民政部貫徹落實《國務院關于加強數字政府 建設的指導意見》的實施方案
加(jia)(jia)(jia)強(qiang)(qiang)數(shu)字(zi)(zi)政府(fu)建(jian)設(she)是(shi)創新政府(fu)治(zhi)(zhi)理(li)理(li)念和(he)(he)方式、形(xing)成數(shu)字(zi)(zi)治(zhi)(zhi)理(li)新格局、推進國家(jia)治(zhi)(zhi)理(li)體系和(he)(he)治(zhi)(zhi)理(li)能力現代化的重要舉措,對(dui)加(jia)(jia)(jia)快轉變政府(fu)職(zhi)能,建(jian)設(she)法治(zhi)(zhi)政府(fu)、廉(lian)潔(jie)政府(fu)和(he)(he)服務(wu)型政府(fu)意義重大。為貫(guan)徹落實黨中央、國務(wu)院(yuan)(yuan)關于加(jia)(jia)(jia)強(qiang)(qiang)數(shu)字(zi)(zi)政府(fu)建(jian)設(she)的重大決(jue)策部(bu)署,根據《國務(wu)院(yuan)(yuan)關于加(jia)(jia)(jia)強(qiang)(qiang)數(shu)字(zi)(zi)政府(fu)建(jian)設(she)的指導意見》(國發〔2022〕14號)精(jing)神,結合我部(bu)工作(zuo)實際,制定本方案(an)。
一、總體(ti)要求(qiu)
(一(yi))指(zhi)導思想(xiang)(xiang)。高舉(ju)中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社會主(zhu)義偉大旗幟,堅持以習近平新(xin)(xin)時(shi)代中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社會主(zhu)義思想(xiang)(xiang)為指(zhi)導,深入貫(guan)徹習近平總(zong)書記關于網絡強(qiang)國(guo)(guo)(guo)的重要思想(xiang)(xiang),認真(zhen)落實黨中(zhong)(zhong)央、國(guo)(guo)(guo)務院(yuan)決策部(bu)署,立足新(xin)(xin)發(fa)(fa)展(zhan)(zhan)階段,完整、準確、全(quan)面貫(guan)徹新(xin)(xin)發(fa)(fa)展(zhan)(zhan)理(li)念,服務加(jia)快構建新(xin)(xin)發(fa)(fa)展(zhan)(zhan)格局,統(tong)籌(chou)發(fa)(fa)展(zhan)(zhan)和安(an)全(quan),將數(shu)字技(ji)術廣泛(fan)應用于民政(zheng)管理(li)服務,強(qiang)化數(shu)字轉(zhuan)型、智能提(ti)(ti)升(sheng)、融合創新(xin)(xin),推進(jin)治理(li)流程優化、模(mo)式創新(xin)(xin)和履(lv)職能力提(ti)(ti)升(sheng),不斷增強(qiang)人民群眾獲(huo)得感、幸福感、安(an)全(quan)感,推動民政(zheng)事業實現高質量(liang)發(fa)(fa)展(zhan)(zhan)。
(二)基本原(yuan)則。一是(shi)堅(jian)(jian)持(chi)(chi)黨的(de)領導。將(jiang)堅(jian)(jian)持(chi)(chi)和加強(qiang)黨的(de)全面領導貫穿數(shu)(shu)字(zi)(zi)政(zheng)府(fu)建(jian)(jian)設(she)各(ge)領域各(ge)環(huan)節,確保數(shu)(shu)字(zi)(zi)政(zheng)府(fu)建(jian)(jian)設(she)正確方向(xiang)。二是(shi)堅(jian)(jian)持(chi)(chi)人民(min)(min)至上。始終把滿足(zu)人民(min)(min)對美好生活的(de)向(xiang)往(wang)作(zuo)為數(shu)(shu)字(zi)(zi)政(zheng)府(fu)建(jian)(jian)設(she)的(de)出發(fa)點(dian)(dian)和落腳點(dian)(dian),讓數(shu)(shu)字(zi)(zi)政(zheng)府(fu)建(jian)(jian)設(she)成(cheng)果更多更公平惠及全體人民(min)(min)。三是(shi)堅(jian)(jian)持(chi)(chi)改(gai)革(ge)引領。注重頂(ding)層設(she)計(ji)和基層探索有(you)機結合(he)(he),以數(shu)(shu)字(zi)(zi)化(hua)(hua)改(gai)革(ge)助力政(zheng)府(fu)職能(neng)轉變(bian),以“精準民(min)(min)政(zheng)”建(jian)(jian)設(she)為目標,促進民(min)(min)政(zheng)領域改(gai)革(ge)創新。四(si)是(shi)堅(jian)(jian)持(chi)(chi)數(shu)(shu)據(ju)賦(fu)能(neng)。建(jian)(jian)立健(jian)全數(shu)(shu)據(ju)治理制度(du)(du)和標準體系,加強(qiang)數(shu)(shu)據(ju)匯聚融(rong)合(he)(he)、共享開(kai)放和數(shu)(shu)據(ju)要素的(de)開(kai)發(fa)利用(yong),提高政(zheng)府(fu)決策科(ke)學化(hua)(hua)水(shui)(shui)平和管理服務(wu)效率。五是(shi)堅(jian)(jian)持(chi)(chi)整體協同(tong)。強(qiang)化(hua)(hua)系統觀(guan)念,堅(jian)(jian)持(chi)(chi)“一盤棋”布局、“一張(zhang)網”建(jian)(jian)設(she)、一體化(hua)(hua)發(fa)展,全面提升數(shu)(shu)字(zi)(zi)政(zheng)府(fu)集約(yue)化(hua)(hua)建(jian)(jian)設(she)、協同(tong)管理和服務(wu)水(shui)(shui)平。六是(shi)堅(jian)(jian)持(chi)(chi)安全可(ke)控(kong)。全面落實總體國家安全觀(guan),全面構建(jian)(jian)制度(du)(du)、管理和技術銜接配套的(de)安全防護體系,切實守住網絡安全底線。
(三)總體目標。到(dao)2025年(nian),形成與政(zheng)(zheng)(zheng)府(fu)治理能(neng)(neng)力現代(dai)化(hua)相(xiang)適應的民政(zheng)(zheng)(zheng)數(shu)(shu)(shu)字政(zheng)(zheng)(zheng)府(fu)建(jian)設(she)發(fa)展(zhan)新局面,體系規劃設(she)計更加完善,統籌協(xie)調機制更加有效,履(lv)職(zhi)能(neng)(neng)力、制度規則、數(shu)(shu)(shu)據資源、平臺支撐、安全保障等(deng)(deng)數(shu)(shu)(shu)字政(zheng)(zheng)(zheng)府(fu)體系框架基本形成,政(zheng)(zheng)(zheng)府(fu)履(lv)職(zhi)數(shu)(shu)(shu)字化(hua)、智能(neng)(neng)化(hua)水平顯(xian)著提(ti)升,基本民生(sheng)保障精準化(hua)、基層(ceng)社會(hui)治理精細化(hua)、基本社會(hui)服務(wu)便捷化(hua)取得實質性成果,數(shu)(shu)(shu)字政(zheng)(zheng)(zheng)府(fu)建(jian)設(she)在促進民政(zheng)(zheng)(zheng)事業高質量發(fa)展(zhan)、構建(jian)人民滿意的服務(wu)型政(zheng)(zheng)(zheng)府(fu)等(deng)(deng)方面發(fa)揮重(zhong)要作用。
二、主要任務
(一)構(gou)建協同高效的民政數字化(hua)履職能(neng)力體系。
1.加快推(tui)(tui)進數字(zi)機(ji)關(guan)建(jian)設(she)。提升(sheng)民政(zheng)政(zheng)務運行效能,加快民政(zheng)一體化協同(tong)辦(ban)(ban)(ban)公體系建(jian)設(she),有效支(zhi)撐機(ji)關(guan)辦(ban)(ban)(ban)文、辦(ban)(ban)(ban)會、辦(ban)(ban)(ban)事“網上(shang)辦(ban)(ban)(ban)、掌上(shang)辦(ban)(ban)(ban)”,實現機(ji)關(guan)工作人員網上(shang)辦(ban)(ban)(ban)公應用(yong)全覆(fu)蓋(gai),移(yi)動辦(ban)(ban)(ban)公應用(yong)全面(mian)普及,機(ji)關(guan)內部(bu)財務、資產、檔案、后勤(qin)、文印等事項(xiang)高效協同(tong)辦(ban)(ban)(ban)理(li)。提升(sheng)民政(zheng)行政(zheng)監(jian)督(du)水平,推(tui)(tui)動行政(zheng)審批全流程數字(zi)化運行、管(guan)理(li)和監(jian)督(du)。優化完善“互聯(lian)(lian)網+督(du)查(cha)”機(ji)制,加強與國務院“互聯(lian)(lian)網+督(du)查(cha)”平臺對接(jie),提升(sheng)督(du)查(cha)效能。
2.大力推(tui)行智(zhi)(zhi)慧(hui)監(jian)(jian)(jian)管(guan)(guan)(guan)。依托民政政務監(jian)(jian)(jian)管(guan)(guan)(guan)平臺和民政政務信息系統,加(jia)快推(tui)進民政各領(ling)域“互聯網(wang)+監(jian)(jian)(jian)管(guan)(guan)(guan)”,推(tui)進線上線下監(jian)(jian)(jian)管(guan)(guan)(guan)有效銜接,推(tui)動跨(kua)(kua)地區、跨(kua)(kua)部(bu)門、跨(kua)(kua)層(ceng)(ceng)級協同監(jian)(jian)(jian)管(guan)(guan)(guan),逐步(bu)實(shi)現監(jian)(jian)(jian)管(guan)(guan)(guan)對象全(quan)覆蓋、監(jian)(jian)(jian)管(guan)(guan)(guan)過程全(quan)記錄(lu)。利用大數據(ju)、物聯網(wang)等技術開展智(zhi)(zhi)能化(hua)(hua)監(jian)(jian)(jian)管(guan)(guan)(guan)示范(fan)應(ying)用,強化(hua)(hua)民政業務風險研判(pan)與預(yu)測預(yu)警,加(jia)強信用分級分類(lei)監(jian)(jian)(jian)管(guan)(guan)(guan),推(tui)動建立全(quan)方位、多層(ceng)(ceng)次、立體化(hua)(hua)監(jian)(jian)(jian)管(guan)(guan)(guan)體系。
3.推進公開平臺智能(neng)集約發(fa)(fa)(fa)展。提升民(min)(min)(min)政(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)策信息(xi)數(shu)字(zi)化發(fa)(fa)(fa)布(bu)(bu)水(shui)平,完善(shan)政(zheng)(zheng)(zheng)務公開信息(xi)發(fa)(fa)(fa)布(bu)(bu)平臺,建設分類分級、集中統一、共(gong)(gong)享共(gong)(gong)用、動(dong)態更新的(de)政(zheng)(zheng)(zheng)策文件(jian)庫。加(jia)快構(gou)建以網上發(fa)(fa)(fa)布(bu)(bu)為主、其(qi)他發(fa)(fa)(fa)布(bu)(bu)渠(qu)道為輔(fu)的(de)政(zheng)(zheng)(zheng)策發(fa)(fa)(fa)布(bu)(bu)新格(ge)(ge)局(ju),靈活開展政(zheng)(zheng)(zheng)民(min)(min)(min)互動(dong),及時回(hui)應群眾關切,優化政(zheng)(zheng)(zheng)策智能(neng)推送服(fu)務。嚴(yan)格(ge)(ge)執行政(zheng)(zheng)(zheng)府信息(xi)公開保密(mi)審查制(zhi)度,消除安全(quan)隱患。發(fa)(fa)(fa)揮政(zheng)(zheng)(zheng)務新媒體優勢做(zuo)好政(zheng)(zheng)(zheng)策發(fa)(fa)(fa)布(bu)(bu)解讀,積極構(gou)建民(min)(min)(min)政(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)務新媒體矩陣,形成整體聯動(dong)、同頻共(gong)(gong)振(zhen)的(de)傳播(bo)格(ge)(ge)局(ju)。依(yi)托民(min)(min)(min)政(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)務新媒體做(zuo)好突發(fa)(fa)(fa)公共(gong)(gong)事件(jian)信息(xi)發(fa)(fa)(fa)布(bu)(bu)和政(zheng)(zheng)(zheng)務輿情回(hui)應工作(zuo)。
4.提(ti)升(sheng)基本民生保(bao)障精準化(hua)水平(ping)。加強(qiang)(qiang)線下主動發現、線上(shang)信(xin)(xin)(xin)息(xi)共享,實(shi)現對全國(guo)低(di)收入人(ren)(ren)(ren)口的信(xin)(xin)(xin)息(xi)匯聚、常態監測(ce)、快速預(yu)警(jing),做到(dao)即時干(gan)預(yu)、精準救(jiu)(jiu)助、綜合幫(bang)扶,強(qiang)(qiang)化(hua)社會(hui)救(jiu)(jiu)助家庭(ting)經濟狀況核對機制(zhi)建設,不斷推(tui)進全國(guo)聯(lian)網的一體化(hua)核對工(gong)作。深化(hua)殘疾(ji)人(ren)(ren)(ren)兩項補(bu)(bu)貼資格(ge)認定“跨(kua)省通辦”、“全程網辦”,強(qiang)(qiang)化(hua)殘疾(ji)人(ren)(ren)(ren)兩項補(bu)(bu)貼等殘疾(ji)人(ren)(ren)(ren)福(fu)利領域數(shu)(shu)據(ju)與社會(hui)救(jiu)(jiu)助、社會(hui)福(fu)利、社會(hui)保(bao)險等領域數(shu)(shu)據(ju)共享和比對。強(qiang)(qiang)化(hua)兒(er)童福(fu)利供給,加強(qiang)(qiang)未(wei)成(cheng)年人(ren)(ren)(ren)權益保(bao)護,實(shi)現信(xin)(xin)(xin)息(xi)一體采集、資源共享、部門聯(lian)動和綜合監管。加強(qiang)(qiang)流浪乞討人(ren)(ren)(ren)員救(jiu)(jiu)助源頭治(zhi)理,做到(dao)提(ti)前預(yu)警(jing)、動態監管、及時整改(gai)。
5.提(ti)升(sheng)(sheng)(sheng)基(ji)層(ceng)社(she)(she)會(hui)治(zhi)(zhi)理(li)精細化(hua)水平。實施“互(hu)聯網(wang)+基(ji)層(ceng)治(zhi)(zhi)理(li)”行動(dong),構建(jian)新型基(ji)層(ceng)管(guan)理(li)服(fu)務(wu)平臺(tai)(tai),推(tui)(tui)進(jin)智(zhi)慧(hui)社(she)(she)區建(jian)設(she),提(ti)升(sheng)(sheng)(sheng)基(ji)層(ceng)智(zhi)慧(hui)治(zhi)(zhi)理(li)能力(li)。加強對社(she)(she)會(hui)組(zu)織(zhi)(zhi)(zhi)的監督管(guan)理(li),優化(hua)社(she)(she)會(hui)組(zu)織(zhi)(zhi)(zhi)網(wang)上辦事(shi)服(fu)務(wu),提(ti)升(sheng)(sheng)(sheng)信(xin)(xin)息查詢(xun)和智(zhi)能分(fen)析能力(li)。持(chi)續推(tui)(tui)進(jin)中國(guo)·國(guo)家地名(ming)(ming)(ming)信(xin)(xin)息庫建(jian)設(she),實現地名(ming)(ming)(ming)命名(ming)(ming)(ming)更名(ming)(ming)(ming)備(bei)案公(gong)告網(wang)上辦理(li),提(ti)升(sheng)(sheng)(sheng)地名(ming)(ming)(ming)管(guan)理(li)信(xin)(xin)息化(hua)水平。推(tui)(tui)進(jin)平安邊界建(jian)設(she),提(ti)升(sheng)(sheng)(sheng)行政區域界線信(xin)(xin)息化(hua)、智(zhi)慧(hui)化(hua)、精細化(hua)管(guan)理(li)水平。推(tui)(tui)動(dong)社(she)(she)會(hui)組(zu)織(zhi)(zhi)(zhi)法人庫與(yu)慈(ci)(ci)善組(zu)織(zhi)(zhi)(zhi)(基(ji)金會(hui))年(nian)檢年(nian)報(bao)系(xi)統基(ji)礎信(xin)(xin)息共(gong)享,推(tui)(tui)進(jin)全國(guo)慈(ci)(ci)善信(xin)(xin)息公(gong)開平臺(tai)(tai)與(yu)慈(ci)(ci)善組(zu)織(zhi)(zhi)(zhi)(基(ji)金會(hui))年(nian)檢年(nian)報(bao)系(xi)統數(shu)據(ju)共(gong)享,推(tui)(tui)動(dong)慈(ci)(ci)善組(zu)織(zhi)(zhi)(zhi)(基(ji)金會(hui))有序(xu)、合規開放(fang)慈(ci)(ci)善信(xin)(xin)息,更好發揮慈(ci)(ci)善事(shi)業在第三次分(fen)配中作用。
6.提(ti)(ti)升(sheng)基(ji)本社會(hui)服(fu)務(wu)(wu)便捷(jie)化(hua)(hua)水平。加(jia)快匯聚形成全(quan)(quan)口徑、全(quan)(quan)量的老(lao)年人(ren)和(he)養(yang)(yang)老(lao)服(fu)務(wu)(wu)機(ji)構信(xin)息(xi)資源,為智慧養(yang)(yang)老(lao)和(he)醫養(yang)(yang)結合(he)、養(yang)(yang)老(lao)服(fu)務(wu)(wu)機(ji)構監(jian)管(guan)提(ti)(ti)供有(you)力(li)支撐。積極推(tui)動(dong)婚姻登記智慧化(hua)(hua)服(fu)務(wu)(wu)集成,積極推(tui)進(jin)婚姻電子證照的社會(hui)化(hua)(hua)場(chang)景應(ying)用和(he)推(tui)廣,加(jia)快推(tui)進(jin)全(quan)(quan)國(guo)(guo)范圍內婚姻登記“跨省通辦”。推(tui)動(dong)互聯(lian)網(wang)(wang)與殯葬服(fu)務(wu)(wu)融合(he)發展,依托現有(you)資源構建(jian)(jian)網(wang)(wang)上祭掃、遠程告別服(fu)務(wu)(wu)平臺,為群眾(zhong)提(ti)(ti)供更加(jia)便捷(jie)的殯葬服(fu)務(wu)(wu)。加(jia)強“互聯(lian)網(wang)(wang)+區劃(hua)(hua)地名”標準規(gui)范建(jian)(jian)設,持續提(ti)(ti)升(sheng)中國(guo)(guo)·國(guo)(guo)家地名信(xin)息(xi)庫服(fu)務(wu)(wu)能(neng)力(li)和(he)水平,深化(hua)(hua)區劃(hua)(hua)地名信(xin)息(xi)共享應(ying)用,滿(man)足群眾(zhong)生活、社會(hui)治(zhi)理(li)、科學研究、國(guo)(guo)防(fang)建(jian)(jian)設等需(xu)要(yao)。
7.提(ti)升(sheng)民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)數字化(hua)(hua)公(gong)共服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)體(ti)(ti)系。推(tui)進“互聯網(wang)+民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)”向(xiang)縱深(shen)發展,把滿足人民(min)(min)(min)(min)(min)(min)對美(mei)好生(sheng)活的向(xiang)往作為數字政(zheng)(zheng)府建設的出發點和落腳點,打造泛在可(ke)及、智慧便(bian)捷、公(gong)平普惠(hui)的數字化(hua)(hua)公(gong)共服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)體(ti)(ti)系,持續推(tui)動(dong)互聯網(wang)與各項民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)政(zheng)(zheng)策、業務(wu)(wu)(wu)(wu)(wu)、數據深(shen)度融合。優化(hua)(hua)完善民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)一體(ti)(ti)化(hua)(hua)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)平臺,推(tui)動(dong)更多民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)“跨省通(tong)辦(ban)”、“一網(wang)通(tong)辦(ban)”、“全程網(wang)辦(ban)”,強化(hua)(hua)“民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)通(tong)”移動(dong)端服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)供給,全面提(ti)升(sheng)民(min)(min)(min)(min)(min)(min)政(zheng)(zheng)公(gong)共服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)數字化(hua)(hua)、智能化(hua)(hua)、便(bian)捷化(hua)(hua)水平。
(二)構建(jian)科學(xue)規范的民政(zheng)(zheng)數字(zi)政(zheng)(zheng)府建(jian)設制度(du)規則體系。
8.以數字化改革(ge)助(zhu)力政(zheng)(zheng)(zheng)(zheng)府(fu)職能轉變(bian)(bian)(bian)。充(chong)分(fen)運用數字技術(shu)創新(xin)(xin)行政(zheng)(zheng)(zheng)(zheng)管理(li)和(he)(he)服(fu)務方(fang)式,推(tui)動(dong)流程再造、制(zhi)度(du)重構(gou)、系統重塑,讓各類政(zheng)(zheng)(zheng)(zheng)策、制(zhi)度(du)、機制(zhi)、流程、清單(dan)、標準等(deng)更(geng)加成熟定(ding)型,更(geng)加適應政(zheng)(zheng)(zheng)(zheng)府(fu)數字化轉型需要,助(zhu)推(tui)民(min)政(zheng)(zheng)(zheng)(zheng)工作的質量變(bian)(bian)(bian)革(ge)、效率變(bian)(bian)(bian)革(ge)、動(dong)力變(bian)(bian)(bian)革(ge)。助(zhu)力優(you)化營商(shang)環境,推(tui)進(jin)營商(shang)環境創新(xin)(xin)試點(dian)互聯互通(tong)和(he)(he)數據共享(xiang)事項(xiang)落地實施(shi)。依托全國行政(zheng)(zheng)(zheng)(zheng)許可管理(li)信息系統和(he)(he)各類民(min)政(zheng)(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)(zheng)務信息系統,實現行政(zheng)(zheng)(zheng)(zheng)許可事項(xiang)規范管理(li)和(he)(he)高效辦理(li),推(tui)動(dong)各類行政(zheng)(zheng)(zheng)(zheng)權力事項(xiang)網上運行、動(dong)態(tai)管理(li)。
9.創(chuang)新(xin)民政(zheng)(zheng)數(shu)字政(zheng)(zheng)府建(jian)設(she)管(guan)理機(ji)制。嚴格貫徹落實《國務院辦公廳關(guan)于(yu)印發〈運用(yong)互聯網、大(da)數(shu)據、人工智能、區塊鏈等新(xin)信息技(ji)術手段(duan)進行行政(zheng)(zheng)管(guan)理的(de)若干規(gui)則(ze)〉的(de)通知》,規(gui)范有序運用(yong)新(xin)技(ji)術手段(duan)賦能管(guan)理服務。做好(hao)數(shu)字政(zheng)(zheng)府建(jian)設(she)經費保障(zhang),統籌(chou)利用(yong)現(xian)有資(zi)金渠道(dao),建(jian)立多渠道(dao)投入(ru)的(de)資(zi)金保障(zhang)機(ji)制。依法加強審計監(jian)督,強化項(xiang)目績效評估,避免分(fen)散建(jian)設(she)、重復建(jian)設(she),切實提高民政(zheng)(zheng)數(shu)字政(zheng)(zheng)府建(jian)設(she)成效。
10.健全法(fa)律法(fa)規(gui)(gui)和標(biao)(biao)準(zhun)(zhun)(zhun)規(gui)(gui)范(fan)(fan)。完善(shan)與數字政(zheng)(zheng)府建(jian)設相(xiang)適(shi)應的(de)政(zheng)(zheng)策(ce)(ce)法(fa)規(gui)(gui)體系(xi),及時修訂(ding)現行政(zheng)(zheng)策(ce)(ce)法(fa)規(gui)(gui)中與數字政(zheng)(zheng)府建(jian)設不相(xiang)適(shi)應的(de)內容。加快推(tui)進(jin)共性(xing)辦(ban)公應用(yong)、關(guan)鍵政(zheng)(zheng)務(wu)應用(yong)、系(xi)統(tong)(tong)整合共享、數據開發利用(yong)等(deng)標(biao)(biao)準(zhun)(zhun)(zhun)制定,持續完善(shan)已有標(biao)(biao)準(zhun)(zhun)(zhun),推(tui)動構建(jian)標(biao)(biao)準(zhun)(zhun)(zhun)規(gui)(gui)范(fan)(fan)體系(xi)。加大標(biao)(biao)準(zhun)(zhun)(zhun)推(tui)廣(guang)執行力(li)度(du),以統(tong)(tong)一標(biao)(biao)準(zhun)(zhun)(zhun)約(yue)束(shu)和規(gui)(gui)范(fan)(fan)民政(zheng)(zheng)數字政(zheng)(zheng)府建(jian)設,確保(bao)業務(wu)流程統(tong)(tong)一、應用(yong)接(jie)口規(gui)(gui)范(fan)(fan)、數據標(biao)(biao)準(zhun)(zhun)(zhun)一致,以標(biao)(biao)準(zhun)(zhun)(zhun)化促進(jin)數字政(zheng)(zheng)府建(jian)設規(gui)(gui)范(fan)(fan)化。
(三)構(gou)建開放共(gong)享的民政數(shu)據(ju)資源體系。
11.創新(xin)數據(ju)(ju)管(guan)理(li)機制。強(qiang)(qiang)化(hua)數據(ju)(ju)管(guan)理(li)職責,明確(que)數據(ju)(ju)歸(gui)集、共享、開放、應用、安全(quan)、存儲、歸(gui)檔等(deng)責任,推動形成(cheng)民政(zheng)(zheng)政(zheng)(zheng)務數據(ju)(ju)開放共享的(de)高(gao)效運行機制。健(jian)全(quan)民政(zheng)(zheng)大數據(ju)(ju)資源(yuan)體系,優化(hua)完善各類基礎(chu)庫、業(ye)務庫、主題(ti)庫和專題(ti)庫,構建民政(zheng)(zheng)政(zheng)(zheng)務數據(ju)(ju)資源(yuan)“一張圖”。強(qiang)(qiang)化(hua)數據(ju)(ju)治理(li)和全(quan)生命(ming)周期管(guan)理(li),形成(cheng)數據(ju)(ju)標準、算(suan)法、模型、安全(quan)等(deng)一體管(guan)理(li)。
12.深(shen)化數(shu)(shu)據(ju)高效(xiao)共(gong)享(xiang)。依托國(guo)家(jia)政(zheng)(zheng)務(wu)數(shu)(shu)據(ju)共(gong)享(xiang)協調機制,加(jia)大(da)跨部門(men)數(shu)(shu)據(ju)共(gong)享(xiang)協調力度,推(tui)進民(min)政(zheng)(zheng)所需(xu)政(zheng)(zheng)務(wu)數(shu)(shu)據(ju)有(you)序(xu)共(gong)享(xiang)。建立(li)(li)標準統(tong)(tong)一、動態更新的民(min)政(zheng)(zheng)政(zheng)(zheng)務(wu)數(shu)(shu)據(ju)目(mu)錄。充分發揮國(guo)家(jia)政(zheng)(zheng)務(wu)服務(wu)平臺的數(shu)(shu)據(ju)共(gong)享(xiang)樞紐作用,實(shi)現與(yu)公安、教(jiao)育、人力資源(yuan)社會(hui)保障、衛生健康(kang)、鄉村振興、金融(rong)、稅(shui)務(wu)等部門(men)數(shu)(shu)據(ju)按需(xu)共(gong)享(xiang)。有(you)序(xu)推(tui)進垂管系(xi)統(tong)(tong)與(yu)地方數(shu)(shu)據(ju)平臺、業(ye)務(wu)系(xi)統(tong)(tong)數(shu)(shu)據(ju)雙向(xiang)共(gong)享(xiang)。建立(li)(li)健全民(min)政(zheng)(zheng)數(shu)(shu)據(ju)供需(xu)對接機制,明確共(gong)享(xiang)數(shu)(shu)據(ju)應用場(chang)景(jing),推(tui)動數(shu)(shu)據(ju)精準高效(xiao)安全共(gong)享(xiang)。
13.促進數(shu)據(ju)(ju)有序開發利用。編制全量(liang)覆蓋(gai)、動(dong)態更(geng)新的(de)民政(zheng)政(zheng)務(wu)(wu)(wu)數(shu)據(ju)(ju)共享開放目錄,對接(jie)國家(jia)(jia)公共數(shu)據(ju)(ju)開放平臺(tai),分類分級(ji)開放公共數(shu)據(ju)(ju)。整合跨部(bu)門、跨業務(wu)(wu)(wu)數(shu)據(ju)(ju)資(zi)源,構建低收入(ru)人口、基層治(zhi)理、養老服務(wu)(wu)(wu)、未成年(nian)人保護等重點領域信(xin)息(xi)(xi)資(zi)源庫,為科學決策提(ti)供(gong)(gong)定量(liang)分析(xi)支(zhi)撐。推動(dong)民政(zheng)政(zheng)務(wu)(wu)(wu)數(shu)據(ju)(ju)與社會數(shu)據(ju)(ju)良性(xing)互動(dong)和(he)融合應用。依托(tuo)中國·國家(jia)(jia)地(di)名(ming)(ming)信(xin)息(xi)(xi)庫,為社會提(ti)供(gong)(gong)高效(xiao)、優(you)質、便捷的(de)區劃地(di)名(ming)(ming)和(he)界線信(xin)息(xi)(xi)服務(wu)(wu)(wu)。
(四)構建智能(neng)集約的民政平臺支(zhi)撐體系。
14.強化政(zheng)務(wu)(wu)(wu)(wu)云平臺支撐能(neng)力。統(tong)籌整(zheng)合現有民(min)(min)政(zheng)政(zheng)務(wu)(wu)(wu)(wu)云資(zi)源(yuan)(yuan),實(shi)現政(zheng)務(wu)(wu)(wu)(wu)云資(zi)源(yuan)(yuan)統(tong)籌建(jian)設、互(hu)聯(lian)互(hu)通、集約共享。加強民(min)(min)政(zheng)一體化政(zheng)務(wu)(wu)(wu)(wu)云平臺資(zi)源(yuan)(yuan)統(tong)一管理和調(diao)(diao)度,建(jian)設“多云多芯”統(tong)一納管的云管平臺,根(gen)據不(bu)同類型(xing)應(ying)用需(xu)求動態調(diao)(diao)度“兩地三中心”計(ji)算資(zi)源(yuan)(yuan),優化云平臺計(ji)算資(zi)源(yuan)(yuan),提供更加綠(lv)色(se)、高效的算力服務(wu)(wu)(wu)(wu),保(bao)障民(min)(min)政(zheng)政(zheng)務(wu)(wu)(wu)(wu)系統(tong)穩定運轉。
15.提升網(wang)(wang)絡平臺支撐能(neng)(neng)力。強(qiang)化電子(zi)政務(wu)網(wang)(wang)絡統籌建(jian)設(she)管理,促進(jin)(jin)網(wang)(wang)絡高效共享,降低建(jian)設(she)運(yun)維成本,有序推進(jin)(jin)非涉密業務(wu)專網(wang)(wang)向電子(zi)政務(wu)外網(wang)(wang)整合遷移。推動IPv6在民政政務(wu)系統的(de)(de)部署應用(yong),增強(qiang)網(wang)(wang)絡流(liu)量控(kong)制和(he)統一網(wang)(wang)絡資源管理能(neng)(neng)力,提供(gong)更加優(you)異(yi)的(de)(de)性能(neng)(neng)和(he)用(yong)戶體驗、更加智能(neng)(neng)可(ke)靠(kao)的(de)(de)運(yun)維與(yu)安全保障。
16.加強重點(dian)共(gong)性應(ying)(ying)用支(zhi)撐(cheng)能力(li)。優化(hua)(hua)升級(ji)民(min)政全業(ye)務(wu)應(ying)(ying)用支(zhi)撐(cheng)平(ping)臺,提(ti)供統一身份認證、電子印章、電子檔案、電子證照、語音識別(bie)、人臉識別(bie)等通用服(fu)務(wu)。運(yun)用電子地(di)圖、北斗導航(hang)、視頻(pin)、遙感等技術(shu),整合地(di)理(li)信(xin)息(xi)、區(qu)劃地(di)名與界線等數(shu)(shu)據(ju)(ju),構建時空一體大(da)數(shu)(shu)據(ju)(ju)平(ping)臺,為民(min)政全業(ye)務(wu)提(ti)供地(di)理(li)信(xin)息(xi)時空服(fu)務(wu)。推(tui)進大(da)數(shu)(shu)據(ju)(ju)智(zhi)能化(hua)(hua)應(ying)(ying)用,提(ti)升數(shu)(shu)據(ju)(ju)分析、知識圖譜、算(suan)法訓練等共(gong)性服(fu)務(wu)能力(li)。穩妥審慎推(tui)進民(min)政領域數(shu)(shu)據(ju)(ju)上鏈(lian),實現多方對接互(hu)認。
(五(wu))構建民政數字政府全方位安全保障體系。
17.強化(hua)(hua)安(an)全管理(li)責(ze)(ze)任(ren)。統(tong)籌做好民政(zheng)(zheng)數(shu)字(zi)政(zheng)(zheng)府建(jian)設安(an)全和(he)保密工作,落實(shi)主體責(ze)(ze)任(ren)和(he)監督(du)責(ze)(ze)任(ren),加(jia)強督(du)促指導和(he)信息(xi)通報,形成跨地區、跨部門、跨層級的(de)協同聯(lian)動機制(zhi)。建(jian)立數(shu)字(zi)政(zheng)(zheng)府安(an)全責(ze)(ze)任(ren)落實(shi)和(he)重大事(shi)件(jian)處置機制(zhi),加(jia)強對(dui)參與信息(xi)化(hua)(hua)建(jian)設、運(yun)營企業和(he)人員的(de)規范管理(li),確保政(zheng)(zheng)務系統(tong)和(he)數(shu)據安(an)全管理(li)邊界清(qing)晰、職(zhi)責(ze)(ze)明確、責(ze)(ze)任(ren)落實(shi)。
18.落(luo)實(shi)安(an)全(quan)制(zhi)度要求。落(luo)實(shi)數(shu)據(ju)分類分級保(bao)(bao)護(hu)(hu)、風險(xian)評估等(deng)制(zhi)度,加強數(shu)據(ju)全(quan)生命周期安(an)全(quan)管理和(he)(he)技術防護(hu)(hu),加大對涉及國(guo)家秘密(mi)(mi)(mi)、工作秘密(mi)(mi)(mi)、商(shang)業秘密(mi)(mi)(mi)、個(ge)人隱私(si)和(he)(he)個(ge)人信息等(deng)數(shu)據(ju)的保(bao)(bao)護(hu)(hu)力度。加強關鍵信息基(ji)礎(chu)設施(shi)安(an)全(quan)保(bao)(bao)護(hu)(hu)和(he)(he)網(wang)絡安(an)全(quan)等(deng)級保(bao)(bao)護(hu)(hu),定期開展網(wang)絡安(an)全(quan)、保(bao)(bao)密(mi)(mi)(mi)和(he)(he)密(mi)(mi)(mi)碼應用(yong)檢查。
19.提(ti)升安全保障(zhang)能力。構(gou)筑新型可信網絡安全綜(zong)合防(fang)(fang)(fang)控體系,建設民(min)政系統網絡安全綜(zong)合防(fang)(fang)(fang)控平臺,強化(hua)網絡安全基礎防(fang)(fang)(fang)護、綜(zong)合防(fang)(fang)(fang)控、協同處(chu)置(zhi),提(ti)高動態(tai)(tai)防(fang)(fang)(fang)御(yu)(yu)(yu)、主(zhu)動防(fang)(fang)(fang)御(yu)(yu)(yu)、縱深防(fang)(fang)(fang)御(yu)(yu)(yu)、精準防(fang)(fang)(fang)護、整體防(fang)(fang)(fang)控、聯防(fang)(fang)(fang)聯控等防(fang)(fang)(fang)御(yu)(yu)(yu)能力,加(jia)強日常監測、態(tai)(tai)勢(shi)感(gan)知、通報預警和應急(ji)處(chu)置(zhi)。
三、保障措(cuo)施
(一)加強(qiang)組(zu)(zu)織領(ling)(ling)導。加強(qiang)黨對數字政(zheng)(zheng)府(fu)建(jian)設工(gong)(gong)作(zuo)的集中統一領(ling)(ling)導,將(jiang)數字政(zheng)(zheng)府(fu)建(jian)設工(gong)(gong)作(zuo)納入部黨組(zu)(zu)重(zhong)要議事日程,及(ji)時研(yan)究解決數字政(zheng)(zheng)府(fu)建(jian)設重(zhong)大問題。部網信工(gong)(gong)作(zuo)領(ling)(ling)導小組(zu)(zu)做好統籌(chou)協調和工(gong)(gong)作(zuo)督(du)促落實,并有效銜接《“十(shi)四五”民政(zheng)(zheng)信息化(hua)發展(zhan)規劃》。各司(局(ju))、單(dan)位要高度重(zhong)視,主動(dong)作(zuo)為,強(qiang)化(hua)責任(ren),細化(hua)任(ren)務,確保方案提出(chu)的各項要求(qiu)落地落實。有關進展(zhan)情況每年向部黨組(zu)(zu)作(zuo)一次匯(hui)報。
(二)提升數(shu)字(zi)素養(yang)。把(ba)提高(gao)領導(dao)干部(bu)數(shu)字(zi)治理能(neng)力(li)(li)作為干部(bu)培訓重要內容(rong),持(chi)續提升民政(zheng)干部(bu)隊(dui)伍的(de)(de)數(shu)字(zi)思維、數(shu)字(zi)技能(neng)和數(shu)字(zi)素養(yang),提高(gao)干部(bu)對數(shu)字(zi)化的(de)(de)適(shi)應(ying)力(li)(li)、勝任力(li)(li)、創造力(li)(li),創新數(shu)字(zi)政(zheng)府建設人才培養(yang)使用機制,建設一支講政(zheng)治、懂業務(wu)、精技術的(de)(de)復合型干部(bu)隊(dui)伍。
(三(san))強化分(fen)析評估(gu)(gu)。運用(yong)國家數(shu)字(zi)政(zheng)府建設(she)評估(gu)(gu)指標體系,重點分(fen)析和評估(gu)(gu)統(tong)籌(chou)管理(li)、項目建設(she)、數(shu)據共享(xiang)開放、安全保障、應用(yong)成效等(deng)方(fang)面情況。將數(shu)字(zi)政(zheng)府建設(she)工作納入相關(guan)司(局)、單位領導班子和有關(guan)領導干部(bu)述職內(nei)容。
