數字(zi)人社建(jian)設(she)行動實施方案
根據(ju)《數(shu)字(zi)中國建設(she)整體布局規劃(hua)》《國務院關于(yu)加強數(shu)字(zi)政(zheng)府建設(she)的指導意見(jian)》和“十四五”系列規劃(hua)部(bu)署要求,為實施數(shu)字(zi)人社建設(she)行動,增(zeng)強人力(li)資源社會(hui)保障(以下簡稱人社)部(bu)門履職效能(neng)(neng),推進人社領域治理(li)(li)體系和治理(li)(li)能(neng)(neng)力(li)現代(dai)化(hua),制定(ding)本方案。
一、總體要求(qiu)
(一)指導思(si)想
以(yi)習(xi)(xi)近平(ping)(ping)新(xin)時代中(zhong)(zhong)國(guo)特色社會(hui)主義思(si)想為指導(dao),全面(mian)貫(guan)徹落實黨的二(er)十(shi)大(da)精神和黨中(zhong)(zhong)央、國(guo)務院決策部(bu)署,深入貫(guan)徹習(xi)(xi)近平(ping)(ping)總書記關于(yu)網絡強國(guo)的重要思(si)想和數(shu)字(zi)(zi)中(zhong)(zhong)國(guo)的重要論述,強化人(ren)社業務與數(shu)字(zi)(zi)技術的深度融合,構(gou)建(jian)一(yi)體(ti)化、數(shu)字(zi)(zi)化、智能化人(ren)社工作(zuo)新(xin)形態,發展數(shu)字(zi)(zi)政務、賦能數(shu)字(zi)(zi)經濟、助力(li)數(shu)字(zi)(zi)社會(hui),以(yi)數(shu)字(zi)(zi)人(ren)社助力(li)中(zhong)(zhong)國(guo)式現(xian)代化。
(二)基本(ben)原則(ze)
堅持黨的全面(mian)領導。把黨的領導貫穿數(shu)字人(ren)社建設各方面各環節(jie),貫穿人(ren)社數(shu)字化(hua)改革和制度創新全過程,確保數(shu)字人(ren)社建設正確方向。
堅持以人(ren)民為中(zhong)心。站穩人(ren)(ren)民立場,把握人(ren)(ren)民愿望,著力(li)破解企業群(qun)眾反映強(qiang)烈的急難(nan)愁盼問題(ti),讓數字人(ren)(ren)社(she)建設成果更多更公平(ping)惠及全體人(ren)(ren)民,促進共(gong)同富裕和人(ren)(ren)口高質(zhi)量發(fa)展。
堅持數據賦能。樹(shu)立(li)數字化思維,強化全流(liu)程進系統,形成(cheng)全周期數據(ju)鏈(lian),充(chong)分發(fa)揮(hui)數據(ju)作(zuo)為新(xin)型生產要素的(de)先導(dao)作(zuo)用(yong),讓(rang)數據(ju)在(zai)政策(ce)實施、支持(chi)決策(ce)、服(fu)務(wu)群眾、配置資(zi)源等方面發(fa)揮(hui)更(geng)大(da)作(zuo)用(yong),提升(sheng)人社(she)領域管理服(fu)務(wu)水平,賦能政府治理和經濟社(she)會發(fa)展。
堅持改革(ge)引領。突(tu)出問題導(dao)向、目(mu)標導(dao)向、結果導(dao)向,注重制度創新和技術創新雙輪(lun)驅動(dong)、頂層設計和基層探索有(you)機結合,以數字化(hua)改(gai)革推動(dong)人社領域經辦、服(fu)務、監管(guan)、決策(ce)模式的全方(fang)位變革。
堅持整體協同(tong)。強化系統觀念,增強系統集成,聯通業(ye)(ye)務(wu),打通數據,貫通上(shang)下(xia),促(cu)進(jin)技(ji)術融合(he)、業(ye)(ye)務(wu)融合(he)、數據融合(he),提升跨層級、跨地域、跨系統、跨部門、跨業(ye)(ye)務(wu)的協同管理(li)和服務(wu)水平。
堅持安全可控。貫徹(che)總體(ti)國(guo)家安(an)(an)全(quan)觀,統籌發(fa)展和(he)安(an)(an)全(quan),構建制度、管理(li)和(he)技(ji)術(shu)銜接配套的安(an)(an)全(quan)防護體(ti)系,強化基礎設(she)施、數(shu)據(ju)(ju)資源(yuan)和(he)應用平臺等安(an)(an)全(quan)保障能力,加強個(ge)人(ren)信息保護,守牢網(wang)絡和(he)數(shu)據(ju)(ju)安(an)(an)全(quan)底線(xian)。
(三)主(zhu)要目標
總體目標是(shi),依托金保工程等信(xin)息化(hua)項目,全面推(tui)行人社數(shu)字(zi)化(hua)改革(ge),推(tui)進理念(nian)重(zhong)塑、制(zhi)度重(zhong)構、流程再造,深化(hua)一體化(hua)、發(fa)(fa)展數(shu)字(zi)化(hua)、邁(mai)向智能化(hua),優化(hua)數(shu)字(zi)社保、就業(ye)和(he)人力資(zi)源服務(wu),加(jia)強數(shu)字(zi)新(xin)就業(ye)形態勞動權益保障,實現一體化(hua)辦理、精(jing)準化(hua)服務(wu)、智能化(hua)監管、科學化(hua)決策、生態化(hua)發(fa)(fa)展,引領和(he)支撐人社事業(ye)高質(zhi)量發(fa)(fa)展。
到2025年,數字人社(she)建(jian)設體系初步形成(cheng),人社(she)數字化底座基本建(jian)立,“全(quan)數據共享、全(quan)服務上網、全(quan)業(ye)(ye)務用(yong)卡”成(cheng)效(xiao)更(geng)加廣泛,人社(she)數字化應用(yong)場景不斷涌(yong)現,業(ye)(ye)務實現有機(ji)聯(lian)動,建(jian)成(cheng)橫向(xiang)打(da)通、縱向(xiang)貫通、協(xie)同(tong)高效(xiao)的人社(she)一體化發展格局。
到(dao)2027年,數(shu)字(zi)人社建設(she)取得顯著成(cheng)效,數(shu)字(zi)化(hua)管理新(xin)體(ti)(ti)(ti)系(xi)、服(fu)務新(xin)模式、監(jian)管新(xin)局面(mian)、決策新(xin)途(tu)徑、生(sheng)態發(fa)展(zhan)新(xin)格局全面(mian)形成(cheng),全國人社領域數(shu)字(zi)化(hua)治(zhi)理體(ti)(ti)(ti)系(xi)和治(zhi)理能力成(cheng)熟完備,實現整體(ti)(ti)(ti)“智治(zhi)”。
(四)整體框架
數(shu)字人(ren)社建設行動按(an)照(zhao)“1532”的整(zheng)體(ti)框架進(jin)行布局。“1”即1個總體(ti)目標,深化(hua)(hua)一體(ti)化(hua)(hua)、發展數(shu)字化(hua)(hua)、邁向智能化(hua)(hua),提升人(ren)社領域治(zhi)理體(ti)系和治(zhi)理能力現代化(hua)(hua)水平;“5”即著力打造(zao)一(yi)體化(hua)辦理、精準化(hua)服務、智能化(hua)監管、科學化(hua)決策、生態(tai)化(hua)發展5類(lei)對(dui)內對(dui)外應用場景(jing),引領各類(lei)業務工作(zuo);“3”即持續完善(shan)人社(she)一體化信息平臺、人社(she)大數(shu)據平臺、公(gong)共(gong)基(ji)礎設施(shi)3項(xiang)能力底(di)座(zuo),夯實發展(zhan)基(ji)礎;“2”即(ji)建立(li)健全政策標準(zhun)、安全保障2個(ge)工作支(zhi)柱,提供有力有效(xiao)支(zhi)撐。
二、推進(jin)一體化辦理,塑(su)造數字化管理新體系
(五)以數(shu)(shu)字化推(tui)動(dong)政(zheng)策(ce)精準落(luo)實(shi),支(zhi)(zhi)持(chi)建(jian)立高(gao)質量充分就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)工作(zuo)體(ti)系。建(jian)成全(quan)省統一(yi)(yi)的就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)信(xin)息(xi)(xi)資源庫和(he)就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)信(xin)息(xi)(xi)平(ping)臺,對(dui)內實(shi)現(xian)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)(wu)統一(yi)(yi)辦(ban)理(li)(li)、對(dui)外實(shi)現(xian)服(fu)務(wu)(wu)(wu)(wu)統一(yi)(yi)提供。推(tui)進招聘求職、政(zheng)策(ce)申領、職業(ye)(ye)(ye)(ye)(ye)指導等(deng)在線服(fu)務(wu)(wu)(wu)(wu),支(zhi)(zhi)持(chi)勞動(dong)者(zhe)和(he)企業(ye)(ye)(ye)(ye)(ye)便捷(jie)享受就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)政(zheng)策(ce)和(he)服(fu)務(wu)(wu)(wu)(wu)。匯聚人社全(quan)領域(yu)數(shu)(shu)據資源,共(gong)享相關(guan)部門和(he)市場(chang)機構(gou)數(shu)(shu)據,實(shi)現(xian)政(zheng)策(ce)申領、就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)管理(li)(li)和(he)就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)服(fu)務(wu)(wu)(wu)(wu)等(deng)信(xin)息(xi)(xi)“一(yi)(yi)庫管理(li)(li)”,做準、做實(shi)、做全(quan)服(fu)務(wu)(wu)(wu)(wu)對(dui)象底數(shu)(shu)。打造(zao)全(quan)國(guo)就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)公(gong)共(gong)服(fu)務(wu)(wu)(wu)(wu)平(ping)臺,開通就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)失業(ye)(ye)(ye)(ye)(ye)登記(ji)、就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)見習、就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)政(zheng)策(ce)服(fu)務(wu)(wu)(wu)(wu)等(deng)全(quan)國(guo)統一(yi)(yi)服(fu)務(wu)(wu)(wu)(wu)入口(kou),支(zhi)(zhi)持(chi)全(quan)國(guo)性、跨(kua)地區(qu)就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)(wu)線上辦(ban)理(li)(li)。完善(shan)中(zhong)國(guo)公(gong)共(gong)招聘網(wang)和(he)“就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)在線”,提升(sheng)全(quan)國(guo)一(yi)(yi)站(zhan)式(shi)招聘求職服(fu)務(wu)(wu)(wu)(wu)能力。構(gou)建(jian)全(quan)國(guo)就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)信(xin)息(xi)(xi)資源庫,實(shi)時歸(gui)集就(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)管理(li)(li)和(he)服(fu)務(wu)(wu)(wu)(wu)數(shu)(shu)據,支(zhi)(zhi)持(chi)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)(wu)辦(ban)理(li)(li)和(he)形勢分析研(yan)判。(責(ze)任單位:就業(ye)司、信(xin)息中心按職責(ze)分(fen)工負責(ze))
(六)以數(shu)(shu)字化推動經(jing)辦(ban)服(fu)務(wu)(wu)升級,支(zhi)持健全(quan)多層(ceng)次社(she)會(hui)保(bao)障(zhang)體(ti)系。深(shen)入推進社(she)保(bao)經(jing)辦(ban)數(shu)(shu)字化轉型(xing),實行(xing)“全(quan)險合一”的社(she)保(bao)經(jing)辦(ban)管理服(fu)務(wu)(wu),實現社(she)保(bao)業(ye)(ye)務(wu)(wu)在省(sheng)內(nei)無差別(bie)受理,全(quan)省(sheng)通辦(ban)。實現社(she)保(bao)業(ye)(ye)務(wu)(wu)、財務(wu)(wu)、檔案聯動管理,實現“社(she)稅共(gong)享”“社(she)銀(yin)直聯”,協(xie)同(tong)推進“社(she)稅財銀(yin)”四方(fang)對賬(zhang)。實現工(gong)傷(shang)認定(ding)、勞(lao)動能力(li)鑒(jian)定(ding)、工(gong)傷(shang)待遇(yu)申領協(xie)同(tong)辦(ban)理,實現工(gong)傷(shang)保(bao)險協(xie)議(yi)機構省(sheng)內(nei)及跨省(sheng)聯網直接(jie)結算。強(qiang)化職業(ye)(ye)傷(shang)害(hai)保(bao)障(zhang)等(deng)新就業(ye)(ye)形態勞(lao)動者社(she)保(bao)服(fu)務(wu)(wu)支(zhi)撐能力(li)。健全(quan)社(she)保(bao)數(shu)(shu)據(ju)準實時歸集共(gong)享機制,實現企業(ye)(ye)(職業(ye)(ye))年金(jin)數(shu)(shu)據(ju)匯(hui)聚(ju)、個人養老金(jin)數(shu)(shu)據(ju)共(gong)享,搭建多層(ceng)次社(she)會(hui)保(bao)障(zhang)體(ti)系數(shu)(shu)字全(quan)景圖(tu)。加大“數(shu)(shu)據(ju)找(zhao)人”工(gong)作力(li)度,精準擴大參(can)保(bao)覆蓋面。(責(ze)任單位:社保(bao)中(zhong)心、養老保(bao)險司(si)、工(gong)傷保(bao)險司(si)、失業保(bao)險司(si)、農保(bao)司(si)、基金監管局、信息中(zhong)心按職責(ze)分工(gong)負責(ze))
(七)以數字(zi)化推動(dong)(dong)人(ren)(ren)(ren)才精準培養和有(you)效供(gong)給(gei),支持人(ren)(ren)(ren)力(li)資源開發(fa)創新。健全終(zhong)身職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)培訓工(gong)(gong)作(zuo)體(ti)系(xi),發(fa)展覆蓋(gai)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)生涯全過(guo)程(cheng)的數字(zi)化職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)培訓,動(dong)(dong)態感知市場需求,形成以社(she)會保障卡為載體(ti)的終(zhong)身職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)培訓電子檔(dang)案。建立全國統一的技(ji)工(gong)(gong)教育數字(zi)資源服務(wu)平(ping)臺,推動(dong)(dong)與有(you)關(guan)部門信(xin)息互聯互認。加強職(zhi)(zhi)(zhi)稱評(ping)審、高層(ceng)次人(ren)(ren)(ren)才管(guan)理(li)服務(wu)信(xin)息化,推進相(xiang)關(guan)人(ren)(ren)(ren)才信(xin)息歸集(ji)共享(xiang),健全專業(ye)(ye)(ye)(ye)技(ji)術人(ren)(ren)(ren)才和技(ji)能(neng)(neng)人(ren)(ren)(ren)才庫。完善技(ji)能(neng)(neng)人(ren)(ren)(ren)才評(ping)價工(gong)(gong)作(zuo)網,建立職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)評(ping)價服務(wu)監管(guan)平(ping)臺,實現職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能(neng)(neng)評(ping)價全過(guo)程(cheng)信(xin)息記錄和監管(guan)預警(jing)。加強事業(ye)(ye)(ye)(ye)單位(wei)(wei)工(gong)(gong)資管(guan)理(li)信(xin)息化,推動(dong)(dong)事業(ye)(ye)(ye)(ye)單位(wei)(wei)工(gong)(gong)作(zuo)人(ren)(ren)(ren)員職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)生涯全周期管(guan)理(li)。(責任(ren)單位:職(zhi)業(ye)能力司(si)、專技司(si)、工資司(si)、事業(ye)管理司(si)、信息(xi)中心(xin)(xin)(xin)、指導(dao)中心(xin)(xin)(xin)、考試中心(xin)(xin)(xin)、專家中心(xin)(xin)(xin)按職(zhi)責分(fen)工負(fu)責)
(八)以數字化(hua)推(tui)進(jin)勞動(dong)維權便利化(hua),支持構建(jian)和諧(xie)勞動(dong)關系。推(tui)廣應(ying)用電子勞動(dong)合(he)同,拓寬在人(ren)社服(fu)務(wu)中的應(ying)用場景。推(tui)進(jin)“互聯網+調(diao)解仲裁(cai)(cai)(cai)”、數字仲裁(cai)(cai)(cai)庭、智能仲裁(cai)(cai)(cai)院建(jian)設。推(tui)進(jin)勞動(dong)關系協(xie)同治理(li),調(diao)解、仲裁(cai)(cai)(cai)、勞動(dong)保障監(jian)察聯動(dong)處(chu)置(zhi),實現案(an)件信(xin)息共(gong)享、查證(zheng)事(shi)實互認。與法(fa)院等部(bu)門實現裁(cai)(cai)(cai)審信(xin)息銜接比(bi)對(dui)和案(an)件協(xie)查,開(kai)展勞動(dong)人(ren)事(shi)爭議“總(zong)對(dui)總(zong)”在線訴調(diao)對(dui)接工作,促進(jin)調(diao)解仲裁(cai)(cai)(cai)與訴訟有效(xiao)銜接。統籌推(tui)進(jin)農民工信(xin)息采集歸(gui)集,加(jia)強農民工實名信(xin)息管理(li)。(責(ze)任單位(wei):勞動關系司(si)(si)、農(nong)民工司(si)(si)、調解仲裁司(si)(si)、監察局、信息中(zhong)心按職責(ze)分工負責(ze))
(九(jiu))全(quan)面推(tui)行“一門綜窗(chuang)”。將(jiang)各級人(ren)社服(fu)務(wu)大廳(ting)的(de)“單一窗(chuang)口”整(zheng)合為“綜合窗(chuang)口”,大力推(tui)行受辦分離模(mo)式,現場辦理事(shi)項“只進(jin)一扇(shan)門、一窗(chuang)全(quan)辦結”。向(xiang)有條件(jian)的(de)街(jie)道鄉鎮、社區行政(zheng)村、銀行、郵(you)政(zheng)下沉人(ren)社服(fu)務(wu)窗(chuang)口,建立覆蓋廣泛的(de)自助服(fu)務(wu)體系,推(tui)行全(quan)天候隨(sui)時辦服(fu)務(wu)。通過數(shu)據(ju)共享,進(jin)一步精簡辦事(shi)環節和材料。(責任單位(wei):就業(ye)司、信息中(zhong)心(xin)(xin)、社保中(zhong)心(xin)(xin)、部屬相關單位(wei)按(an)職(zhi)責分工(gong)負(fu)責)
