中共中央辦公廳 國務院辦公廳關于加快公共數據資源開發利用的意見

各級黨(dang)政機關、企事業(ye)單位依法履職或提(ti)供公(gong)共服務過(guo)程中(zhong)產生(sheng)的(de)公(gong)共數(shu)(shu)據(ju),是(shi)國家重要(yao)的(de)基礎性戰略資(zi)源(yuan)。為加快公(gong)共數(shu)(shu)據(ju)資(zi)源(yuan)開(kai)發(fa)利用,充分釋放公(gong)共數(shu)(shu)據(ju)要(yao)素潛(qian)能,推(tui)動高質(zhi)量(liang)發(fa)展(zhan),經(jing)黨(dang)中(zhong)央、國務院同意(yi),現提(ti)出如(ru)下意(yi)見。
一、總體要求
堅(jian)持以習近平(ping)(ping)新(xin)(xin)時代中國特色社會主(zhu)義思想為(wei)指(zhi)導,深(shen)入貫(guan)徹黨(dang)的二十大和二十屆二中、三中全(quan)(quan)會精(jing)神,完整準確全(quan)(quan)面貫(guan)徹新(xin)(xin)發展(zhan)理念,統籌發展(zhan)和安全(quan)(quan),兼顧效率與公(gong)(gong)平(ping)(ping),以促進公(gong)(gong)共(gong)(gong)數(shu)據合規高效流(liu)(liu)通(tong)使(shi)用(yong)為(wei)主(zhu)線(xian),以提高資(zi)源開發利用(yong)水平(ping)(ping)為(wei)目標(biao),破(po)除公(gong)(gong)共(gong)(gong)數(shu)據流(liu)(liu)通(tong)使(shi)用(yong)的體制性障礙、機制性梗(geng)阻,激發共(gong)(gong)享開放動力(li),優(you)化公(gong)(gong)共(gong)(gong)數(shu)據資(zi)源配置(zhi),釋放市場創新(xin)(xin)活力(li),充(chong)分發揮數(shu)據要素(su)放大、疊加、倍增(zeng)效應,為(wei)不斷做(zuo)(zuo)強做(zuo)(zuo)優(you)做(zuo)(zuo)大數(shu)字經濟、構(gou)筑國家競(jing)爭(zheng)新(xin)(xin)優(you)勢(shi)提供堅(jian)實支撐。
工作中要做到:堅(jian)持(chi)政府指導(dao)、市場驅動。加(jia)強政府指導(dao)和調控,更好發(fa)揮市場機制(zhi)作用,有效(xiao)擴大公共(gong)數據(ju)供給,提高公共(gong)數據(ju)資源配置效(xiao)率(lv)和使用效(xiao)益(yi)。堅(jian)持(chi)尊重規(gui)(gui)律、守正創新(xin)。鼓勵各地(di)(di)(di)區各部門因地(di)(di)(di)制(zhi)宜推(tui)動共(gong)享開(kai)(kai)放(fang),探索開(kai)(kai)展依規(gui)(gui)授(shou)權(quan)運營,完善資源開(kai)(kai)發(fa)利(li)用制(zhi)度(du)(du)。堅(jian)持(chi)系統推(tui)進、高效(xiao)協(xie)同。加(jia)強頂層設(she)計,厘(li)清部門和地(di)(di)(di)方的管理邊界(jie),逐(zhu)步形(xing)成權(quan)責清晰(xi)、條塊協(xie)同的公共(gong)數據(ju)資源開(kai)(kai)發(fa)利(li)用格局。堅(jian)持(chi)加(jia)快發(fa)展、維護安全。推(tui)動制(zhi)度(du)(du)建設(she)和能力(li)建設(she)相結合,將(jiang)安全貫(guan)穿公共(gong)數據(ju)資源開(kai)(kai)發(fa)利(li)用全過程,防(fang)范各種數據(ju)風險。
主要目(mu)標是:到(dao)2025年,公(gong)(gong)共(gong)數(shu)(shu)據(ju)(ju)資(zi)(zi)源開(kai)(kai)發(fa)利用(yong)(yong)制度(du)(du)規(gui)(gui)則初(chu)(chu)步建立,資(zi)(zi)源供給規(gui)(gui)模和(he)質量明(ming)顯(xian)提(ti)升,數(shu)(shu)據(ju)(ju)產品和(he)服(fu)務不斷豐(feng)富(fu),重點行業、地區(qu)公(gong)(gong)共(gong)數(shu)(shu)據(ju)(ju)資(zi)(zi)源開(kai)(kai)發(fa)利用(yong)(yong)取得明(ming)顯(xian)成(cheng)效,培(pei)育(yu)一批數(shu)(shu)據(ju)(ju)要素型(xing)企業,公(gong)(gong)共(gong)數(shu)(shu)據(ju)(ju)資(zi)(zi)源要素作用(yong)(yong)初(chu)(chu)步顯(xian)現。到(dao)2030年,公(gong)(gong)共(gong)數(shu)(shu)據(ju)(ju)資(zi)(zi)源開(kai)(kai)發(fa)利用(yong)(yong)制度(du)(du)規(gui)(gui)則更加(jia)成(cheng)熟(shu),資(zi)(zi)源開(kai)(kai)發(fa)利用(yong)(yong)體(ti)(ti)系(xi)全(quan)面建成(cheng),數(shu)(shu)據(ju)(ju)流(liu)通使用(yong)(yong)合規(gui)(gui)高效,公(gong)(gong)共(gong)數(shu)(shu)據(ju)(ju)在賦能(neng)(neng)實體(ti)(ti)經(jing)濟、擴(kuo)大消(xiao)費需(xu)求、拓(tuo)展(zhan)投資(zi)(zi)空(kong)間、提(ti)升治(zhi)理能(neng)(neng)力中的要素作用(yong)(yong)充分(fen)發(fa)揮。
二、深化數據要素配置改革,擴大公共數據資源供給
(一)統籌推(tui)進政(zheng)務(wu)數(shu)(shu)(shu)據共(gong)享(xiang)(xiang)(xiang)。完善(shan)政(zheng)務(wu)數(shu)(shu)(shu)據目錄,實行統一管理,推(tui)動實現“一數(shu)(shu)(shu)一源”,不斷(duan)提(ti)升(sheng)政(zheng)務(wu)數(shu)(shu)(shu)據質量和(he)管理水(shui)平。推(tui)動主動共(gong)享(xiang)(xiang)(xiang)與按(an)需共(gong)享(xiang)(xiang)(xiang)相結合,完善(shan)政(zheng)務(wu)數(shu)(shu)(shu)據共(gong)享(xiang)(xiang)(xiang)責(ze)任清單,做好資源發布工作(zuo)。強化已有數(shu)(shu)(shu)據共(gong)享(xiang)(xiang)(xiang)平臺的支撐(cheng)作(zuo)用(yong),圍繞“高效辦成一件事”,推(tui)進跨(kua)層(ceng)級、跨(kua)地(di)域、跨(kua)系統、跨(kua)部門、跨(kua)業務(wu)政(zheng)務(wu)數(shu)(shu)(shu)據共(gong)享(xiang)(xiang)(xiang)和(he)業務(wu)協(xie)同(tong),不斷(duan)增(zeng)強群眾和(he)企業的獲得感。
(二(er))有(you)序推動(dong)公(gong)共(gong)數(shu)(shu)據(ju)開(kai)放(fang)(fang)(fang)(fang)。健全公(gong)共(gong)數(shu)(shu)據(ju)開(kai)放(fang)(fang)(fang)(fang)政策體系,明確公(gong)共(gong)數(shu)(shu)據(ju)開(kai)放(fang)(fang)(fang)(fang)的(de)權責和范(fan)圍,在維護國(guo)家(jia)數(shu)(shu)據(ju)安全、保護個人信(xin)息(xi)和商業(ye)秘密(mi)前(qian)提下,依法依規有(you)序開(kai)放(fang)(fang)(fang)(fang)公(gong)共(gong)數(shu)(shu)據(ju)。完善公(gong)共(gong)數(shu)(shu)據(ju)開(kai)放(fang)(fang)(fang)(fang)平臺(tai),編制公(gong)布開(kai)放(fang)(fang)(fang)(fang)目錄(lu)并動(dong)態(tai)更新,優先開(kai)放(fang)(fang)(fang)(fang)與民生(sheng)緊密(mi)相關、社會需求迫(po)切(qie)的(de)數(shu)(shu)據(ju),鼓勵(li)建立公(gong)共(gong)數(shu)(shu)據(ju)開(kai)放(fang)(fang)(fang)(fang)需求受理反饋機制,提高開(kai)放(fang)(fang)(fang)(fang)數(shu)(shu)據(ju)的(de)完整性、準確性、及(ji)時性和機器可讀性。
(三)鼓勵探(tan)索(suo)公(gong)共(gong)數(shu)據(ju)(ju)(ju)授(shou)權(quan)運(yun)(yun)營(ying)(ying)(ying)(ying)。落實(shi)數(shu)據(ju)(ju)(ju)產權(quan)結(jie)(jie)構性分(fen)(fen)置制(zhi)度要(yao)求(qiu),探(tan)索(suo)建(jian)立公(gong)共(gong)數(shu)據(ju)(ju)(ju)分(fen)(fen)類分(fen)(fen)級授(shou)權(quan)機(ji)制(zhi)。加(jia)強對(dui)授(shou)權(quan)運(yun)(yun)營(ying)(ying)(ying)(ying)工(gong)作(zuo)的(de)統籌(chou)管(guan)(guan)(guan)(guan)理(li),明(ming)確(que)數(shu)據(ju)(ju)(ju)管(guan)(guan)(guan)(guan)理(li)機(ji)構,探(tan)索(suo)將授(shou)權(quan)運(yun)(yun)營(ying)(ying)(ying)(ying)納入(ru)“三重一大”決策范圍,明(ming)確(que)授(shou)權(quan)條件(jian)、運(yun)(yun)營(ying)(ying)(ying)(ying)模式、運(yun)(yun)營(ying)(ying)(ying)(ying)期限(xian)、退出機(ji)制(zhi)和安全管(guan)(guan)(guan)(guan)理(li)責任,結(jie)(jie)合實(shi)際采用整(zheng)體授(shou)權(quan)、分(fen)(fen)領(ling)域授(shou)權(quan)、依場景授(shou)權(quan)等(deng)模式,授(shou)權(quan)符合條件(jian)的(de)運(yun)(yun)營(ying)(ying)(ying)(ying)機(ji)構開展公(gong)共(gong)數(shu)據(ju)(ju)(ju)資源(yuan)開發、產品(pin)經(jing)營(ying)(ying)(ying)(ying)和技術服務。數(shu)據(ju)(ju)(ju)管(guan)(guan)(guan)(guan)理(li)機(ji)構要(yao)履行行業監管(guan)(guan)(guan)(guan)職責,指(zhi)導監督運(yun)(yun)營(ying)(ying)(ying)(ying)機(ji)構依法依規經(jing)營(ying)(ying)(ying)(ying)。運(yun)(yun)營(ying)(ying)(ying)(ying)機(ji)構要(yao)落實(shi)授(shou)權(quan)要(yao)求(qiu),規范運(yun)(yun)營(ying)(ying)(ying)(ying)行為,面向市場公(gong)平提供(gong)服務,嚴(yan)禁未經(jing)授(shou)權(quan)超范圍使(shi)用數(shu)據(ju)(ju)(ju)。加(jia)快形成權(quan)責清(qing)晰、部省協同(tong)的(de)授(shou)權(quan)運(yun)(yun)營(ying)(ying)(ying)(ying)格局。適時制(zhi)定公(gong)共(gong)數(shu)據(ju)(ju)(ju)資源(yuan)授(shou)權(quan)運(yun)(yun)營(ying)(ying)(ying)(ying)管(guan)(guan)(guan)(guan)理(li)規定。
三、加強資源管理,規范公共數據授權運營
(四)健全(quan)資(zi)源(yuan)管理(li)制度。建立(li)公(gong)(gong)共數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)資(zi)源(yuan)登記(ji)制度,依托政務數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)目錄,根據(ju)(ju)(ju)(ju)(ju)應(ying)用(yong)需(xu)求,編制形(xing)成公(gong)(gong)共數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)資(zi)源(yuan)目錄,對納入授(shou)權運營范圍的公(gong)(gong)共數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)資(zi)源(yuan)實行登記(ji)管理(li)。提高公(gong)(gong)共數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)資(zi)源(yuan)可用(yong)性(xing),推動(dong)數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)資(zi)源(yuan)標準化、規范化建設,開展數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)分類分級管理(li),強化數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)源(yuan)頭治理(li)和質(zhi)量(liang)監督檢查,實現數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)質(zhi)量(liang)可反饋、使用(yong)過程可追溯、數(shu)(shu)據(ju)(ju)(ju)(ju)(ju)異議(yi)可處置。
(五)完(wan)善運營(ying)監督。建立公(gong)(gong)共數(shu)據資源授(shou)(shou)權運營(ying)情況披露機(ji)制,按規定公(gong)(gong)開授(shou)(shou)權對象、內(nei)容、范圍和(he)時限等(deng)授(shou)(shou)權運營(ying)情況。運營(ying)機(ji)構應公(gong)(gong)開公(gong)(gong)共數(shu)據產品和(he)服務能力清(qing)單(dan),披露公(gong)(gong)共數(shu)據資源使用(yong)情況,接受社(she)會監督。運營(ying)機(ji)構應依(yi)法(fa)依(yi)規在授(shou)(shou)權范圍內(nei)開展業務,不得實(shi)(shi)施(shi)與(yu)其他(ta)經營(ying)主(zhu)體達成壟(long)斷協議或濫(lan)用(yong)市場支配地位等(deng)壟(long)斷行為,不得實(shi)(shi)施(shi)不正當競爭行為。
(六)建立健全價(jia)格形成機(ji)制(zhi)維護公(gong)共(gong)(gong)(gong)利(li)益。發揮好價(jia)格政策(ce)的杠桿(gan)調(diao)節作用(yong),加快建立符合(he)公(gong)共(gong)(gong)(gong)數據要素特性的價(jia)格形成機(ji)制(zhi)。指導推(tui)動用(yong)于(yu)公(gong)共(gong)(gong)(gong)治理(li)(li)、公(gong)益事業的公(gong)共(gong)(gong)(gong)數據產品和服務有(you)條(tiao)件無償使用(yong)。用(yong)于(yu)產業發展、行(xing)業發展的公(gong)共(gong)(gong)(gong)數據經營(ying)性產品和服務,確需(xu)收費的,實行(xing)政府指導定價(jia)管(guan)理(li)(li)。
四、鼓勵應用創新,推動數據產業健康發展
(七)豐(feng)富(fu)數據(ju)應(ying)(ying)(ying)用(yong)場景(jing)。在市(shi)場需求大、數據(ju)資源多的行業和領域,拓展應(ying)(ying)(ying)用(yong)場景(jing),鼓勵(li)經營(ying)主體(ti)利(li)用(yong)公(gong)共(gong)(gong)數據(ju)資源開發(fa)產品、提供服務(wu)。鼓勵(li)和支(zhi)持(chi)企事(shi)業單位和社會組織有條件無償使用(yong)公(gong)共(gong)(gong)數據(ju)開發(fa)公(gong)益(yi)產品,提供便民利(li)民服務(wu)。支(zhi)持(chi)人工智(zhi)(zhi)能政務(wu)服務(wu)大模(mo)型開發(fa)、訓練和應(ying)(ying)(ying)用(yong),提高公(gong)共(gong)(gong)服務(wu)和社會治理智(zhi)(zhi)能化(hua)水平。
(八)推動區域(yu)數(shu)(shu)據(ju)(ju)(ju)協作。落實(shi)區域(yu)重(zhong)大(da)戰略(lve)、區域(yu)協調發(fa)展戰略(lve)部(bu)署,鼓勵京津冀、長(chang)三角、粵港澳大(da)灣區以(yi)及(ji)成渝地(di)區雙城經濟圈、長(chang)江中(zhong)游城市群等(deng)創新(xin)推動公(gong)共數(shu)(shu)據(ju)(ju)(ju)資源開發(fa)利用,促進(jin)全國一體(ti)化(hua)數(shu)(shu)據(ju)(ju)(ju)市場發(fa)展,培育(yu)新(xin)興(xing)產(chan)業。探索建立公(gong)共數(shu)(shu)據(ju)(ju)(ju)資源開發(fa)利用區域(yu)合作和利益調節機(ji)制,支持東中(zhong)西部(bu)地(di)區發(fa)揮比較優勢,在數(shu)(shu)據(ju)(ju)(ju)存儲、計算、服務(wu)等(deng)環節開展區域(yu)協作,共享數(shu)(shu)據(ju)(ju)(ju)要素紅(hong)利。
(九)加強數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)服(fu)務能(neng)力(li)建設。加強數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)基礎設施建設,推動數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)利用(yong)方式向(xiang)共享匯聚和(he)(he)應用(yong)服(fu)務能(neng)力(li)并重(zhong)的(de)方向(xiang)轉變(bian)。推進多元數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)融合應用(yong),豐富(fu)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)產品(pin)和(he)(he)服(fu)務。研究制訂數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)基礎設施標(biao)準(zhun)規(gui)范,推動設施互(hu)聯、能(neng)力(li)互(hu)通,推動構(gou)建協同高效(xiao)的(de)國家公共數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)服(fu)務能(neng)力(li)體系(xi)。鼓勵(li)有條件的(de)地區(qu)探索公共數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)產品(pin)和(he)(he)服(fu)務場內交(jiao)易(yi)模式,統籌數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)交(jiao)易(yi)場所的(de)規(gui)劃布(bu)局(ju),引導和(he)(he)規(gui)范數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)交(jiao)易(yi)場所健(jian)康發展。
(十)繁(fan)榮數據(ju)(ju)(ju)(ju)(ju)產(chan)業(ye)(ye)發(fa)展(zhan)(zhan)生態。將數據(ju)(ju)(ju)(ju)(ju)產(chan)業(ye)(ye)作為鼓(gu)勵發(fa)展(zhan)(zhan)類納入產(chan)業(ye)(ye)結構(gou)調整指導目錄,支(zhi)持數據(ju)(ju)(ju)(ju)(ju)采(cai)(cai)集標注、分(fen)析挖(wa)掘、流通使用、數據(ju)(ju)(ju)(ju)(ju)安全(quan)等技術創新應用,鼓(gu)勵開發(fa)數據(ju)(ju)(ju)(ju)(ju)模型、數據(ju)(ju)(ju)(ju)(ju)核驗(yan)、評(ping)價指數等多形式(shi)數據(ju)(ju)(ju)(ju)(ju)產(chan)品。圍繞數據(ju)(ju)(ju)(ju)(ju)采(cai)(cai)存算(suan)管用,培育高水平數據(ju)(ju)(ju)(ju)(ju)要素型企業(ye)(ye)。聚(ju)焦算(suan)力網(wang)絡和可信流通,支(zhi)持數據(ju)(ju)(ju)(ju)(ju)基礎設施企業(ye)(ye)發(fa)展(zhan)(zhan)。落(luo)實(shi)研(yan)發(fa)費用加計扣(kou)除(chu)、高新技術企業(ye)(ye)稅收優惠等政策。支(zhi)持數據(ju)(ju)(ju)(ju)(ju)行(xing)(xing)業(ye)(ye)協會、學會等社會團(tuan)體和產(chan)業(ye)(ye)聯盟發(fa)展(zhan)(zhan),凝(ning)聚(ju)行(xing)(xing)業(ye)(ye)共(gong)識,加強(qiang)行(xing)(xing)業(ye)(ye)自律,推動行(xing)(xing)業(ye)(ye)發(fa)展(zhan)(zhan)。
五、統籌發展和安全,營造開發利用良好環境
(十一)加(jia)大創新激勵(li)。明確公共(gong)數據(ju)(ju)管(guan)(guan)理(li)(li)和(he)運(yun)(yun)營(ying)的責(ze)任(ren)邊界,圍繞強化(hua)管(guan)(guan)理(li)(li)職責(ze)優化(hua)機構(gou)編制資源(yuan)配置。在有條件(jian)的地區(qu)和(he)部(bu)門,按照管(guan)(guan)運(yun)(yun)適度分離(li)的原(yuan)則,在保障政(zheng)(zheng)務應用和(he)公共(gong)服(fu)務的前提下,承擔(dan)數據(ju)(ju)運(yun)(yun)營(ying)職責(ze)的事業(ye)單(dan)位可(ke)按照國家有關規定轉企改制,試(shi)點成立行業(ye)性、區(qu)域性運(yun)(yun)營(ying)機構(gou),并按照國有資產(chan)有關法律(lv)法規進行管(guan)(guan)理(li)(li),符合要求(qiu)的納入經營(ying)性國有資產(chan)集中統一監管(guan)(guan)。研(yan)究制定支持運(yun)(yun)營(ying)機構(gou)發展的激勵(li)政(zheng)(zheng)策(ce)。
(十二)加(jia)(jia)強(qiang)(qiang)安(an)(an)全(quan)管(guan)理。強(qiang)(qiang)化數(shu)(shu)(shu)據(ju)(ju)安(an)(an)全(quan)和(he)(he)個人信息保護,加(jia)(jia)強(qiang)(qiang)對(dui)數(shu)(shu)(shu)據(ju)(ju)資源生產、加(jia)(jia)工(gong)使用(yong)、產品經(jing)營(ying)等開發(fa)利用(yong)全(quan)過程的(de)監督和(he)(he)管(guan)理。建(jian)立健全(quan)分類分級、風(feng)險評估、監測預(yu)警(jing)、應(ying)(ying)急處置等工(gong)作體(ti)系,開展公共數(shu)(shu)(shu)據(ju)(ju)利用(yong)的(de)安(an)(an)全(quan)風(feng)險評估和(he)(he)應(ying)(ying)用(yong)業務規(gui)范性審查(cha)。運營(ying)機(ji)構應(ying)(ying)依(yi)據(ju)(ju)有關(guan)法律法規(gui)和(he)(he)政策要求,履行數(shu)(shu)(shu)據(ju)(ju)安(an)(an)全(quan)主體(ti)責任,采取必要安(an)(an)全(quan)措施,保護公共數(shu)(shu)(shu)據(ju)(ju)安(an)(an)全(quan)。加(jia)(jia)強(qiang)(qiang)技術能力(li)建(jian)設(she),提升數(shu)(shu)(shu)據(ju)(ju)匯聚關(guan)聯風(feng)險識別和(he)(he)管(guan)控(kong)水(shui)平。依(yi)法依(yi)規(gui)予(yu)以保密的(de)公共數(shu)(shu)(shu)據(ju)(ju)不予(yu)開放,嚴格管(guan)控(kong)未(wei)依(yi)法依(yi)規(gui)公開的(de)原始公共數(shu)(shu)(shu)據(ju)(ju)直接(jie)進(jin)入市(shi)場。

六、強化組織實施
(十四)加強(qiang)組(zu)織領導(dao)。堅持和(he)加強(qiang)黨對數(shu)(shu)據(ju)工(gong)作(zuo)的(de)全(quan)面領導(dao)。在(zai)黨中央集中統(tong)一領導(dao)下,各(ge)地區各(ge)部門(men)要(yao)(yao)強(qiang)化組(zu)織實施(shi),結(jie)合實際抓好本(ben)意見貫徹落(luo)實。國(guo)務(wu)院(yuan)辦公廳強(qiang)化工(gong)作(zuo)協調,統(tong)籌推(tui)進政務(wu)數(shu)(shu)據(ju)共享工(gong)作(zuo)。國(guo)家數(shu)(shu)據(ju)局加強(qiang)工(gong)作(zuo)統(tong)籌,動態掌握全(quan)國(guo)公共數(shu)(shu)據(ju)資源開發(fa)利用情況,及時(shi)(shi)協調解決工(gong)作(zuo)中的(de)重要(yao)(yao)問題。重要(yao)(yao)情況及時(shi)(shi)按程序向黨中央、國(guo)務(wu)院(yuan)請示(shi)報告。
(十五)強化(hua)資金(jin)保障。加大(da)中央(yang)預(yu)算內投(tou)資對數(shu)據基礎設(she)施、數(shu)據安全能力建設(she)的支(zhi)持力度。各(ge)(ge)地區各(ge)(ge)部門可結合實際需要統籌安排數(shu)據產品和(he)服務(wu)采(cai)購(gou)經費。鼓勵各(ge)(ge)類金(jin)融(rong)機構創新產品和(he)服務(wu),加大(da)對數(shu)據要素型企業和(he)數(shu)據基礎設(she)施企業的融(rong)資支(zhi)持力度。引導社(she)會資本有(you)序(xu)參與公共數(shu)據資源開發利用活動。
(十六)增強(qiang)支撐能力。加(jia)快建(jian)立(li)數據(ju)產權歸屬認定、市場交易、權益(yi)分配、利益(yi)保護制(zhi)度。統籌數據(ju)領(ling)域(yu)(yu)標(biao)準體(ti)系建(jian)設管理(li)(li),組織開(kai)展(zhan)相關標(biao)準研(yan)制(zhi)、宣傳、執行和評價。依托國(guo)(guo)家(jia)重點研(yan)發計劃、國(guo)(guo)家(jia)科技重大專項等,開(kai)展(zhan)數據(ju)加(jia)密、可信流通、安(an)全(quan)治理(li)(li)等關鍵技術研(yan)究和攻關。加(jia)強(qiang)數據(ju)領(ling)域(yu)(yu)人(ren)才(cai)隊伍建(jian)設,將(jiang)提高做好(hao)數據(ju)工(gong)作(zuo)的能力納入干部教育培(pei)訓內容。積極參與國(guo)(guo)際(ji)交流合(he)作(zuo),推動公(gong)共數據(ju)國(guo)(guo)際(ji)治理(li)(li)規(gui)則、國(guo)(guo)際(ji)標(biao)準制(zhi)定。
(十七)加強評(ping)價監督(du)。各(ge)地區各(ge)部(bu)門可結合實際(ji)探(tan)索開展公(gong)共(gong)數據(ju)資(zi)源開發利用(yong)績效(xiao)考核,依法依規向(xiang)審計機(ji)關(guan)開放(fang)公(gong)共(gong)數據(ju)資(zi)源目錄和開發利用(yong)情(qing)況。鼓勵開展公(gong)共(gong)數據(ju)資(zi)源開發利用(yong)成效(xiao)評(ping)價和第三方評(ping)估,加強經驗總結和宣傳推廣(guang),營造(zao)良好氛圍。
