各省、自(zi)治區、直轄市人民政(zheng)府,國務院各部(bu)委、各直屬機構:
近年(nian)來,隨著(zhu)“互(hu)聯網+政(zheng)(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)”深入(ru)推(tui)進(jin),各(ge)地區各(ge)部門依托(tuo)全國一體化政(zheng)(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺,積極推(tui)進(jin)電子(zi)(zi)(zi)證照(zhao)應(ying)用,持續(xu)優化政(zheng)(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu),在(zai)支撐政(zheng)(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)事(shi)項辦(ban)理減(jian)環(huan)節、減(jian)材料、減(jian)時限、減(jian)費用等(deng)(deng)方(fang)面取(qu)得了(le)初步成效,政(zheng)(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)便捷度(du)、企業和(he)(he)群眾(zhong)獲得感明顯提升。但從全國層面看,電子(zi)(zi)(zi)證照(zhao)還存在(zai)標準(zhun)規范不健全、互(hu)通互(hu)認機制不完(wan)善、共(gong)享(xiang)服(fu)務(wu)(wu)(wu)體系不完(wan)備、應(ying)用場景不豐富等(deng)(deng)突出問題。為加快推(tui)進(jin)電子(zi)(zi)(zi)證照(zhao)擴大應(ying)用領域和(he)(he)全國互(hu)通互(hu)認,實現更多(duo)政(zheng)(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)事(shi)項網上辦(ban)、掌上辦(ban)、一次(ci)辦(ban),進(jin)一步助力深化“放管(guan)服(fu)”改(gai)革和(he)(he)優化營商環(huan)境(jing),經國務(wu)(wu)(wu)院同意,現提出以下意見。
一、總體要求
(一)指導思想(xiang)。以習近平(ping)新時(shi)代中(zhong)國(guo)(guo)特色社會(hui)主(zhu)義思想為指導,全(quan)面貫徹落(luo)實黨(dang)的(de)十九大和十九屆(jie)歷次全(quan)會(hui)精神,按(an)照黨(dang)中(zhong)央、國(guo)(guo)務(wu)(wu)院決策部署,堅持以人(ren)民為中(zhong)心的(de)發(fa)展思想,創(chuang)新行政管理和服(fu)務(wu)(wu)方式,提(ti)升政務(wu)(wu)服(fu)務(wu)(wu)水平(ping),優化(hua)營(ying)商環境,聚焦企業和群(qun)眾(zhong)經常辦理的(de)服(fu)務(wu)(wu)事項,充分依(yi)托全(quan)國(guo)(guo)一體(ti)化(hua)政務(wu)(wu)服(fu)務(wu)(wu)平(ping)臺,推動電子證(zheng)照在(zai)更多領域應用(yong)并實現全(quan)國(guo)(guo)互通互認,讓數據多跑路,讓群(qun)眾(zhong)少跑腿,更好(hao)發(fa)揮電子證(zheng)照應用(yong)在(zai)深化(hua)“放管服(fu)”改(gai)革(ge)、推進數字政府(fu)建設、建設人(ren)民滿意的(de)服(fu)務(wu)(wu)型政府(fu)中(zhong)的(de)支撐保障作(zuo)用(yong),不斷提(ti)升企業和群(qun)眾(zhong)的(de)獲得(de)感和滿意度。
(二)基(ji)本原則。
——堅持系(xi)統觀(guan)念。注重頂層設計,建立完善協同高(gao)效的(de)電子證(zheng)照應用(yong)和全國互(hu)通互(hu)認(ren)工作推(tui)進機制,加(jia)強電子證(zheng)照應用(yong)與“證(zheng)照分(fen)離”、“一(yi)(yi)(yi)業一(yi)(yi)(yi)證(zheng)”等改(gai)革的(de)緊密銜(xian)接,做好(hao)與政務服務“跨省(sheng)通辦”、“一(yi)(yi)(yi)網通辦”的(de)統籌推(tui)進。
——堅持便民高(gao)效。聚焦惠企(qi)利(li)民,提(ti)供多(duo)種渠道便利(li)企(qi)業和群眾申(shen)請、使用電子證照,實(shi)現線上線下一體化(hua)應用。凡(fan)是通過電子證照可(ke)以獲取的信息(xi),不(bu)再要求企(qi)業和群眾提(ti)供相應材料。
——堅持需求導向。圍(wei)繞(rao)企業生產經營和(he)群眾生產生活中的(de)(de)高頻應(ying)用(yong)場景(jing),緊貼企業和(he)群眾普(pu)遍需求,著(zhu)力破解(jie)電子證照應(ying)用(yong)中的(de)(de)難點堵點問題,積極拓展(zhan)電子證照應(ying)用(yong)和(he)服(fu)務領(ling)域(yu),推動實現(xian)全國互通互認。
——堅持(chi)創(chuang)新(xin)引領。創(chuang)新(xin)工作理念和制度機制,深(shen)入推(tui)進電子證(zheng)照(zhao)應用技(ji)術(shu)(shu)創(chuang)新(xin)、管理創(chuang)新(xin)、模式(shi)創(chuang)新(xin),鼓(gu)勵先(xian)行先(xian)試(shi),積極運用新(xin)技(ji)術(shu)(shu),探索(suo)電子證(zheng)照(zhao)應用新(xin)機制、新(xin)渠道和新(xin)方式(shi)。
——堅(jian)持安(an)全(quan)(quan)可控(kong)。統籌(chou)發(fa)展(zhan)和安(an)全(quan)(quan),加強電(dian)子證照(zhao)應(ying)用(yong)全(quan)(quan)過程規范(fan)管理,嚴格(ge)保護商業秘密和個人信息安(an)全(quan)(quan),切實筑(zhu)牢(lao)電(dian)子證照(zhao)應(ying)用(yong)安(an)全(quan)(quan)防線(xian)。
(三(san))工作(zuo)目(mu)標。2022年底(di)前,全國(guo)一體(ti)化(hua)政(zheng)務(wu)(wu)服務(wu)(wu)平臺電(dian)子(zi)證(zheng)照共享服務(wu)(wu)體(ti)系基本(ben)建(jian)立(li),電(dian)子(zi)證(zheng)照制(zhi)發機制(zhi)建(jian)立(li)健(jian)全,企(qi)業和群眾(zhong)(zhong)常用(yong)(yong)證(zheng)照基本(ben)實(shi)現電(dian)子(zi)化(hua),與(yu)實(shi)體(ti)證(zheng)照同步制(zhi)發和應(ying)(ying)用(yong)(yong),在(zai)全國(guo)范圍內(nei)標準統一、互(hu)通互(hu)認;電(dian)子(zi)證(zheng)照在(zai)政(zheng)務(wu)(wu)服務(wu)(wu)領(ling)(ling)域廣(guang)泛(fan)應(ying)(ying)用(yong)(yong),社會化(hua)應(ying)(ying)用(yong)(yong)取(qu)得積(ji)極進展,“減證(zheng)便(bian)民”取(qu)得明顯(xian)成效(xiao)。到2025年,電(dian)子(zi)證(zheng)照應(ying)(ying)用(yong)(yong)制(zhi)度規則更加健(jian)全,應(ying)(ying)用(yong)(yong)領(ling)(ling)域更加廣(guang)泛(fan),支撐政(zheng)務(wu)(wu)服務(wu)(wu)標準化(hua)、規范化(hua)、便(bian)利化(hua)取(qu)得顯(xian)著成效(xiao),進一步方便(bian)企(qi)業和群眾(zhong)(zhong)辦事。
二、擴大(da)電子證照應用領域
(四(si))聚焦(jiao)深化便民服務,擴(kuo)大個人電子(zi)證照應(ying)用領(ling)域。加快推進(jin)出(chu)生(sheng)醫學證(zheng)(zheng)明(ming)、戶口(kou)簿、身份證(zheng)(zheng)、社會保障(zhang)卡、學歷學位證(zheng)(zheng)、職業資格證(zheng)(zheng)、駕駛證(zheng)(zheng)和(he)新申領的(de)結(離)婚證(zheng)(zheng)、不動(dong)(dong)產(chan)(chan)權(quan)證(zheng)(zheng)書、不動(dong)(dong)產(chan)(chan)登(deng)記證(zheng)(zheng)明(ming)等個人(ren)常用(yong)(yong)證(zheng)(zheng)照(zhao)(zhao)電子(zi)化(hua)應(ying)用(yong)(yong),覆蓋(gai)與群眾(zhong)生(sheng)產(chan)(chan)生(sheng)活密切(qie)相關(guan)的(de)婚姻登(deng)記、生(sheng)育登(deng)記、住(zhu)房公積金異(yi)地(di)轉(zhuan)移接續(xu)、就(jiu)業創業、戶籍遷移、社會保障(zhang)卡申領、養老(lao)保險關(guan)系轉(zhuan)移接續(xu)、異(yi)地(di)就(jiu)醫報銷(xiao)、不動(dong)(dong)產(chan)(chan)登(deng)記等應(ying)用(yong)(yong)場(chang)景,并根(gen)據群眾(zhong)需求(qiu)不斷(duan)豐富(fu)其他應(ying)用(yong)(yong)場(chang)景,推動(dong)(dong)相關(guan)電子(zi)證(zheng)(zheng)照(zhao)(zhao)普遍(bian)使(shi)用(yong)(yong)。政府(fu)部門能夠通過電子(zi)證(zheng)(zheng)照(zhao)(zhao)共享方式對關(guan)聯信息(xi)進(jin)行查詢、核驗的(de),不再(zai)要求(qiu)個人(ren)提供實體證(zheng)(zheng)照(zhao)(zhao)或紙質復印件(jian),推動(dong)(dong)辦事(shi)所需相關(guan)信息(xi)免填寫(xie)。(教育(yu)部(bu)、公安部(bu)、民政(zheng)部(bu)、人力資(zi)源社(she)會保(bao)障部(bu)、住(zhu)房(fang)城鄉建設部(bu)、自(zi)然資(zi)源部(bu)、國家衛生健康(kang)委、國家醫保(bao)局等相關部(bu)門及各(ge)地區按職責分工負責)
(五)助力優化(hua)營商環(huan)境(jing),拓(tuo)展(zhan)企業電(dian)子證(zheng)照應(ying)用領(ling)域。推(tui)動營業執(zhi)照(zhao)(zhao)(zhao)、生產經營許可(ke)證(zheng)、檢測認(ren)證(zheng)等(deng)電(dian)子證(zheng)照(zhao)(zhao)(zhao)在企業登記、經營、投資和工(gong)程建設等(deng)高頻政(zheng)務(wu)(wu)(wu)服務(wu)(wu)(wu)事(shi)(shi)項中(zhong)的(de)應用(yong),并進一步拓展到納稅繳費(fei)、社(she)會保障、醫療保障、住(zhu)房公(gong)積金、交通(tong)運輸、公(gong)共資源(yuan)交易、金融服務(wu)(wu)(wu)、行政(zheng)執(zhi)法、市場監管等(deng)領(ling)域。通(tong)過電(dian)子營業執(zhi)照(zhao)(zhao)(zhao)關(guan)(guan)聯企業相(xiang)關(guan)(guan)信(xin)息(xi),支(zhi)撐(cheng)涉企政(zheng)務(wu)(wu)(wu)服務(wu)(wu)(wu)事(shi)(shi)項辦理所(suo)(suo)需信(xin)息(xi)免填(tian)寫、紙質材料免提(ti)交,推(tui)動實現企業相(xiang)關(guan)(guan)信(xin)息(xi)“最多報一次”。政(zheng)府部(bu)門能夠(gou)通(tong)過電(dian)子證(zheng)照(zhao)(zhao)(zhao)共享方式查(cha)詢、核(he)驗企業辦事(shi)(shi)所(suo)(suo)需信(xin)息(xi)的(de),不再要求企業提(ti)供(gong)實體證(zheng)照(zhao)(zhao)(zhao)或紙質材料,切實為企業降成本、增便利。(國家發展(zhan)改革(ge)委、人力資源社會保(bao)障部(bu)(bu)、住房城鄉建設部(bu)(bu)、交(jiao)通運(yun)輸部(bu)(bu)、商務部(bu)(bu)、稅務總局(ju)、市場監管總局(ju)、國家醫保(bao)局(ju)、銀保(bao)監會等相(xiang)關部(bu)(bu)門(men)及各(ge)地(di)區按職責(ze)分工負責(ze))
(六)面向社(she)會多樣(yang)化需求,促進電子證照(zhao)社(she)會化應(ying)用。在不斷推動(dong)電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)在政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)領域廣(guang)泛(fan)應(ying)用(yong)(yong)(yong)的(de)同時,依托全(quan)國一體(ti)(ti)化政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)共享服(fu)務(wu)(wu)(wu)體(ti)(ti)系(xi),圍繞合同訂立、人員(yuan)招(zhao)聘(pin)、交通出行、文化和(he)旅游等場景與領域,積極推動(dong)電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)在企(qi)業(ye)、社(she)會(hui)組織、個人等持證(zheng)(zheng)主體(ti)(ti)之(zhi)間的(de)社(she)會(hui)化應(ying)用(yong)(yong)(yong)。電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)制發(fa)部(bu)門應(ying)通過政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺、政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)大廳等渠道定期向(xiang)社(she)會(hui)發(fa)布本行業(ye)、本領域電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)技術(shu)和(he)使用(yong)(yong)(yong)規(gui)范(fan)并(bing)提供必要的(de)服(fu)務(wu)(wu)(wu)保障,電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)使用(yong)(yong)(yong)部(bu)門應(ying)及時發(fa)布電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)社(she)會(hui)化應(ying)用(yong)(yong)(yong)場景清單和(he)應(ying)用(yong)(yong)(yong)指南,不斷提升電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)社(she)會(hui)認可度,推動(dong)電(dian)(dian)(dian)(dian)子(zi)(zi)證(zheng)(zheng)照(zhao)(zhao)在全(quan)社(she)會(hui)廣(guang)泛(fan)應(ying)用(yong)(yong)(yong)。(民政(zheng)部、人力資(zi)源社(she)會保障部、住房城鄉建設部、交通運輸(shu)部、文化和旅游部、國家(jia)衛生健康委、市場監管(guan)總局、銀(yin)保監會等相關部門(men)及各地區按(an)職責(ze)分工(gong)負責(ze))
(七)加大新(xin)技術運用力度,積極開展電子證照應(ying)用創(chuang)新(xin)。加快(kuai)推進(jin)大數據、云(yun)計算、人工智能等新技術(shu)應(ying)(ying)用,不斷提(ti)升電(dian)(dian)子(zi)證(zheng)照(zhao)應(ying)(ying)用智能化(hua)水平。以身(shen)份(fen)證(zheng)、營(ying)業執照(zhao)等為身(shen)份(fen)信任源點,全(quan)面(mian)關(guan)聯企業和(he)群眾(zhong)各(ge)類常用電(dian)(dian)子(zi)證(zheng)照(zhao)的(de)(de)相關(guan)信息(xi),推動電(dian)(dian)子(zi)證(zheng)照(zhao)一體(ti)化(hua)、便利(li)化(hua)應(ying)(ying)用。支(zhi)持各(ge)地(di)區探(tan)索以電(dian)(dian)子(zi)社保(bao)卡(ka)等常用電(dian)(dian)子(zi)證(zheng)照(zhao)為載體(ti)建(jian)立(li)居民(min)服務(wu)“一卡(ka)通”,在城市交通出行、旅(lv)游觀光、文化(hua)體(ti)驗等方(fang)面(mian)實現“同城待遇”。在保(bao)護個人隱私和(he)確(que)保(bao)數據安全(quan)的(de)(de)前提(ti)下,研(yan)究探(tan)索企業、社會(hui)組織(zhi)等參與提(ti)供電(dian)(dian)子(zi)證(zheng)照(zhao)服務(wu)的(de)(de)模式。(工業和信息化部、科(ke)技部、公安部、人(ren)力資源社會保障部、市場監管總局等相關部門及(ji)各地區按職責(ze)分工負責(ze))
(八(ba))加強(qiang)線上線下融合,保(bao)留傳統服務方式。通過(guo)政務(wu)(wu)服務(wu)(wu)平臺及其移(yi)動端(duan)(duan)、自(zi)助終端(duan)(duan)、人(ren)工服務(wu)(wu)窗口等渠道,便(bian)捷企(qi)業和(he)群眾依申請領取和(he)使用電(dian)子(zi)證照,并做到線(xian)上線(xian)下(xia)融(rong)合、數據同(tong)源、同(tong)步更新。堅持傳(chuan)統服務(wu)(wu)方式與智能化服務(wu)(wu)創新并行,加強實(shi)體證照服務(wu)(wu)保障,滿(man)足老年人(ren)、殘疾人(ren)等各類群體需求(qiu)。(國(guo)務院辦公廳、國(guo)家發展改革(ge)委(wei)、國(guo)家衛生健康委(wei)等(deng)相關(guan)部門(men)及各地區按職責分工(gong)負(fu)責)
三、推動電子(zi)證照全國互(hu)通互(hu)認
(九)健(jian)全(quan)電(dian)子證(zheng)照應用協同(tong)推進機制(zhi)。加強電子(zi)證(zheng)(zheng)照應用跨(kua)(kua)地區(qu)、跨(kua)(kua)部門工作協(xie)同,推動(dong)解決電子(zi)證(zheng)(zheng)照擴(kuo)大應用領(ling)域(yu)和全(quan)國互通互認中(zhong)的重點難(nan)點問題。制定完善電子(zi)證(zheng)(zheng)照全(quan)國互通互認工作流(liu)程,明確(que)電子(zi)證(zheng)(zheng)照發(fa)證(zheng)(zheng)、持證(zheng)(zheng)、用證(zheng)(zheng)、共享、留存等(deng)各環(huan)節的責任(ren)和義務,確(que)保(bao)權責清晰。(國務院辦(ban)公廳、公安部(bu)(bu)、市場監管總局等(deng)相關部(bu)(bu)門及各地區按職責分工負(fu)責)
(十)推進電子(zi)證照標準化規范化。建(jian)立健全(quan)涵蓋電子(zi)(zi)證(zheng)照(zhao)應(ying)用(yong)(yong)業務、數據、技術、管理、安全(quan)等(deng)的(de)標(biao)(biao)準(zhun)(zhun)體系,制(zhi)定電子(zi)(zi)證(zheng)照(zhao)簽章(zhang)、電子(zi)(zi)印章(zhang)密碼應(ying)用(yong)(yong)等(deng)規(gui)范,完(wan)善電子(zi)(zi)證(zheng)照(zhao)在移動服務、自助服務等(deng)領域(yu)(yu)的(de)使用(yong)(yong)規(gui)范。建(jian)立電子(zi)(zi)證(zheng)照(zhao)發(fa)證(zheng)、用(yong)(yong)證(zheng)清單,并納(na)入(ru)全(quan)國(guo)一(yi)體化(hua)政務服務平(ping)臺(tai)動態管理。行(xing)業主管部門組(zu)織制(zhi)定完(wan)善本行(xing)業、本領域(yu)(yu)電子(zi)(zi)證(zheng)照(zhao)相關標(biao)(biao)準(zhun)(zhun)、簽發(fa)規(gui)則,推(tui)動身份(fen)證(zheng)、戶口簿、營業執照(zhao)、社會組(zu)織登(deng)記證(zheng)、經營許可證(zheng)、職業資格證(zheng)等(deng)常(chang)用(yong)(yong)電子(zi)(zi)證(zheng)照(zhao)全(quan)面實現標(biao)(biao)準(zhun)(zhun)化(hua)。加快(kuai)標(biao)(biao)準(zhun)(zhun)實施(shi),抓緊完(wan)成存(cun)量(liang)證(zheng)照(zhao)標(biao)(biao)準(zhun)(zhun)化(hua)改(gai)造,全(quan)面支撐開展電子(zi)(zi)化(hua)應(ying)用(yong)(yong)和全(quan)國(guo)互(hu)通互(hu)認。建(jian)立健全(quan)電子(zi)(zi)證(zheng)照(zhao)歸檔標(biao)(biao)準(zhun)(zhun)規(gui)范,進一(yi)步(bu)推(tui)進政務服務辦件歸檔全(quan)程(cheng)電子(zi)(zi)化(hua)管理,確(que)保(bao)形成的(de)電子(zi)(zi)檔案來源可靠(kao)、程(cheng)序規(gui)范、要素合(he)規(gui)。(公安部、民政部、市(shi)場(chang)監管總局(ju)、人力資源社會保障部、國家(jia)檔案(an)局(ju)、國家(jia)密碼(ma)局(ju)等相關部門及各(ge)地區按職責(ze)分工負責(ze))
(十一)著力提升電(dian)子證(zheng)照數據質(zhi)量。各地(di)區(qu)各有關部(bu)(bu)門(men)應統籌建設(she)完(wan)善本(ben)地(di)區(qu)本(ben)部(bu)(bu)門(men)電(dian)子證(zheng)(zheng)照庫,按照“應歸盡歸”原則將電(dian)子證(zheng)(zheng)照信(xin)息匯聚至國家政務(wu)服(fu)務(wu)平(ping)臺(tai)。對于實體證(zheng)(zheng)照數(shu)據要素缺失、頒發機構調整等特殊(shu)情況,行業主管部(bu)(bu)門(men)應明確電(dian)子證(zheng)(zheng)照制發相關辦法。依托全國一體化(hua)政務(wu)服(fu)務(wu)平(ping)臺(tai)、政務(wu)服(fu)務(wu)便民熱線等渠道,建立健(jian)全電(dian)子證(zheng)(zheng)照數(shu)據質(zhi)量問題異議、投訴處理機制和(he)快(kuai)速校核(he)更新工作(zuo)流程,不斷提高電(dian)子證(zheng)(zheng)照數(shu)據完(wan)整性、準確性和(he)共享時效性。(國務院辦公廳、教育部(bu)、公安(an)部(bu)、民(min)政部(bu)、市(shi)場監管總局等相關(guan)部(bu)門及各地區按職責(ze)分工負責(ze))
四、全面提升電子(zi)證照(zhao)應(ying)用支撐(cheng)能力

五、保障措施
(十五)加強組織領導。各省(自治區、直(zhi)轄(xia)市)和(he)新(xin)疆生產(chan)建設兵團要(yao)加(jia)強(qiang)(qiang)對本(ben)地區電子證照應(ying)用(yong)和(he)全(quan)國互(hu)(hu)(hu)通(tong)互(hu)(hu)(hu)認工(gong)(gong)作(zuo)(zuo)的統(tong)籌(chou),明確(que)目(mu)標(biao)任務和(he)落(luo)實(shi)(shi)措施,加(jia)強(qiang)(qiang)經(jing)費保(bao)障,壓(ya)實(shi)(shi)工(gong)(gong)作(zuo)(zuo)責(ze)任,加(jia)大工(gong)(gong)作(zuo)(zuo)力度。各有關部門(men)要(yao)按照職責(ze)分工(gong)(gong),指導、協(xie)調(diao)推進(jin)本(ben)行業、本(ben)領域電子證照應(ying)用(yong)和(he)全(quan)國互(hu)(hu)(hu)通(tong)互(hu)(hu)(hu)認工(gong)(gong)作(zuo)(zuo),加(jia)強(qiang)(qiang)部門(men)間工(gong)(gong)作(zuo)(zuo)協(xie)同和(he)數據共享。各地區各部門(men)要(yao)落(luo)實(shi)(shi)和(he)強(qiang)(qiang)化監管(guan)責(ze)任,確(que)保(bao)電子證照應(ying)用(yong)和(he)全(quan)國互(hu)(hu)(hu)通(tong)互(hu)(hu)(hu)認工(gong)(gong)作(zuo)(zuo)安全(quan)有序推進(jin)。(各地區各部門按職責分工(gong)負責)
(十六)完(wan)善法律制度。建立健全(quan)與電(dian)(dian)子(zi)(zi)(zi)(zi)證照(zhao)(zhao)應用(yong)相(xiang)(xiang)適應的法律法規(gui)規(gui)章制(zhi)度體系,推動相(xiang)(xiang)關法律、法規(gui)、規(gui)章立改廢釋,保障電(dian)(dian)子(zi)(zi)(zi)(zi)證照(zhao)(zhao)合(he)法合(he)規(gui)應用(yong)。制(zhi)定完善電(dian)(dian)子(zi)(zi)(zi)(zi)證照(zhao)(zhao)、電(dian)(dian)子(zi)(zi)(zi)(zi)印(yin)章、電(dian)(dian)子(zi)(zi)(zi)(zi)簽名(ming)、可(ke)信身份認證、電(dian)(dian)子(zi)(zi)(zi)(zi)檔案等(deng)方面配套制(zhi)度,完善行政機關、企事業單(dan)位、社會組織電(dian)(dian)子(zi)(zi)(zi)(zi)印(yin)章申請和(he)制(zhi)發管理辦法,明確電(dian)(dian)子(zi)(zi)(zi)(zi)印(yin)章制(zhi)發主(zhu)體、制(zhi)作標(biao)準(zhun)和(he)應用(yong)規(gui)則。(國(guo)務(wu)院辦公(gong)廳、工業和信息化部(bu)、公(gong)安(an)部(bu)、司(si)法部(bu)、國(guo)家密碼局等相關部(bu)門及(ji)各地區按職(zhi)責分工負(fu)責)
