全面深化數字賦能 推動電子證照應用和全國互認
近年(nian)來(lai),各(ge)地區各(ge)部門依托全國(guo)一(yi)體(ti)化(hua)政務(wu)(wu)服(fu)務(wu)(wu)平臺和(he)各(ge)地平臺,積極推動電(dian)(dian)子(zi)(zi)證(zheng)照(zhao)(zhao)建設應(ying)用,持續(xu)優化(hua)政務(wu)(wu)服(fu)務(wu)(wu),深化(hua)為民辦事減環(huan)節、減材(cai)料、壓時限,政務(wu)(wu)服(fu)務(wu)(wu)便(bian)捷(jie)度和(he)群眾(zhong)獲得感明顯增強。但也不(bu)(bu)(bu)可否認(ren),電(dian)(dian)子(zi)(zi)證(zheng)照(zhao)(zhao)仍存在數據質量不(bu)(bu)(bu)高,服(fu)務(wu)(wu)標準(zhun)不(bu)(bu)(bu)統一(yi)等問題,不(bu)(bu)(bu)少“跨省互認(ren)”事項以及一(yi)些(xie)省內政務(wu)(wu)服(fu)務(wu)(wu)事項的辦理尚未使用或認(ren)可電(dian)(dian)子(zi)(zi)證(zheng)照(zhao)(zhao),一(yi)定程度上制約(yue)了電(dian)(dian)子(zi)(zi)證(zheng)照(zhao)(zhao)的應(ying)用推廣。
在(zai)此背景下,國(guo)務(wu)(wu)院辦(ban)公廳印發(fa)了《關(guan)于(yu)加(jia)快推進(jin)電子(zi)證照(zhao)擴(kuo)大應用領(ling)域(yu)和(he)全(quan)國(guo)互通(tong)互認的(de)意(yi)見(jian)》(以下簡稱《意(yi)見(jian)》),明確具體措施(shi),強力推動(dong)電子(zi)證照(zhao)擴(kuo)大應用領(ling)域(yu)和(he)全(quan)國(guo)互通(tong)互認,實(shi)現更多(duo)政務(wu)(wu)服務(wu)(wu)網上(shang)(shang)辦(ban)、掌上(shang)(shang)辦(ban)、一次辦(ban),必(bi)將有(you)力提升(sheng)“減證便民”工(gong)作成效,增強群眾(zhong)的(de)獲得感(gan)和(he)幸(xing)福感(gan)。
強化頂層設計,構建電子證照全國統籌格局
《意(yi)見》堅持整體(ti)(ti)規劃,突出全國(guo)“一(yi)盤棋”,明確強化(hua)(hua)全國(guo)一(yi)體(ti)(ti)化(hua)(hua)政務服務平(ping)臺對跨(kua)地(di)區、跨(kua)部門電(dian)子(zi)證(zheng)照(zhao)應(ying)用(yong)服務的統籌,對推(tui)動電(dian)子(zi)證(zheng)照(zhao)全國(guo)互認,構建電(dian)子(zi)證(zheng)照(zhao)應(ying)用(yong)協調機制(zhi),推(tui)進電(dian)子(zi)證(zheng)照(zhao)標(biao)準化(hua)(hua)規范(fan)化(hua)(hua),以(yi)及提(ti)升電(dian)子(zi)證(zheng)照(zhao)數據質(zhi)量等方(fang)面(mian)提(ti)出了具體(ti)(ti)措施。《意(yi)見》的出臺,對于構建全國(guo)一(yi)體(ti)(ti)化(hua)(hua)的電(dian)子(zi)證(zheng)照(zhao)建設(she)應(ying)用(yong)格局(ju)指明了方(fang)向。
落實好《意見(jian)》要(yao)求(qiu),重點要(yao)做好三個統籌。
一是統(tong)籌數(shu)據。將電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)納(na)入政務(wu)(wu)(wu)服務(wu)(wu)(wu)、電(dian)子(zi)(zi)政務(wu)(wu)(wu)以及數(shu)據資源體(ti)系一體(ti)規劃(hua)和(he)服務(wu)(wu)(wu)。一方面,構建實體(ti)證(zheng)(zheng)照(zhao)(zhao)與電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)同步(bu)生(sheng)成(cheng)和(he)制(zhi)發的(de)機制(zhi),確保電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)生(sheng)成(cheng)及時、數(shu)據準確;另一方面,推動歷史證(zheng)(zheng)照(zhao)(zhao)電(dian)子(zi)(zi)化(hua),確保電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)“全量(liang)制(zhi)發”。充分(fen)依托(tuo)全國一體(ti)化(hua)政務(wu)(wu)(wu)服務(wu)(wu)(wu)平臺、政務(wu)(wu)(wu)服務(wu)(wu)(wu)便(bian)民熱(re)線等渠道,搜集和(he)處理電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)數(shu)據質(zhi)量(liang)問(wen)題,提升電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)標準化(hua)規范化(hua)水平,確保電(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)產的(de)出、拿(na)的(de)到(dao)、用的(de)好。
二是(shi)統籌標(biao)(biao)準(zhun)。建立健全(quan)(quan)電子證(zheng)照(zhao)標(biao)(biao)準(zhun)體系,行業(ye)主管部門要牽(qian)頭制(zhi)(zhi)定(ding)完善本(ben)行業(ye)數據治(zhi)理、證(zheng)照(zhao)制(zhi)(zhi)發(fa)、應用服務等相(xiang)關標(biao)(biao)準(zhun),全(quan)(quan)面推行“一(yi)證(zheng)一(yi)標(biao)(biao)”,支撐電子化應用和全(quan)(quan)國互通互認。
三是統(tong)籌(chou)業務(wu)。將電子證照(zhao)應用與“證照(zhao)分(fen)離(li)”、“一(yi)業一(yi)證”等(deng)改革緊(jin)密銜接,統(tong)籌(chou)推進(jin)政務(wu)服務(wu)“跨省(sheng)通辦”“一(yi)網(wang)通辦”。
按(an)照(zhao)國家部署要求,山東(dong)(dong)省堅持“一(yi)盤棋”推(tui)動,將電子證照(zhao)建設應用(yong)工作納入(ru)數字(zi)強(qiang)省建設規(gui)劃(hua)統(tong)籌(chou)推(tui)進,按(an)照(zhao)“業(ye)務(wu)—系統(tong)—數據”相匹配(pei)的原則(ze),加強(qiang)證照(zhao)數據生(sheng)(sheng)(sheng)產,推(tui)動數據統(tong)一(yi)歸集,電子證照(zhao)統(tong)一(yi)制發。在(zai)婚姻、戶籍、不(bu)動產等重點領域穩步開展歷史(shi)數據電子化,提升(sheng)證照(zhao)數據覆蓋(gai)面和精準度。在(zai)此基礎上,依托(tuo)“愛(ai)山東(dong)(dong)”移(yi)動政(zheng)務(wu)服務(wu)平臺,建立個(ge)人(ren)和企業(ye)的“電子卡包”,提供“記錄一(yi)生(sheng)(sheng)(sheng)、管理(li)一(yi)生(sheng)(sheng)(sheng)、服務(wu)一(yi)生(sheng)(sheng)(sheng)”全生(sheng)(sheng)(sheng)命周(zhou)期服務(wu)。目(mu)前,“電子卡包”已接(jie)入(ru)了身份(fen)證、社保卡、駕駛證、行駛證、老(lao)年人(ren)優(you)待證、營業(ye)執照(zhao)等400多類(lei)電子證照(zhao),支持企業(ye)群眾通過手機自主“亮證”,取(qu)得明顯成效(xiao)。
堅持需求導向,提升電子證照應用服務效能
《意見》緊貼企(qi)業群眾的需(xu)求,以(yi)減(jian)證(zheng)(zheng)便民為目標,提(ti)(ti)出在(zai)深化(hua)便民服務、助力優化(hua)營商環境等(deng)方面(mian),全面(mian)擴(kuo)大個人(ren)、企(qi)業電子(zi)證(zheng)(zheng)照應(ying)用領(ling)(ling)域,推動(dong)電子(zi)證(zheng)(zheng)照社會(hui)化(hua)應(ying)用,特別是在(zai)合同(tong)訂立、人(ren)員招聘、交(jiao)通(tong)出行等(deng)社會(hui)場景(jing)和領(ling)(ling)域,不斷提(ti)(ti)升(sheng)電子(zi)證(zheng)(zheng)照社會(hui)認可度。
做好電子證(zheng)照(zhao)(zhao)應(ying)(ying)用(yong),一(yi)(yi)(yi)方(fang)面,要(yao)堅持需(xu)求導向(xiang),聚焦群眾企(qi)業(ye)的常用(yong)場景、高頻(pin)需(xu)求推動(dong)證(zheng)照(zhao)(zhao)應(ying)(ying)用(yong),找(zhao)準(zhun)工作(zuo)靶向(xiang),做到“問需(xu)于民”,提(ti)高工作(zuo)的精(jing)準(zhun)度(du)。要(yao)圍(wei)繞(rao)(rao)個(ge)人(ren)(ren)和企(qi)業(ye)的需(xu)求,推動(dong)個(ge)人(ren)(ren)電子證(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)覆蓋(gai)(gai)與群眾生(sheng)活(huo)密切相關的婚(hun)姻登(deng)記(ji)(ji)、養(yang)老保險、不動(dong)產登(deng)記(ji)(ji)等領(ling)域,企(qi)業(ye)電子證(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)覆蓋(gai)(gai)企(qi)業(ye)登(deng)記(ji)(ji)、經營(ying)、投資(zi)和工程建設等領(ling)域,通過證(zheng)照(zhao)(zhao)數據共享、手機“亮證(zheng)”、線上查詢核驗等多(duo)種方(fang)式,支撐(cheng)事(shi)項(xiang)(xiang)辦理所需(xu)信(xin)息免填寫、紙質證(zheng)明(ming)材料免提(ti)交、相關信(xin)息“最多(duo)報一(yi)(yi)(yi)次”。另一(yi)(yi)(yi)方(fang)面,要(yao)堅持應(ying)(ying)用(yong)導向(xiang),“制證(zheng)”不是(shi)目的,“用(yong)證(zheng)”才是(shi)關鍵。注重電子證(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)與制度(du)保障、服(fu)務優(you)化協同(tong)推動(dong),及時修(xiu)訂與電子證(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)不一(yi)(yi)(yi)致的規章制度(du),整合優(you)化服(fu)務流程,變“多(duo)件事(shi)”為“一(yi)(yi)(yi)件事(shi)”,對能夠(gou)通過事(shi)中事(shi)后監管糾正且風(feng)險可控的證(zheng)明(ming)事(shi)項(xiang)(xiang)推行告(gao)知(zhi)承諾。圍(wei)繞(rao)(rao)高頻(pin)證(zheng)照(zhao)(zhao)、重點領(ling)域開展(zhan)專項(xiang)(xiang)行動(dong),擴大社會知(zhi)曉度(du)和覆蓋(gai)(gai)面,切實把證(zheng)照(zhao)(zhao)用(yong)好用(yong)活(huo)。
近年來(lai),山東(dong)省(sheng)圍繞(rao)高頻證(zheng)(zheng)(zheng)(zheng)照(zhao)(zhao)服務(wu)(wu)(wu)需(xu)求,開展了“電(dian)(dian)子兩證(zheng)(zheng)(zheng)(zheng)”(電(dian)(dian)子身份(fen)證(zheng)(zheng)(zheng)(zheng)、電(dian)(dian)子營業執(zhi)照(zhao)(zhao))應(ying)用專(zhuan)項行(xing)動(dong),全面推(tui)(tui)(tui)動(dong)各類電(dian)(dian)子證(zheng)(zheng)(zheng)(zheng)照(zhao)(zhao)應(ying)用,取(qu)得較好成效。目前,群(qun)眾到全省(sheng)各級政務(wu)(wu)(wu)服務(wu)(wu)(wu)大廳(ting)辦事,可(ke)通過“愛山東(dong)”移動(dong)政務(wu)(wu)(wu)服務(wu)(wu)(wu)平臺(tai)出示電(dian)(dian)子身份(fen)證(zheng)(zheng)(zheng)(zheng),工(gong)作人員掃碼獲取(qu),不再需(xu)要(yao)提交實體(ti)證(zheng)(zheng)(zheng)(zheng)照(zhao)(zhao)。在政務(wu)(wu)(wu)服務(wu)(wu)(wu)領域率先應(ying)用基礎上,逐(zhu)步(bu)向與群(qun)眾密(mi)切(qie)相(xiang)關的交通出行(xing)、旅游、住宿(su)、就醫、水電(dian)(dian)氣暖等(deng)(deng)領域拓展。當前,正加快推(tui)(tui)(tui)進全省(sheng)統一的“居民碼”建(jian)(jian)設(she)應(ying)用,推(tui)(tui)(tui)動(dong)省(sheng)內各級各部門制(zhi)發的各類電(dian)(dian)子“證(zheng)(zheng)(zheng)(zheng)、照(zhao)(zhao)、卡、碼”與之(zhi)相(xiang)關聯,做(zuo)到“一碼通行(xing)”。同時積極推(tui)(tui)(tui)動(dong)與長三角等(deng)(deng)地區(qu)的電(dian)(dian)子證(zheng)(zheng)(zheng)(zheng)照(zhao)(zhao)跨省(sheng)互認。濟南、青島(dao)、棗莊(zhuang)、淄博、煙臺(tai)、日照(zhao)(zhao)等(deng)(deng)多(duo)個市開展“無(wu)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)城市”建(jian)(jian)設(she),依(yi)托電(dian)(dian)子證(zheng)(zheng)(zheng)(zheng)照(zhao)(zhao)等(deng)(deng)推(tui)(tui)(tui)動(dong)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)材料應(ying)減(jian)盡(jin)減(jian),推(tui)(tui)(tui)行(xing)“清單之(zhi)外無(wu)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)”。
夯實數字底座,提升電子證照應用支撐能力
《意(yi)見》強調要強化基礎(chu)支撐(cheng),對提升電(dian)(dian)子(zi)證(zheng)照(zhao)服務平臺、電(dian)(dian)子(zi)印(yin)章支撐(cheng)保障能力(li),加強電(dian)(dian)子(zi)證(zheng)照(zhao)應用安全監管作出安排部署(shu)。
深化(hua)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)(yong)(yong)(yong),必須切實夯實平臺(tai),為應(ying)(ying)用(yong)(yong)(yong)(yong)打(da)下堅實基(ji)礎支(zhi)(zhi)(zhi)撐(cheng)。在這方(fang)面,近(jin)幾年山東省(sheng)按照(zhao)(zhao)國家要(yao)求,結合工作實際,強(qiang)化(hua)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)統(tong)(tong)籌謀劃,建(jian)設了省(sheng)級(ji)(ji)統(tong)(tong)一(yi)(yi)的(de)(de)(de)(de)(de)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)基(ji)礎庫、省(sheng)級(ji)(ji)及16市(shi)(shi)一(yi)(yi)體(ti)(ti)化(hua)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)平臺(tai)、統(tong)(tong)一(yi)(yi)電(dian)(dian)子(zi)(zi)(zi)(zi)簽(qian)章(zhang)平臺(tai),以及“愛山東”移動(dong)政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)平臺(tai)“電(dian)(dian)子(zi)(zi)(zi)(zi)卡(ka)包”,構建(jian)形成全(quan)省(sheng)一(yi)(yi)體(ti)(ti)化(hua)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)(yong)(yong)(yong)支(zhi)(zhi)(zhi)撐(cheng)體(ti)(ti)系,實現(xian)對全(quan)省(sheng)各(ge)級(ji)(ji)各(ge)部(bu)門電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)的(de)(de)(de)(de)(de)統(tong)(tong)一(yi)(yi)歸(gui)(gui)集(ji)、統(tong)(tong)一(yi)(yi)簽(qian)章(zhang)、統(tong)(tong)一(yi)(yi)亮(liang)證(zheng)(zheng)(zheng),取得了一(yi)(yi)定成效。工作推進中,建(jian)議一(yi)(yi)是(shi)(shi)強(qiang)化(hua)“制證(zheng)(zheng)(zheng)”支(zhi)(zhi)(zhi)撐(cheng)。因地(di)制宜建(jian)設電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)、電(dian)(dian)子(zi)(zi)(zi)(zi)簽(qian)章(zhang)等(deng)平臺(tai)系統(tong)(tong),支(zhi)(zhi)(zhi)持電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)及時生(sheng)成和制發(fa)。各(ge)省(sheng)市(shi)(shi)平臺(tai)系統(tong)(tong)要(yao)納入全(quan)國一(yi)(yi)體(ti)(ti)化(hua)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)服(fu)(fu)務(wu)(wu)體(ti)(ti)系,支(zhi)(zhi)(zhi)持跨地(di)區(qu)、跨部(bu)門的(de)(de)(de)(de)(de)證(zheng)(zheng)(zheng)照(zhao)(zhao)核驗(yan)數(shu)據(ju)流轉(zhuan)服(fu)(fu)務(wu)(wu)。鼓勵第三方(fang)電(dian)(dian)子(zi)(zi)(zi)(zi)認證(zheng)(zheng)(zheng)服(fu)(fu)務(wu)(wu)機(ji)構加快(kuai)創(chuang)新,實現(xian)不同形式的(de)(de)(de)(de)(de)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)與(yu)(yu)電(dian)(dian)子(zi)(zi)(zi)(zi)簽(qian)名、電(dian)(dian)子(zi)(zi)(zi)(zi)印章(zhang)的(de)(de)(de)(de)(de)融合發(fa)展(zhan)(zhan)。二是(shi)(shi)強(qiang)化(hua)“用(yong)(yong)(yong)(yong)證(zheng)(zheng)(zheng)”支(zhi)(zhi)(zhi)撐(cheng)。充分(fen)依托一(yi)(yi)體(ti)(ti)化(hua)政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)平臺(tai)、政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)移動(dong)客戶(hu)端(duan)等(deng)渠道,提供快(kuai)速“亮(liang)證(zheng)(zheng)(zheng)”“亮(liang)碼(ma)”等(deng)服(fu)(fu)務(wu)(wu),提升電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)(yong)(yong)(yong)的(de)(de)(de)(de)(de)便捷度(du)。推進部(bu)門業務(wu)(wu)系統(tong)(tong)與(yu)(yu)數(shu)據(ju)共享平臺(tai)對接,支(zhi)(zhi)(zhi)持證(zheng)(zheng)(zheng)照(zhao)(zhao)數(shu)據(ju)自動(dong)核驗(yan),實現(xian)相關信(xin)息免填(tian)寫、紙質證(zheng)(zheng)(zheng)明免提交。三是(shi)(shi)強(qiang)化(hua)安(an)全(quan)支(zhi)(zhi)(zhi)撐(cheng)。樹立底線思維,守(shou)牢(lao)安(an)全(quan)底線,圍繞(rao)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)簽(qian)發(fa)、歸(gui)(gui)集(ji)、存(cun)儲和使用(yong)(yong)(yong)(yong)等(deng)各(ge)環節(jie),開(kai)(kai)展(zhan)(zhan)全(quan)流程安(an)全(quan)管控,積極(ji)探索運用(yong)(yong)(yong)(yong)區(qu)塊鏈(lian)、隱私(si)計(ji)算等(deng)技術手段,開(kai)(kai)展(zhan)(zhan)證(zheng)(zheng)(zheng)照(zhao)(zhao)應(ying)(ying)用(yong)(yong)(yong)(yong)的(de)(de)(de)(de)(de)追蹤溯(su)源和精準授權(quan)。同時,開(kai)(kai)展(zhan)(zhan)電(dian)(dian)子(zi)(zi)(zi)(zi)證(zheng)(zheng)(zheng)照(zhao)(zhao)的(de)(de)(de)(de)(de)分(fen)級(ji)(ji)分(fen)類(lei)管理,對于承載重(zhong)要(yao)敏感數(shu)據(ju)的(de)(de)(de)(de)(de)證(zheng)(zheng)(zheng)照(zhao)(zhao),按照(zhao)(zhao)“最(zui)小必要(yao)”原則提供服(fu)(fu)務(wu)(wu)。
