國務院辦公廳關于擴大政務服務“跨省通辦”范圍進一步提升服務效能的意見

《國務(wu)(wu)(wu)院(yuan)辦(ban)公廳關于加快推進政(zheng)務(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)“跨(kua)省通辦(ban)”的(de)指導意見》(國辦(ban)發(fa)(fa)〔2020〕35號)印發(fa)(fa)以(yi)來,各(ge)地區各(ge)部門大力推進與企業(ye)(ye)發(fa)(fa)展、群眾生活密(mi)切(qie)相關的(de)高頻政(zheng)務(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)事項“跨(kua)省通辦(ban)”,企業(ye)(ye)和群眾異地辦(ban)事越來越便捷。為貫徹黨(dang)中央、國務(wu)(wu)(wu)院(yuan)關于加強數字政(zheng)府建設、持續優化政(zheng)務(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)的(de)決(jue)策部署,落實(shi)《政(zheng)府工(gong)作報(bao)告》要求(qiu),擴大政(zheng)務(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)“跨(kua)省通辦(ban)”范圍,進一步提升服(fu)(fu)務(wu)(wu)(wu)效能,更(geng)好滿足企業(ye)(ye)和群眾異地辦(ban)事需求(qiu),經國務(wu)(wu)(wu)院(yuan)同(tong)意,現提出(chu)以(yi)下意見。
一、總體要求
以習(xi)近平(ping)新時代中(zhong)國(guo)特色(se)社(she)會主義(yi)思(si)想為指導,全面貫徹落實黨的(de)十九大(da)和(he)(he)(he)十九屆歷次全會精神(shen),按照黨中(zhong)央、國(guo)務(wu)(wu)院(yuan)決策部署(shu),堅持以人(ren)民為中(zhong)心(xin)的(de)發(fa)展思(si)想,聚焦企業和(he)(he)(he)群眾反映突出的(de)異地(di)辦事難點堵點,統一服務(wu)(wu)標準、優化(hua)服務(wu)(wu)流程、創新服務(wu)(wu)方式,充分發(fa)揮全國(guo)一體(ti)化(hua)政(zheng)務(wu)(wu)服務(wu)(wu)平(ping)臺“一網通辦”樞紐(niu)作用(yong),推(tui)動(dong)線上(shang)線下辦事渠道深度融(rong)合,持續深化(hua)政(zheng)務(wu)(wu)服務(wu)(wu)“跨省通辦”改革(ge),不斷提(ti)升政(zheng)務(wu)(wu)服務(wu)(wu)標準化(hua)、規范化(hua)、便利化(hua)水平(ping),有(you)效服務(wu)(wu)人(ren)口流動(dong)、生產(chan)要(yao)素自由流動(dong)和(he)(he)(he)全國(guo)統一大(da)市(shi)場建設,為推(tui)動(dong)高質量發(fa)展、創造高品質生活、推(tui)進國(guo)家(jia)治(zhi)(zhi)理(li)體(ti)系和(he)(he)(he)治(zhi)(zhi)理(li)能(neng)力現代化(hua)提(ti)供有(you)力支撐。
二、擴大“跨省通辦(ban)”事(shi)項范圍
(一(yi))新增(zeng)一(yi)批高頻政務服務“跨(kua)省(sheng)通辦(ban)”事(shi)項。在(zai)深入落實(shi)國(guo)辦(ban)(ban)發(fa)〔2020〕35號(hao)文件(jian)部(bu)署(shu)的(de)基礎上(shang),聚焦便利企業跨區域經營和(he)加快解決群眾(zhong)關切事項的(de)異地辦(ban)(ban)理問題,健全清(qing)單化管理和(he)更(geng)新(xin)機制(zhi),按照需求量大(da)、覆蓋(gai)面廣(guang)、辦(ban)(ban)理頻次(ci)高(gao)的(de)原則,推出新(xin)一批(pi)政(zheng)務服務“跨省通辦(ban)(ban)”事項,組織實(shi)施(shi)《全國(guo)政(zheng)務服務“跨省通辦(ban)(ban)”新(xin)增任務清(qing)單》(見附件(jian))。
(二)扎(zha)實推進(jin)地區間(jian)“跨省通辦”合作。圍(wei)繞實(shi)施區域重(zhong)大戰略,聚焦城市(shi)群都市(shi)圈一(yi)體化發展(zhan)(zhan)、主要勞(lao)務輸入輸出地協作(zuo)、毗鄰地區交(jiao)流合(he)作(zuo)等(deng)需求,進(jin)一(yi)步拓展(zhan)(zhan)“跨(kua)省(sheng)通(tong)辦(ban)(ban)”范(fan)圍(wei)和深度。有關地區開(kai)展(zhan)(zhan)省(sheng)際“跨(kua)省(sheng)通(tong)辦(ban)(ban)”合(he)作(zuo)要務實(shi)高(gao)效,科學合(he)理新增區域通(tong)辦(ban)(ban)事(shi)項,避免(mian)層層簽訂協議、合(he)作(zuo)流于(yu)形式、企業(ye)和群眾獲得感(gan)不(bu)強(qiang)等(deng)問題。及(ji)時(shi)梳理地區間“跨(kua)省(sheng)通(tong)辦(ban)(ban)”合(he)作(zuo)中共性、高(gao)頻的(de)異地辦(ban)(ban)事(shi)需求,加(jia)強(qiang)業(ye)務統籌,并(bing)納入全國“跨(kua)省(sheng)通(tong)辦(ban)(ban)”事(shi)項范(fan)圍(wei)。
三、提升“跨(kua)省通辦”服務效(xiao)能(neng)
(三)改進(jin)網(wang)上辦事服務體(ti)(ti)驗。加快整(zheng)合(he)網(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)(ban)(ban)事入(ru)口,依托全國一(yi)體化政(zheng)務(wu)(wu)服(fu)務(wu)(wu)平(ping)臺健全統一(yi)身份認(ren)證體系(xi),著力(li)解決網(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)(ban)(ban)事“門難找”、頁(ye)面多次跳轉(zhuan)等(deng)問題(ti)。進(jin)一(yi)步簡化“跨省通辦(ban)(ban)(ban)(ban)(ban)”網(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)(ban)(ban)理(li)環節和流程,豐富網(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)(ban)(ban)事引導(dao)、智能客服(fu)功(gong)能,提供更(geng)加簡單(dan)便捷、好辦(ban)(ban)(ban)(ban)(ban)易(yi)(yi)辦(ban)(ban)(ban)(ban)(ban)的服(fu)務(wu)(wu)體驗。完善(shan)國家政(zheng)務(wu)(wu)服(fu)務(wu)(wu)平(ping)臺“跨省通辦(ban)(ban)(ban)(ban)(ban)”服(fu)務(wu)(wu)專區,推動(dong)更(geng)多“跨省通辦(ban)(ban)(ban)(ban)(ban)”事項網(wang)上(shang)(shang)(shang)一(yi)站式辦(ban)(ban)(ban)(ban)(ban)理(li)。完善(shan)全國一(yi)體化政(zheng)務(wu)(wu)服(fu)務(wu)(wu)平(ping)臺移動(dong)端應用,推進(jin)證明證照查驗、信息查詢變(bian)更(geng)、資格認(ren)證、年審年報等(deng)更(geng)多簡易(yi)(yi)高頻事項“掌上(shang)(shang)(shang)辦(ban)(ban)(ban)(ban)(ban)”。
(四)優化“跨省通辦”線下(xia)服(fu)務(wu)。推動縣級以上(shang)(shang)政務(wu)服(fu)(fu)務(wu)中心“跨(kua)省通(tong)辦(ban)”窗口(kou)全覆蓋,建立完善收件、辦(ban)理兩地窗口(kou)工(gong)作(zuo)(zuo)人員和后臺審(shen)批人員協同聯(lian)動工(gong)作(zuo)(zuo)機(ji)制,為(wei)全程網(wang)辦(ban)提供業務(wu)咨詢、申報輔導、溝(gou)通(tong)協調等(deng)服(fu)(fu)務(wu)。推行幫辦(ban)代(dai)辦(ban)、引導教(jiao)辦(ban)等(deng)線下服(fu)(fu)務(wu),為(wei)老年(nian)人等(deng)特殊群體(ti)和不熟悉網(wang)絡操作(zuo)(zuo)的辦(ban)事人提供更多便(bian)利,更好(hao)滿足多樣(yang)化(hua)(hua)、個性化(hua)(hua)辦(ban)事需(xu)求,確(que)保線上(shang)(shang)能(neng)辦(ban)的線下也能(neng)辦(ban)。探索(suo)通(tong)過自助服(fu)(fu)務(wu)終端等(deng)渠(qu)道,推進“跨(kua)省通(tong)辦(ban)”服(fu)(fu)務(wu)向基(ji)層延伸。
(五)提升“跨省通辦”協同效率。依(yi)托全國一體化政務服務平(ping)臺,完善“跨省(sheng)通(tong)辦(ban)”業務支撐系統(tong)辦(ban)件(jian)流(liu)轉功能,推(tui)動(dong)優化“跨省(sheng)通(tong)辦(ban)”事項異(yi)地(di)代收(shou)(shou)代辦(ban)、多(duo)地(di)聯辦(ban)服務。通(tong)過收(shou)(shou)件(jian)標準查詢、材料電子(zi)化流(liu)轉、線上(shang)審核(he)(he)、視頻(pin)會商(shang)等輔助方式,同步提供具體事項辦(ban)理的(de)工(gong)作聯絡功能,提高協同辦(ban)理效(xiao)率(lv)(lv),加快(kuai)解決“跨省(sheng)通(tong)辦(ban)”事項受理和收(shou)(shou)辦(ban)件(jian)審核(he)(he)補齊補正次(ci)數多(duo),資料傳遞、審查、核(he)(he)驗、送達耗時長,跨地(di)區(qu)、跨層級經辦(ban)機構溝通(tong)效(xiao)率(lv)(lv)低等問題。
四、加強“跨省通(tong)辦”服務支(zhi)撐
(六)完善“跨省通(tong)辦(ban)”事項(xiang)標準(zhun)和業務規則。國(guo)務(wu)(wu)院(yuan)有(you)(you)關部門(men)要(yao)結(jie)合推進統一的(de)政務(wu)(wu)服務(wu)(wu)事(shi)(shi)項(xiang)基(ji)本目錄和(he)實施清單編制工作,2023年6月底(di)前實現已(yi)確(que)定的(de)政務(wu)(wu)服務(wu)(wu)“跨省通辦(ban)”事(shi)(shi)項(xiang)名稱、編碼、依據、類型等(deng)(deng)基(ji)本要(yao)素和(he)受理條件、服務(wu)(wu)對象、辦(ban)理流程(cheng)、申請(qing)(qing)材料(liao)、辦(ban)結(jie)時限(xian)、辦(ban)理結(jie)果等(deng)(deng)在(zai)全國(guo)范圍(wei)統一,并在(zai)國(guo)家政務(wu)(wu)服務(wu)(wu)平(ping)臺發布。國(guo)務(wu)(wu)院(yuan)有(you)(you)關部門(men)要(yao)加快制定完善(shan)全程(cheng)網辦(ban)、異地(di)代(dai)(dai)收(shou)代(dai)(dai)辦(ban)、多地(di)聯辦(ban)的(de)業務(wu)(wu)標準和(he)操(cao)作規程(cheng),明確(que)收(shou)件地(di)和(he)辦(ban)理地(di)的(de)權責劃(hua)分、業務(wu)(wu)流轉程(cheng)序、聯動模式(shi)、聯系(xi)方(fang)式(shi)等(deng)(deng)內容,進一步細化(hua)和(he)統一申請(qing)(qing)表單通用格式(shi)、申請(qing)(qing)材料(liao)文本標準等(deng)(deng),優(you)化(hua)辦(ban)理流程(cheng),及時更新辦(ban)事(shi)(shi)指南。
(七)加強“跨(kua)省通(tong)辦”平臺支撐(cheng)和(he)系統對接。充(chong)分發揮全國(guo)一體化政務(wu)(wu)(wu)服務(wu)(wu)(wu)平(ping)臺公共(gong)入口、公共(gong)通道(dao)、公共(gong)支撐(cheng)作用,在確保安全性和(he)穩定性的前提下,加快(kuai)推動國(guo)務(wu)(wu)(wu)院部門垂直管(guan)理業務(wu)(wu)(wu)信息系(xi)統、地(di)方各級政府部門業務(wu)(wu)(wu)信息系(xi)統與(yu)各地(di)區政務(wu)(wu)(wu)服務(wu)(wu)(wu)平(ping)臺深(shen)度對(dui)接(jie)融合,明確對(dui)接(jie)標準、對(dui)接(jie)方式、完成時限等要(yao)求(qiu),為部門有效協(xie)同、業務(wu)(wu)(wu)高效辦理提供有力支撐(cheng)。
(八)增(zeng)強(qiang)“跨省通辦”數(shu)據(ju)共享支撐能力。充(chong)分發揮政務(wu)(wu)(wu)數(shu)據(ju)(ju)(ju)共享(xiang)協調機制作用(yong),強化全國一體化政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺的(de)數(shu)據(ju)(ju)(ju)共享(xiang)樞紐功能,推動更多直接(jie)關系企業和(he)群眾異地(di)辦事、應(ying)用(yong)頻次高的(de)醫療、養老、住房、就(jiu)業、社(she)保、戶籍、稅(shui)務(wu)(wu)(wu)等領域數(shu)據(ju)(ju)(ju)納入共享(xiang)范圍,提升數(shu)據(ju)(ju)(ju)共享(xiang)的(de)穩定性(xing)、及時性(xing)。依(yi)(yi)法依(yi)(yi)規有序推進常用(yong)電(dian)(dian)子證照全國互(hu)認(ren)共享(xiang),加快推進電(dian)(dian)子印章、電(dian)(dian)子簽(qian)名應(ying)用(yong)和(he)跨地(di)區(qu)、跨部門互(hu)認(ren),為提高“跨省通辦”服(fu)務(wu)(wu)(wu)效能提供有效支(zhi)撐。加強政務(wu)(wu)(wu)數(shu)據(ju)(ju)(ju)共享(xiang)安全保障,依(yi)(yi)法保護個(ge)人信(xin)息、隱私和(he)企業商業秘密,切實(shi)守(shou)住數(shu)據(ju)(ju)(ju)安全底線(xian)。
五、強(qiang)化組織保障
(九)健全工作推進(jin)機制。國務(wu)(wu)(wu)(wu)院(yuan)辦(ban)(ban)公廳負責全國政(zheng)務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)“跨(kua)省(sheng)(sheng)(sheng)(sheng)通(tong)辦(ban)(ban)”的(de)(de)(de)統(tong)籌協(xie)調,推動解(jie)決有關(guan)重大問題(ti)(ti)。國務(wu)(wu)(wu)(wu)院(yuan)各(ge)有關(guan)部門(men)要(yao)加(jia)(jia)(jia)(jia)大業(ye)務(wu)(wu)(wu)(wu)統(tong)籌力度,按照有關(guan)任務(wu)(wu)(wu)(wu)時限要(yao)求(qiu),抓緊出(chu)臺新(xin)增“跨(kua)省(sheng)(sheng)(sheng)(sheng)通(tong)辦(ban)(ban)”事(shi)(shi)項(xiang)的(de)(de)(de)配套(tao)政(zheng)策、實施方案、試(shi)點計劃等,加(jia)(jia)(jia)(jia)強(qiang)對主(zhu)管行業(ye)領(ling)域(yu)“跨(kua)省(sheng)(sheng)(sheng)(sheng)通(tong)辦(ban)(ban)”工作的(de)(de)(de)指導(dao)和規范(fan)。強(qiang)化跨(kua)部門(men)協(xie)同(tong)(tong)聯動,有關(guan)配合部門(men)要(yao)加(jia)(jia)(jia)(jia)大業(ye)務(wu)(wu)(wu)(wu)、數據(ju)、信息(xi)系統(tong)等方面的(de)(de)(de)支(zhi)持力度。各(ge)地區要(yao)加(jia)(jia)(jia)(jia)強(qiang)對政(zheng)務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)“跨(kua)省(sheng)(sheng)(sheng)(sheng)通(tong)辦(ban)(ban)”任務(wu)(wu)(wu)(wu)落實的(de)(de)(de)省(sheng)(sheng)(sheng)(sheng)級統(tong)籌,強(qiang)化上(shang)下聯動、橫向協(xie)同(tong)(tong),加(jia)(jia)(jia)(jia)快實現同(tong)(tong)一事(shi)(shi)項(xiang)無差(cha)別受理(li)、同(tong)(tong)標準辦(ban)(ban)理(li)。各(ge)級政(zheng)務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)管理(li)機構要(yao)會(hui)同(tong)(tong)本級業(ye)務(wu)(wu)(wu)(wu)主(zhu)管部門(men)建立常見問題(ti)(ti)解(jie)答知識庫(ku),開展常態化業(ye)務(wu)(wu)(wu)(wu)培訓,切實提(ti)升窗口工作人員辦(ban)(ban)理(li)“跨(kua)省(sheng)(sheng)(sheng)(sheng)通(tong)辦(ban)(ban)”事(shi)(shi)項(xiang)的(de)(de)(de)業(ye)務(wu)(wu)(wu)(wu)能力。
(十)加(jia)強監測(ce)評(ping)估(gu)。國(guo)(guo)務(wu)(wu)院辦(ban)公廳會同有關(guan)部門(men)加(jia)強(qiang)對政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)“跨省(sheng)通辦(ban)”工作(zuo)推(tui)進情況的監測分析,了解和掌握“跨省(sheng)通辦(ban)”事項(xiang)實(shi)(shi)(shi)際辦(ban)理(li)情況,及時跟進協調解決有關(guan)難點堵(du)點問(wen)題。地方各級(ji)政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)管(guan)理(li)機構(gou)要會同本(ben)級(ji)業務(wu)(wu)主管(guan)部門(men)加(jia)強(qiang)對具體事項(xiang)辦(ban)理(li)的日(ri)常監測管(guan)理(li),強(qiang)化審管(guan)協同,推(tui)動(dong)審批(pi)、監管(guan)信息實(shi)(shi)(shi)時共(gong)享。國(guo)(guo)務(wu)(wu)院辦(ban)公廳適時組織(zhi)開(kai)展(zhan)“跨省(sheng)通辦(ban)”落實(shi)(shi)(shi)情況評估工作(zuo)。
(十(shi)一)加大宣傳推廣力(li)度。各(ge)地區各(ge)有(you)關部(bu)門(men)要通(tong)過政(zheng)府網(wang)站、政(zheng)務(wu)(wu)(wu)(wu)新媒體、政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)平臺等及時發布政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)“跨省通(tong)辦”有(you)關信(xin)息,做好(hao)(hao)政(zheng)策解讀(du),確(que)保企業和群眾在(zai)各(ge)個層(ceng)級辦事時充分知曉和享受到“跨省通(tong)辦”帶(dai)來的(de)便(bian)利。及時梳理總(zong)結(jie)各(ge)地區各(ge)有(you)關部(bu)門(men)政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)“跨省通(tong)辦”的(de)好(hao)(hao)經驗好(hao)(hao)做法(fa),加大推廣力度,積極支持“一地創新、全國(guo)復(fu)用”。
