國務院印發《關于加快推進政務服務標準化規范化便利化的指導意見》
國務院(yuan)日前印發(fa)(以下簡稱《意見》),對進一(yi)步優化政務(wu)服務(wu)作出系統設(she)計和工(gong)作部(bu)署(shu)。
《意見》指出,持續優化(hua)政(zheng)務(wu)(wu)服(fu)務(wu)(wu)是便利企(qi)業(ye)(ye)和(he)群眾生產經(jing)營與辦事(shi)創業(ye)(ye)、暢(chang)通國(guo)民(min)經(jing)濟循環、加快構建(jian)新(xin)發(fa)展(zhan)格局的(de)重要(yao)支(zhi)撐,是建(jian)設人(ren)(ren)民(min)滿意的(de)服(fu)務(wu)(wu)型政(zheng)府(fu)、推(tui)進國(guo)家(jia)治理(li)(li)體(ti)系和(he)治理(li)(li)能(neng)力(li)現(xian)代化(hua)的(de)內在要(yao)求。要(yao)以習近平(ping)新(xin)時代中國(guo)特色社會(hui)主(zhu)義思(si)想為指導,全(quan)面(mian)貫徹(che)(che)落實黨(dang)的(de)十九(jiu)大和(he)十九(jiu)屆歷次全(quan)會(hui)精神(shen),按照(zhao)黨(dang)中央、國(guo)務(wu)(wu)院決策部(bu)署,立足(zu)新(xin)發(fa)展(zhan)階段,完整、準確、全(quan)面(mian)貫徹(che)(che)新(xin)發(fa)展(zhan)理(li)(li)念,構建(jian)新(xin)發(fa)展(zhan)格局,加快轉變政(zheng)府(fu)職(zhi)能(neng)、深(shen)化(hua)“放(fang)管服(fu)”改革、持續優化(hua)營商環境(jing),加強跨層級、跨地域、跨系統、跨部(bu)門、跨業(ye)(ye)務(wu)(wu)協同管理(li)(li)和(he)服(fu)務(wu)(wu),充分發(fa)揮全(quan)國(guo)一(yi)體(ti)化(hua)政(zheng)務(wu)(wu)服(fu)務(wu)(wu)平(ping)臺“一(yi)網通辦”支(zhi)撐作用,進一(yi)步(bu)推(tui)進政(zheng)務(wu)(wu)服(fu)務(wu)(wu)運行標(biao)準化(hua)、服(fu)務(wu)(wu)供(gong)給(gei)規范化(hua)、企(qi)業(ye)(ye)和(he)群眾辦事(shi)便利化(hua),更好滿足(zu)人(ren)(ren)民(min)日益(yi)增長的(de)美好生活需要(yao),為推(tui)動高質量(liang)發(fa)展(zhan)、創造(zao)高品質生活、推(tui)進國(guo)家(jia)治理(li)(li)體(ti)系和(he)治理(li)(li)能(neng)力(li)現(xian)代化(hua)提供(gong)有力(li)支(zhi)撐。
《意見》明確(que),2022年底前,國(guo)家、省、市、縣、鄉五(wu)級政(zheng)務(wu)(wu)服(fu)務(wu)(wu)能力和(he)水平(ping)(ping)顯(xian)著提升,政(zheng)務(wu)(wu)服(fu)務(wu)(wu)中心(xin)綜合窗口全(quan)覆(fu)蓋,全(quan)國(guo)一體化政(zheng)務(wu)(wu)服(fu)務(wu)(wu)平(ping)(ping)臺全(quan)面(mian)建(jian)(jian)成,企(qi)業和(he)群眾經常辦理的政(zheng)務(wu)(wu)服(fu)務(wu)(wu)事(shi)項(xiang)實現“跨省通(tong)辦”。2025年底前,政(zheng)務(wu)(wu)服(fu)務(wu)(wu)標準化、規范化、便利(li)化水平(ping)(ping)大幅(fu)提升,“免(mian)證辦”全(quan)面(mian)推行,集約化辦事(shi)、智(zhi)慧化服(fu)務(wu)(wu)實現新的突破,政(zheng)務(wu)(wu)服(fu)務(wu)(wu)線(xian)上線(xian)下(xia)深度融(rong)合、協調發展,方便快捷(jie)、公平(ping)(ping)普惠(hui)、優(you)質高效的政(zheng)務(wu)(wu)服(fu)務(wu)(wu)體系全(quan)面(mian)建(jian)(jian)成。
《意見》強調,要堅(jian)(jian)持(chi)黨的領導(dao),深入貫徹黨中央、國務(wu)(wu)(wu)(wu)院(yuan)關于優化政務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)的決(jue)(jue)策部署;堅(jian)(jian)持(chi)以人(ren)民為中心,聚焦解(jie)決(jue)(jue)企業和群眾反(fan)映強烈的辦事(shi)堵(du)點難(nan)點問題;堅(jian)(jian)持(chi)系統觀念(nian),推動政務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)與事(shi)前事(shi)中事(shi)后監管(guan)有機(ji)銜(xian)接;堅(jian)(jian)持(chi)公平可及,為老年人(ren)、殘疾人(ren)等(deng)特殊群體提供(gong)高質量(liang)政務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)。
《意見》從四(si)個方(fang)面部署了重點(dian)工作任務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu):一(yi)要(yao)推(tui)(tui)進政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)標(biao)(biao)準(zhun)化(hua)。推(tui)(tui)進政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事(shi)項(xiang)(xiang)和實施(shi)清單標(biao)(biao)準(zhun)化(hua),明確事(shi)項(xiang)(xiang)范(fan)圍,建立基本目錄審(shen)(shen)核制度(du)和動態管理機(ji)(ji)制,健(jian)全政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)標(biao)(biao)準(zhun)體系。二(er)要(yao)推(tui)(tui)進政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)規(gui)(gui)范(fan)化(hua)。規(gui)(gui)范(fan)審(shen)(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)行(xing)為和中介服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu),健(jian)全審(shen)(shen)管銜(xian)接(jie)機(ji)(ji)制;規(gui)(gui)范(fan)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)場所設立、窗(chuang)口設置和業務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)辦(ban)(ban)理;規(gui)(gui)范(fan)網上(shang)辦(ban)(ban)事(shi)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu),統籌(chou)網上(shang)辦(ban)(ban)事(shi)入口,規(gui)(gui)范(fan)網上(shang)辦(ban)(ban)事(shi)指(zhi)引,提(ti)升(sheng)網上(shang)辦(ban)(ban)事(shi)深度(du);規(gui)(gui)范(fan)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)辦(ban)(ban)理方(fang)式,合理配置政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)資源(yuan),線上(shang)線下并行(xing)提(ti)供服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu);規(gui)(gui)范(fan)開(kai)展政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)評估評價。三要(yao)推(tui)(tui)進政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)便利化(hua)。推(tui)(tui)進政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事(shi)項(xiang)(xiang)集成化(hua)辦(ban)(ban)理,推(tui)(tui)廣“免證(zheng)辦(ban)(ban)”服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu),推(tui)(tui)動更多(duo)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事(shi)項(xiang)(xiang)“就近辦(ban)(ban)、網上(shang)辦(ban)(ban)、掌上(shang)辦(ban)(ban)”,推(tui)(tui)行(xing)告(gao)知承諾(nuo)制和容缺(que)受(shou)理服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)模式,提(ti)升(sheng)智慧化(hua)精準(zhun)化(hua)個性化(hua)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)水平,提(ti)供更多(duo)便利服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)。四(si)要(yao)全面提(ti)升(sheng)全國一(yi)體化(hua)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)平臺服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)能力。加強全國一(yi)體化(hua)政(zheng)(zheng)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)平臺建設統籌(chou),強化(hua)平臺公(gong)共支(zhi)撐,提(ti)升(sheng)數據(ju)共享能力。
《意見(jian)》要(yao)求(qiu),各地(di)(di)(di)區各部門要(yao)切實加強(qiang)組織領(ling)導,壓實責任,強(qiang)化(hua)(hua)經費、人員(yuan)、場(chang)地(di)(di)(di)、信息化(hua)(hua)保(bao)障(zhang),細化(hua)(hua)任務分工,推動(dong)解決有關重點難點問(wen)題,確(que)保(bao)改革任務盡(jin)快落地(di)(di)(di)見(jian)效。
