歸集共(gong)(gong)享(xiang)和有效(xiao)利用(yong),推(tui)(tui)動(dong)(dong)跨(kua)地區、跨(kua)部(bu)門(men)、跨(kua)層級協同監(jian)(jian)(jian)管(guan)。加(jia)快(kuai)“互聯網(wang)+監(jian)(jian)(jian)管(guan)”系統(tong)(tong)建(jian)設(she),推(tui)(tui)動(dong)(dong)各(ge)(ge)類監(jian)(jian)(jian)管(guan)業務(wu)(wu)系統(tong)(tong)互聯互通,加(jia)強(qiang)監(jian)(jian)(jian)管(guan)數(shu)據(ju)(ju)(ju)與公共(gong)(gong)信用(yong)、企業信用(yong)公示等數(shu)據(ju)(ju)(ju)協同共(gong)(gong)享(xiang),強(qiang)化(hua)對基(ji)層監(jian)(jian)(jian)管(guan)業務(wu)(wu)的(de)信息(xi)化(hua)支撐(cheng)。2025年(nian)年(nian)底(di)前,基(ji)本建(jian)立集動(dong)(dong)態監(jian)(jian)(jian)測、科學分析、風險預警(jing)、輔助決策(ce)等功能于一體的(de)智慧(hui)監(jian)(jian)(jian)管(guan)體系。(責(ze)任單位:省發展改革委、省司法廳、省市場(chang)監(jian)(jian)(jian)管(guan)局、省大數(shu)據(ju)(ju)(ju)局,各(ge)(ge)有關監(jian)(jian)(jian)管(guan)部(bu)門(men))
3.推動(dong)(dong)監(jian)(jian)(jian)管(guan)(guan)(guan)智(zhi)(zhi)能化(hua)。加強監(jian)(jian)(jian)管(guan)(guan)(guan)執法(fa)智(zhi)(zhi)慧(hui)化(hua)建設,打造(zao)全省(sheng)(sheng)“一體(ti)化(hua)在(zai)(zai)線監(jian)(jian)(jian)管(guan)(guan)(guan)平臺”。全省(sheng)(sheng)各級監(jian)(jian)(jian)管(guan)(guan)(guan)部(bu)門充分利用“山東通”移(yi)動(dong)(dong)監(jian)(jian)(jian)管(guan)(guan)(guan)功能,在(zai)(zai)日常檢(jian)查(cha)(cha)、專(zhuan)項檢(jian)查(cha)(cha)、“雙隨機”檢(jian)查(cha)(cha)等(deng)監(jian)(jian)(jian)管(guan)(guan)(guan)工作中開展移(yi)動(dong)(dong)檢(jian)查(cha)(cha),提高監(jian)(jian)(jian)管(guan)(guan)(guan)執法(fa)效率,做到執法(fa)結(jie)果即時上傳,實現違法(fa)線索(suo)互聯、監(jian)(jian)(jian)管(guan)(guan)(guan)標準互通、處理結(jie)果互認。2025年年底前,在(zai)(zai)金(jin)融、生態(tai)環保、安全生產、食品藥品、工程建設、交通運輸(shu)、耕地保護、城鄉歷史(shi)文化(hua)保護、自(zi)然資源等(deng)領(ling)域廣泛應用智(zhi)(zhi)慧(hui)監(jian)(jian)(jian)管(guan)(guan)(guan)手(shou)段(duan),推進遠程監(jian)(jian)(jian)管(guan)(guan)(guan)、移(yi)動(dong)(dong)監(jian)(jian)(jian)管(guan)(guan)(guan)、實時監(jian)(jian)(jian)管(guan)(guan)(guan)。(責任單位:省(sheng)(sheng)司(si)法(fa)廳(ting)、省(sheng)(sheng)自(zi)然資源廳(ting)、省(sheng)(sheng)生態(tai)環境廳(ting)、省(sheng)(sheng)住房城鄉建設廳(ting)、省(sheng)(sheng)交通運輸(shu)廳(ting)、省(sheng)(sheng)應急廳(ting)、省(sheng)(sheng)市場監(jian)(jian)(jian)管(guan)(guan)(guan)局(ju)(ju)、省(sheng)(sheng)地方(fang)金(jin)融監(jian)(jian)(jian)管(guan)(guan)(guan)局(ju)(ju)、省(sheng)(sheng)大數據局(ju)(ju)、人(ren)民(min)銀行(xing)濟南分行(xing)、山東銀保監(jian)(jian)(jian)局(ju)(ju)、山東證監(jian)(jian)(jian)局(ju)(ju),各有(you)關監(jian)(jian)(jian)管(guan)(guan)(guan)部(bu)門)
(三)提升(sheng)社(she)會治理(li)數(shu)字化(hua)水(shui)平。加快推動社(she)會治理(li)模式從單向(xiang)管理(li)轉向(xiang)雙向(xiang)互動、從線(xian)(xian)下轉向(xiang)線(xian)(xian)上(shang)線(xian)(xian)下融(rong)合,著力提升(sheng)社(she)會治理(li)各(ge)領域數(shu)字化(hua)治理(li)能力,加快建設(she)精準(zhun)高效、智(zhi)慧和(he)諧的數(shu)字化(hua)治理(li)體系(xi)。
1.提升(sheng)社會矛(mao)(mao)(mao)盾化(hua)(hua)(hua)解能力(li)(li)。堅持和(he)發展新時代“楓橋(qiao)經驗(yan)”,加(jia)快推(tui)進社會矛(mao)(mao)(mao)盾糾(jiu)紛(fen)化(hua)(hua)(hua)解數字化(hua)(hua)(hua)應用(yong),提高網(wang)上(shang)行政(zheng)復議、網(wang)上(shang)信(xin)訪、網(wang)上(shang)調解、智慧法(fa)律援助(zhu)等水(shui)平(ping),拓展多(duo)元(yuan)化(hua)(hua)(hua)服務渠道(dao),構(gou)建線(xian)上(shang)線(xian)下(xia)矛(mao)(mao)(mao)盾糾(jiu)紛(fen)化(hua)(hua)(hua)解工作(zuo)體系,促進矛(mao)(mao)(mao)盾糾(jiu)紛(fen)源頭預防和(he)排查化(hua)(hua)(hua)解。實施“一站式”矛(mao)(mao)(mao)盾糾(jiu)紛(fen)調處(chu)平(ping)臺(tai)建設融合發展工程(cheng),2023年(nian)(nian)年(nian)(nian)底前,初步打造標準(zhun)一致(zhi)、流(liu)程(cheng)規范的全省(sheng)統一線(xian)上(shang)平(ping)臺(tai),基本具備矛(mao)(mao)(mao)盾糾(jiu)紛(fen)線(xian)上(shang)化(hua)(hua)(hua)解處(chu)置能力(li)(li);2025年(nian)(nian)年(nian)(nian)底前,矛(mao)(mao)(mao)盾糾(jiu)紛(fen)多(duo)元(yuan)化(hua)(hua)(hua)解工作(zuo)數字化(hua)(hua)(hua)、智能化(hua)(hua)(hua)水(shui)平(ping)明顯(xian)提升(sheng)。(牽頭單位:省(sheng)委(wei)政(zheng)法(fa)委(wei),責任單位:省(sheng)婦聯、省(sheng)法(fa)院、省(sheng)檢察院、省(sheng)公安廳、省(sheng)民政(zheng)廳、省(sheng)司法(fa)廳、省(sheng)人力(li)(li)資(zi)源社會保障廳、省(sheng)住房城鄉(xiang)建設廳、省(sheng)信(xin)訪局(ju))
2.推進社會(hui)(hui)治(zhi)安防(fang)控體系(xi)智(zhi)能(neng)(neng)化。深(shen)化數(shu)字(zi)化手(shou)段在國家(jia)安全、社會(hui)(hui)穩定、打(da)擊犯罪、治(zhi)安聯動等方面的應用(yong),全面助力“平安山東”建設。加強“雪(xue)亮工程”“天網(wang)工程”建設,強化智(zhi)能(neng)(neng)感(gan)(gan)知設施共享(xiang)應用(yong),加快社會(hui)(hui)治(zhi)安全息感(gan)(gan)知體系(xi)建設。加強公安大數(shu)據(ju)平臺(tai)建設,持續強化數(shu)據(ju)資源智(zhi)能(neng)(neng)分析研判,不斷提高社會(hui)(hui)治(zhi)安防(fang)控立體化、智(zhi)能(neng)(neng)化管理水平。深(shen)入(ru)開(kai)展智(zhi)慧安防(fang)小區建設,提升(sheng)基(ji)層網(wang)格感(gan)(gan)知能(neng)(neng)力。2025年年底前,“平安山東”建設取得更大突(tu)破進展,社會(hui)(hui)治(zhi)安智(zhi)能(neng)(neng)化防(fang)控體系(xi)更加完備。(牽頭單位:省委政法委、省公安廳(ting))
3.推(tui)(tui)進(jin)(jin)應(ying)(ying)急(ji)(ji)(ji)管(guan)理(li)能(neng)力(li)現代(dai)化(hua)(hua)。推(tui)(tui)動(dong)新一代(dai)信(xin)息(xi)技術與(yu)應(ying)(ying)急(ji)(ji)(ji)管(guan)理(li)業務深度融合,以信(xin)息(xi)化(hua)(hua)推(tui)(tui)進(jin)(jin)應(ying)(ying)急(ji)(ji)(ji)管(guan)理(li)能(neng)力(li)現代(dai)化(hua)(hua)。整(zheng)合構建全(quan)省(sheng)(sheng)應(ying)(ying)急(ji)(ji)(ji)救援(yuan)現場(chang)“空天地”一體化(hua)(hua)應(ying)(ying)急(ji)(ji)(ji)通(tong)訊網絡(luo)。推(tui)(tui)進(jin)(jin)化(hua)(hua)工(gong)園(yuan)區、危化(hua)(hua)品管(guan)道、森林防(fang)火(huo)、防(fang)汛抗旱、非(fei)煤礦山和(he)(he)工(gong)貿(mao)行業感知網絡(luo)建設。提(ti)升救災(zai)物(wu)資和(he)(he)救援(yuan)力(li)量保(bao)障管(guan)理(li)能(neng)力(li),推(tui)(tui)進(jin)(jin)應(ying)(ying)急(ji)(ji)(ji)物(wu)資和(he)(he)物(wu)流信(xin)息(xi)全(quan)面(mian)采集和(he)(he)監測。2023年年底前(qian),全(quan)省(sheng)(sheng)應(ying)(ying)急(ji)(ji)(ji)管(guan)理(li)信(xin)息(xi)化(hua)(hua)重點(dian)應(ying)(ying)用智能(neng)化(hua)(hua)取(qu)得突破。2025年年底前(qian),應(ying)(ying)急(ji)(ji)(ji)管(guan)理(li)信(xin)息(xi)化(hua)(hua)水平大幅提(ti)升,“早期預警、科學(xue)決策、快速指揮、精準(zhun)執法”的山東特色“智慧應(ying)(ying)急(ji)(ji)(ji)”體系(xi)基(ji)本形成。(牽頭(tou)單(dan)(dan)位:省(sheng)(sheng)應(ying)(ying)急(ji)(ji)(ji)廳(ting),責任單(dan)(dan)位:省(sheng)(sheng)工(gong)業和(he)(he)信(xin)息(xi)化(hua)(hua)廳(ting)、省(sheng)(sheng)住(zhu)房城鄉建設廳(ting)、省(sheng)(sheng)水利(li)廳(ting)、省(sheng)(sheng)能(neng)源局)

四、全面建設集約(yue)先進的基礎支撐體系

(一)助推數(shu)(shu)字(zi)經(jing)濟發展。以數(shu)(shu)字(zi)政府建(jian)設(she)為牽(qian)引,不斷拓展經(jing)濟發展新空(kong)間(jian),加快培育經(jing)濟發展新動能,全面提高數(shu)(shu)字(zi)經(jing)濟治(zhi)理(li)體(ti)系(xi)和治(zhi)理(li)能力(li)現代化(hua)水(shui)平。

1.促進數(shu)(shu)(shu)據(ju)(ju)(ju)要素市(shi)場流(liu)通。深化(hua)(hua)(hua)公(gong)共(gong)數(shu)(shu)(shu)據(ju)(ju)(ju)開放,探(tan)索(suo)(suo)公(gong)共(gong)數(shu)(shu)(shu)據(ju)(ju)(ju)授權(quan)運營新(xin)(xin)模式(shi),鼓(gu)勵企業、科研機(ji)構(gou)、社會組織(zhi)等(deng)(deng)市(shi)場主體(ti)運營自有數(shu)(shu)(shu)據(ju)(ju)(ju),豐(feng)富數(shu)(shu)(shu)據(ju)(ju)(ju)要素供給。探(tan)索(suo)(suo)建(jian)(jian)立(li)公(gong)共(gong)數(shu)(shu)(shu)據(ju)(ju)(ju)資(zi)產(chan)(chan)(chan)確權(quan)登記和評估(gu)制(zhi)(zhi)度,逐步健全(quan)數(shu)(shu)(shu)據(ju)(ju)(ju)流(liu)通交易(yi)規(gui)(gui)則,規(gui)(gui)范培育數(shu)(shu)(shu)據(ju)(ju)(ju)交易(yi)市(shi)場主體(ti),發展(zhan)數(shu)(shu)(shu)據(ju)(ju)(ju)資(zi)產(chan)(chan)(chan)評估(gu)、登記結算(suan)、交易(yi)撮合(he)、爭(zheng)議仲裁等(deng)(deng)市(shi)場運營體(ti)系(xi),探(tan)索(suo)(suo)構(gou)建(jian)(jian)數(shu)(shu)(shu)據(ju)(ju)(ju)資(zi)源化(hua)(hua)(hua)、資(zi)產(chan)(chan)(chan)化(hua)(hua)(hua)、資(zi)本化(hua)(hua)(hua)相結合(he)的(de)新(xin)(xin)型數(shu)(shu)(shu)據(ju)(ju)(ju)要素分(fen)配(pei)機(ji)制(zhi)(zhi),穩妥探(tan)索(suo)(suo)開展(zhan)數(shu)(shu)(shu)據(ju)(ju)(ju)資(zi)產(chan)(chan)(chan)化(hua)(hua)(hua)服務。在金(jin)融、衛生健康(kang)、電力、海(hai)洋等(deng)(deng)重點(dian)領(ling)(ling)域,探(tan)索(suo)(suo)以數(shu)(shu)(shu)據(ju)(ju)(ju)為核(he)心(xin)的(de)產(chan)(chan)(chan)品和服務創(chuang)新(xin)(xin),孵化(hua)(hua)(hua)相關數(shu)(shu)(shu)字(zi)產(chan)(chan)(chan)業。建(jian)(jian)設一(yi)批引領(ling)(ling)型、創(chuang)新(xin)(xin)型的(de)數(shu)(shu)(shu)據(ju)(ju)(ju)開放創(chuang)新(xin)(xin)應用實驗室。2023年(nian)年(nian)底(di)前,建(jian)(jian)設80個(ge)實驗室,建(jian)(jian)立(li)健全(quan)數(shu)(shu)(shu)據(ju)(ju)(ju)流(liu)通交易(yi)規(gui)(gui)則,在健康(kang)醫療、金(jin)融服務等(deng)(deng)領(ling)(ling)域探(tan)索(suo)(suo)開展(zhan)數(shu)(shu)(shu)據(ju)(ju)(ju)要素流(liu)通試點(dian)工作。2025年(nian)年(nian)底(di)前,形(xing)成較為完(wan)善的(de)數(shu)(shu)(shu)據(ju)(ju)(ju)要素市(shi)場化(hua)(hua)(hua)配(pei)置(zhi)制(zhi)(zhi)度規(gui)(gui)則和組織(zhi)體(ti)系(xi)。(牽頭單(dan)位:省(sheng)大(da)數(shu)(shu)(shu)據(ju)(ju)(ju)局,責任單(dan)位:省(sheng)政府各部門(men))
2.營造穩定有序發展環境(jing)。加強政府指導,強化依法(fa)監管,完善數(shu)據(ju)安(an)(an)全(quan)防護(hu)能力評估指標,制(zhi)(zhi)定數(shu)據(ju)交(jiao)(jiao)易管理辦(ban)法(fa),嚴厲打(da)擊非法(fa)篡改數(shu)據(ju)和盜賣倒賣數(shu)據(ju)行為,保障數(shu)據(ju)資源依法(fa)交(jiao)(jiao)易。建立(li)(li)健全(quan)網絡安(an)(an)全(quan)協同聯動(dong)機(ji)制(zhi)(zhi)和定期報(bao)告機(ji)制(zhi)(zhi),建立(li)(li)安(an)(an)全(quan)事件預(yu)警(jing)處置(zhi)機(ji)制(zhi)(zhi),推動(dong)預(yu)警(jing)、應急(ji)演練工(gong)作(zuo)常態化開展。舉辦(ban)國家網絡安(an)(an)全(quan)宣傳周、網絡安(an)(an)全(quan)大賽(sai)活動(dong),提(ti)升全(quan)社會(hui)網絡安(an)(an)全(quan)意識水平。(責(ze)任(ren)單位:省(sheng)委網信辦(ban)、省(sheng)公安(an)(an)廳(ting)、省(sheng)大數(shu)據(ju)局)
八、加強黨對數字(zi)政府建設(she)工作的(de)領導(dao)
(一(yi))加(jia)強組織(zhi)領導。始終把(ba)(ba)黨(dang)的(de)全(quan)面領導作(zuo)為(wei)加(jia)強數(shu)字(zi)政府(fu)(fu)(fu)建(jian)設(she)(she)的(de)根本保證。各級(ji)(ji)黨(dang)委要(yao)切實履行領導責任(ren),及(ji)時(shi)研(yan)究解決影響數(shu)字(zi)政府(fu)(fu)(fu)建(jian)設(she)(she)重(zhong)大問(wen)題。各級(ji)(ji)政府(fu)(fu)(fu)要(yao)履行主體責任(ren),謀(mou)劃落實好數(shu)字(zi)政府(fu)(fu)(fu)建(jian)設(she)(she)各項任(ren)務(wu),主動(dong)向黨(dang)委報告數(shu)字(zi)政府(fu)(fu)(fu)建(jian)設(she)(she)推進(jin)中的(de)重(zhong)大問(wen)題并及(ji)時(shi)研(yan)究解決。各級(ji)(ji)各有關部門單(dan)位要(yao)履職盡責,將數(shu)字(zi)政府(fu)(fu)(fu)建(jian)設(she)(she)作(zuo)為(wei)“一(yi)把(ba)(ba)手”工(gong)程,納入重(zhong)要(yao)議事日程,進(jin)一(yi)步明(ming)確職責分工(gong),確保各項工(gong)作(zuo)落地見(jian)效。(責任(ren)單(dan)位:各級(ji)(ji)各部門單(dan)位)

(三(san))提升(sheng)數(shu)(shu)字素養。在各(ge)級黨校(xiao)(xiao)(行政學(xue)院)主體班次(ci)中將大數(shu)(shu)據(ju)知識作為(wei)重要培訓內容(rong),依托各(ge)類網(wang)絡(luo)教育學(xue)習平臺、知名高(gao)校(xiao)(xiao)等培訓機(ji)(ji)構(gou)開(kai)展(zhan)(zhan)大數(shu)(shu)據(ju)專(zhuan)題培訓,不(bu)斷(duan)提升(sheng)領導(dao)(dao)干部(bu)的數(shu)(shu)字素養和(he)履職能力。成立數(shu)(shu)字政府(fu)(fu)(fu)建設專(zhuan)家委員(yuan)會(hui),積(ji)極探(tan)索“政府(fu)(fu)(fu)主導(dao)(dao)+社會(hui)參與”的數(shu)(shu)字政府(fu)(fu)(fu)建設理(li)論(lun)(lun)研究(jiu)機(ji)(ji)制,加(jia)快形成系統(tong)完備(bei)的數(shu)(shu)字政府(fu)(fu)(fu)建設理(li)論(lun)(lun)體系。引進高(gao)端人才(cai),引導(dao)(dao)高(gao)校(xiao)(xiao)和(he)科研機(ji)(ji)構(gou)科學(xue)設置數(shu)(shu)字政府(fu)(fu)(fu)相關學(xue)科專(zhuan)業,開(kai)展(zhan)(zhan)大數(shu)(shu)據(ju)工程專(zhuan)業職稱考試,為(wei)數(shu)(shu)字政府(fu)(fu)(fu)建設提供(gong)人才(cai)支撐(cheng)。(責任單位:省(sheng)(sheng)委組織部(bu)、省(sheng)(sheng)教育廳(ting)、省(sheng)(sheng)大數(shu)(shu)據(ju)局(ju))
(四)強(qiang)化考核(he)(he)評(ping)估(gu)(gu)。完善數(shu)字(zi)(zi)政(zheng)府建(jian)設考核(he)(he)評(ping)估(gu)(gu)指(zhi)標體系,將(jiang)數(shu)字(zi)(zi)政(zheng)府建(jian)設作(zuo)為省(sheng)(sheng)委、省(sheng)(sheng)政(zheng)府重點督查事項(xiang)(xiang),加強(qiang)統(tong)計(ji)監測、協調(diao)調(diao)度、績(ji)效評(ping)估(gu)(gu)和(he)考核(he)(he)監督,對各(ge)(ge)級各(ge)(ge)部門單(dan)位建(jian)設情況定(ding)期進(jin)(jin)行評(ping)估(gu)(gu)通(tong)報,保(bao)障(zhang)各(ge)(ge)項(xiang)(xiang)工(gong)作(zuo)有(you)序推(tui)進(jin)(jin)。堅持示(shi)范引領,每(mei)年選(xuan)樹一批標桿單(dan)位和(he)典(dian)型應用,在(zai)全省(sheng)(sheng)進(jin)(jin)行復制推(tui)廣。開展評(ping)先(xian)樹優活動,按照(zhao)有(you)關(guan)規定(ding),對數(shu)字(zi)(zi)政(zheng)府建(jian)設中涌現(xian)出(chu)來的先(xian)進(jin)(jin)單(dan)位和(he)先(xian)進(jin)(jin)個人(ren)給予(yu)表彰。(責任單(dan)位:省(sheng)(sheng)委辦公廳(ting)、省(sheng)(sheng)委組織部、省(sheng)(sheng)人(ren)力資源社會(hui)保(bao)障(zhang)廳(ting)、省(sheng)(sheng)大數(shu)據局)
